This agenda includes information about topics coming before the Planning Commission and the action recommended by city staff. You can read about each topic in the staff reports, which are available on the city website. How to watch In Person Online City Council Chamber 1200 Carlsbad Village Drive Watch the livestream at carlsbadca.gov/watch How to participate If you would like to provide comments to the Commission, please: • Fill out a speaker request form, located in the foyer. • Submit the form to the Clerk before the item begins. • When it’s your turn, the Clerk will call your name and invite you to the podium. • Speakers have three minutes, unless the presiding officer (usually the chair) changes that time. • You may not give your time to another person, but can create a group. A group must select a single speaker as long as three other members of your group are present. All forms must be submitted to the City Clerk before the item begins and will only be accepted for items listed on the agenda (not for general public comment at the beginning of the meeting). Group representatives have 10 minutes unless that time is changed by the presiding officer or the Commission. • In writing: Email comments to planning@carlsbadca.gov. Comments received by 2 p.m. the day of the meeting, will be shared with the Commission prior to the meeting. When e-mailing comments, please identify in the subject line the agenda item to which your comments relate. All comments received will be part of the official record. • Visual materials, such as pictures, charts, maps or slides, are allowed for comments on agenda items, not general public comment. Please contact the Planning Division at 442-339-2600 or planning@carlsbadca.gov to make arrangements in advance. All materials must be received by the Planning Division no later than 2 p.m. the day of the meeting. The time spent presenting visual materials is included in the maximum time limit provided to speakers. All materials exhibited to the Planning Commission during the meeting are part of the public record. Please note that video presentations are not allowed. PRESENTATIONS: None. PUBLIC COMMENT: The Brown Act allows any member of the public to comment on items not on the agenda. Please treat others with courtesy, civility, and respect. Members of the public may participate in the meeting by submitting comments as provided on the front page of this agenda. The Commission will receive comments in the beginning of the meeting. In conformance with the Brown Act, no action can occur on these items. CONSENT CALENDAR: The items listed under Consent Calendar are considered routine and will be enacted by one motion as listed below. There will be no separate discussion on these items prior to the time the Commission, votes on the motion unless members of the Commission, staff, or the public request specific items be discussed and/or removed from the Consent Calendar for separate action. PUBLIC HEARING: 1. CDP2024-0009 (DEV2020-0111) 4464 ADAMS STREET 92008 - Adoption of a resolution of the Planning Commission of the City of Carlsbad, California, approving a Coastal Development Permit, CDP 2024-0009, to demolish an existing single-family residence and construct a new 4,085 square foot single-family residence on a 0.53-acre site located at 4464 Adams street within the Mello II segment of the city’s Local Coastal Program and Local Facilities Management Zone 1. ACTION TYPE: Quasi-Judicial STAFF RECOMMENDATION: Take public input, close the public hearing, and adopt the resolution. PLANNER: Megan McElfish ENGINEER: Nichole Fine ACTION: This item was continued to a date uncertain. 6/0/0/1. (Merz – Absent) 2. CT 2024-0001/SDP 2024-0008 (DEV2023-0081) 3215 - 3225 TYLER ST., 92010 - Adoption of a resolution of the Planning Commission of the City of Carlsbad, California, recommending a resolution of the Planning Commission of the City of Carlsbad, California, recommending approval of Tentative Tract Map CT 2024-0001 and Site Development Plan SDP2024-0008 to demolish two single-family Nov. 6, 2024 Page 3 homes and a detached garage; and the development of a 12-unit, residential air-space condominium project on a 0.532-acre site located at 3215-3225 Tyler street, within Local Facilities Management Zone 1. ACTION TYPE: Quasi-Judicial STAFF RECOMMENDATION: Take public input, close the public hearing, and adopt the resolution. PLANNER: Edward Valenzuela ENGINEER: Nichole Fine ACTION: Adopted Resolution No. 7527 – 6/0/0/1. (Merz - Absent) DEPARTMENT PLANNER REPORT: 3. DRIVE-THRU RESTAURANT RESTRICTIONS - INFORMATIONAL REPORT & DISCUSSION. - Receive a report and a presentation regarding potential options for regulating drive-thru restaurants. No action is required at this time except to discuss and evaluate the degree to which drive-thru restaurants should be permitted, conditionally permitted, or prohibited in the city’s zoning districts. STAFF RECOMMENDATION: Discuss and evaluate the report. ASSOCIATE PLANNER: Kyle VanLeeuwen ACTION: The Planning Commission received the report and provided feedback. PUBLIC COMMENT: Continuation of the Public Comments This portion of the agenda is set aside for continuation of public comments, if necessary, due to exceeding the total time allotted in the first public comments section.
