Subject: Police Report Regarding Traffic and Mobility-Related Matters in the Third
Quarter of 2024
Recommended Action
Receive a quarterly report from a representative of the City of Carlsbad’s Police Department
that will provide an overview of traffic and mobility-related police matters and notable news
during the months of July, August and September 2024.
Fiscal Analysis
This action has no fiscal impact.
Environmental Evaluation
In keeping with California Public Resources Code Section 21065, this action does not constitute
a “project” within the meaning of the California Environmental Quality Act in that it has no
potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment. Therefore, it does not require
environmental review.
Public Notification
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

Quarter 3 Notable News
On July 31, 2024, a covert E-motorcycle operation resulted in
four tows with parents being cited.
On Aug. 15, 2024, at 8:02 p.m., a vehicle collided with an e-
motorcycle ridden by a juvenile at the intersection of Batiquitos
Drive and Daisy Lane. Juvenile sustained major injuries. E-
motorcycle towed two weeks prior during operation. Vehicle at
fault.
On Sept. 10, 2024, at 12:37 a.m., a vehicle traveling east on Las
Palmas struck and killed a pedestrian and crashed into three
parked cars. The driver fled but was later located and arrested
for Felony H&R, DUI Causing Injury or Death and Vehicular
Manslaughter.
