Executive Summary Mick Calarco, Recreation Services Manager and Todd Reese, Parks Services Manager will report on recently completed and upcoming parks and recreation activities, and other topics of local interest. Department report Exhibit 1 PARKS & RECREATION DEPARTMENT REPORT Oct. 21, 2024 GENERAL & RECREATION Leo Carrillo Ranch Historic Park Featured on Fox 5 News On Sept. 20, 2024, Fox 5 News featured a segment on Leo Carrillo Ranch Historic Park. Staff shared information on Carrillo history, architecture, movies, television, interpretive exhibits, events, education programs and guided tours. California Association of Public Procurement Officials On Sept. 25, 2024, Parks & Recreation Department staff hosted the San Diego Chapter of the California Association of Public Procurement Professionals meeting and tour at the Ranch. The visit including a walking tour and a networking lunch. Meeting topics included: • The unique challenges of procurement and contracting in historically significant settings. • Best practices for adhering to the Secretary of the Interior’s Standards for the Treatment of Historic Properties. • Insights into the restoration and preservation efforts at Leo Carrillo Ranch, including seismic retrofitting, restoration of historic buildings, and the addition of new facilities. • How community input shaped the prioritization of improvements at Leo Carrillo Ranch. • The impact of historic preservation on modern public projects and community engagement. Alga Norte Community Park Superhero Obstacle Race On Sunday, Oct. 6, 2024, the department’s Superhero Obstacle Race was a heroic hit, with over 500 Carlsbad superheroes racing through 20 themed obstacles at Alga Norte Community Park this past Saturday Sunday. Dressed as their favorite hero, participants flew through the course in a flash, scaled walls, crawled through webs, braved toxic tunnels, and more to protect and save the Earth. The 2K race was packed with challenges that brought out Hulk-like strength and Batman-level agility. The day was a marvelous success, thanks to more than 80 dedicated community volunteers, leaving everyone feeling like they’d saved the day! Kudos for Carlsbad Senior Center Staff Senior Center staff recently received kudos for the Stay Safe Online class. A participant wrote, “I attended the “Stay Safe Online” class held today at the Senior Center. I just wanted to let you know that instructor Karen Kelly made the presentation and course content tremendously useful to me. Her presentation and use of examples made it easy to understand what likely scammers look like. She also made it clear that there are certain necessary steps to protect yourself that must be taken. No “I’m too busy” or “It can’t happen to me.” In short, she was great and kudos to the Senior Center programming staff.” Carlsbad Senior Center Transportation Program On Tuesday, Oct. 8, 2024, Senior Center staff, Bus Driver Derrick Crockett, Bus Driver Rosa Ramirez, and Recreation Supervisor Andi Koller, made numerous phone calls to contact and confirm a scheduled transportation program participant’s reservation. Despite numerous call attempts, the participant never answered the phone. Concerned about the program participant’s wellbeing, Bus Driver Derrick Crockett proactively decided to stop by the program participant’s residence as scheduled to personally attempt to make contact. While knocking on the door, Derrick heard the participant call out for help. Fortunately, the front door was unlocked, and Derrick entered the home after hearing the participant say, “come in!” He found the participant on the floor with a large bump on their head, and unable to get up or stand. Derrick found an ice pack and helped her to sit up. She did not want Derrick to call 911 or an ambulance, so he called the emergency contact on file instead. Their emergency contact person was less than five minutes away and asked him to wait for their arrival. The emergency response person arrived and assumed care, and Derrick continued with his regular transportation route. Staff checked in with the emergency care person afterwards and learned they decided to call an ambulance, and the program participant was hospitalized and received care and treatment for a head injury. Thanks to Senior Center staff, the program participant was able to receive the emergency care and assistance she needed. Upcoming Event: Pumpkin Plunge Aviara Norte Aquatic Center Saturday, Oct. 19, 2024 5 p.m. – 8 p.m. $10 per person; children ages three and under are free Bring a swimsuit and join the Halloween fun at Alga Norte Aquatic Center that transforms into spooky fun with pool activities and games with prizes, and floating obstacles. The Splash Pad will also be open for the little ones. Dry activities include a bounce house, lawn games and the Floating Pumpkin Patch where every child will get to lasso and keep a pumpkin. Food and beverages are available for purchase at the event. Upcoming Event: Dia de los Muertos Open House Leo Carrillo Ranch Historic Park Hacienda Saturday, Nov. 2 and Sunday, Nov. 3, 2024 10 a.m. – 2 p.m. Free admission Leo Carrillo Ranch Historic Park will celebrate the Dia de los Muertos with traditional ornaments from this joyful holiday. There will be an ofrenda to honor the Carrillo Family, colorful decorations and explanations of the elements from this special celebration. Join us at the Hacienda for an open house from 10 a.m. to 2 p.m. on Saturday, Nov. 2 and Sunday, Nov. 3. On Saturday, staff will provide craft projects for children. Upcoming Event: Holiday at the Rancho Saturday, Dec. 7, 2024 5 to 8 p.m. Leo Carrillo Ranch Historic Park Admission is $10 per person; children ages 3 and younger are free. Explore Leo Carrillo Ranch lit up with holiday lights, decorations, and a backdrop of classic holiday musical performance. Watch the holiday tree lighting at 5:45 p.m. on the sand near the pool. Decorate holiday cookies, create crafts, participate in the ‘plush’ snowball fight, and enjoy festive entertainment. Face painting, train rides, an outdoor movie and a special visit by Santa are also included. A holiday film will be featured on the outdoor movie screen starting at 6 p.m. PARKS Stagecoach Park Community Garden Project The approval of the project’s plans, specifications and contract documents, and the authorization to advertise the project for bids, occurred at the City Council Meeting on April 23, 2024. Staff subsequently returned to the City Council on July 23, 2024, with a recommendation to award the construction contract. The City Council awarded the construction contract to Ace Capital Engineering in an amount not-to- exceed $464,353. A pre-construction meeting took place on Aug. 29, 2024. The contractor’s schedule was submitted to the city and approved. The contractor mobilized on Oct. 1, 2024, and construction began. The project’s improvements are anticipated to be substantially completed by the end of the first quarter of 2025. Alga Norte Aquatic Center Restroom Renovation and Pool Replastering Projects Fleet & Facilities Department staff is coordinating with Parks & Recreation Department staff on two projects that will require a few months closure of the aquatic center: (a) renovation of the restrooms and locker rooms, as an outcome of a legal settlement with the park’s general contractor, and (b) replastering of each pool and spa due to wear over the last decade. The projects were independently designed and bid, but will be constructed concurrently to minimize the period of the center’s closure and therefore lessen the impact to the public/programs. On July 23, 2024, the City Council provided approval of the project’s plans, specifications and contract documents, and authorization to advertise the project for bids. Staff returned to the City Council on Oct. 8, 2024, for award of the construction contracts. The closure period is slated for Nov. 12, 2024, through mid-late February 2025. All aquatic patrons and user groups have been notified of the pending closure of the aquatic center. Staff will work to accommodate as many patrons and user groups as feasible at the Monroe Street Pool during the Alga Norte Aquatic Center closure period. Staff is also researching the availability of other pools within adjacent cities during the closure period. Monroe Street Pool Renovation/Replacement Project The project’s design firm, LPA, prepared the 100% construction plans and specifications. On Sept. 10, 2024, the City Council provided approval of the project’s plans, specifications and contract documents, and authorization to advertise the project for bids. The City Council also appropriated $18,158,361 in additional funding. On Oct. 10, 2024, Fleet & Facilities Department staff advertised the project for bids. Staff anticipate returning to the City Council in early 2025 with a recommendation to award the construction contract. Presuming the award of the construction contact, the closure period is tentatively slated for early Spring 2025 through late Spring 2026. All aquatic patrons and user groups have been notified of the pending closure of the pool facility. Staff will work to accommodate as many patrons and user groups as feasible at the Alga Norte Aquatic Center during the Monroe Street Pool closure period. Staff is also researching the availability of other pools within adjacent cities during the closure period. Veterans Memorial Park Project Modifications to the park’s hydrology and grading plans were determined to be required to comply with the latest standards. A local hydrology subconsultant was brought onto the design team to complete those modifications. The balance of the park’s initial plan-check comments continues to be addressed by the design team so the 100% construction plans can be submitted to the Community Development Department for the next round of plan-checking. On July 30, 2024, the City Council adopted a resolution authorizing execution of a professional services agreement with Romtec, Inc. to provide design services and pre-engineered building material kits for three buildings (restrooms, storage, concession and vending space) for the Veterans Memorial Park Project, in an amount not-to-exceed $1,630,995. Outdoor Pickleball Court Project The City Council approved a Capital Improvement Program Project Charter for eight new outdoor pickleball courts. Once designed, four courts are to be constructed at Calavera Hills Community Park and four courts are to be constructed at Stagecoach Community Park. The courts are anticipated to be completed in late Spring 2026. The addition of these new outdoor pickleball courts is responsive to the public’s current demand for this amenity and will substantially broaden the service area coverage. After completing a procurement process, staff issued a task order to MIG, Inc. for design services on this project. Staff and the MIG design team have met several times over the past few months to develop and review the preliminary design concepts for both sites.
