If you would like to provide comments to the Commission, please:
• Fill out a speaker request form, located in the foyer.
• Submit the form to the Clerk before the item begins.
• When it's your turn, the Clerk will call your name and invite you to the podium.
• Speakers have three minutes, unless the presiding officer (usually the chair) changes that time.
• You may not give your time to another person, but can create a group. A group must select a single speaker
as long as three other members of your group are present. All forms must be submitted to the City Clerk
before the item begins and will only be accepted for items listed on the agenda (not for general public
comment at the beginning of the meeting). Group representatives have 10 minutes unless that time is
changed by the presiding officer or the Commission.
• Visual materials, such as pictures, charts, maps or slides, are allowed for comments on agenda items, not
general public comment. Please contact the Planning Division at 442-339-2600 or planning@carlsbadca.gov
to make arrangements in advance. All materials must be received by the Planning Division no later than
2pm the day of the meeting. The time spent presenting visual materials included in the maximum time limit
provided to speakers. All materials exhibited to the Planning Commission during the meeting are part of
the public record. Please note that video presentations are not allowed.
• In writing: Email comments to planning@carlsbadca.gov. Comments received by 2 p.m., the day of the
meeting, will be shared with the Commission prior to the meeting. When e-mailing comments, please
identify in the subject line the agenda item to which your comments relate. All comments received will be
part of the official record.

PUBLIC HEARING:
1. CLIMATE ACTION PLAN (CAP) UPDATE: Adoption of a resolution of the Planning Commission of the
City of Carlsbad, California, recommending -1) Certifying Addendum No. 1 to the Housing Element
Implementation and Public Safety Element Update Supplemental Environmental Impact Report for the
Climate Action Plan (CAP) Update; and
2) Recommending adoption of a Climate Action Plan (CAP) Update as amended from the publicly
posted draft so that the measures meet the required 2045 reduction target and excludes measures E-
3.2, nonresidential building energy -updated Reach Code, E-3.3, Nonresidential Building Energy -
solar carports, and E-4.2, residential building energy-updated Reach Code; or
3) Recommending adoption of the publicly posted Draft Climate Action Plan Update, excluding
Measure E-3.2 (Nonresidential Building Energy-updated Reach Code), which would exceed the 2045
reduction target by approximately 200MT CO2e; or
4) Recommending adoption of the publicly posted Draft Climate Action Plan Update, excluding
Measure E-4.2 (Residential Building Energy -updated Reach Code), which would exceed the 2045
reduction target by approximately 4,000 mt CO2e; or
5) Adoption of the publicly posted Draft of the Climate Action Plan (CAP) Update, which would
exceed the 2045 reduction target by approximately 6,000 mt CO2E.

Chair Kamenjarin opened the public hearing on Item 1 at 5:36 p.m.

In response to Chair Kamenjarin's request for ex-parte on this item, Commissioner Merz expressed he did
research information online on the topic.
City Planner, Eric Lardy introduced Sr. Program Manager, Katie Hentrich who reviewed a PowerPoint presentation (on
file in the Office of the City Clerk).
In response to Commissioner Merz's inquiry, Sr. Program Manager, Katie Hentrich, noted that Appendix E in
the staff report describes the cost of the city to implement the Draft Climate Action Plan (CAP).
In response to Commissioner Hubinger's Inquiry, Ms. Hentrich, indicated that she provides an annual report
to the City Council regarding the progress of the CAP, and it is best practice to review and update the Plan
every 5 years.
In response to Commissioner Stine's inquiry, Ms. Hentrich explained that in addition to meeting the
minimum standards, the public and members of City Council requested that additional measures be included
in the CAP Update so that the 2045 reduction targets were exceeded.
In response to Commissioner Merz inquiry regarding margins of error, City of Carlsbad project consultant,
Scott Anders, Director of the Energy Policy Initiatives Center at the University of, San Diego explained that
there is not an industry standard for margin of error but a measure of what happens if the city continues to
operate with no changes to the CAP.
In response to Commissioner Danna's inquiry regarding the Cost Effectiveness study as it relates to building
costs, Ms. Hentrich explained that a reach code could not be approved by the state unless the upfront cost
of upgrades would be paid off over a certain period of time as buildings continue to operate in a more
efficient manner.
In response to Commissioner Danna's inquiry, Ms. Hentrich explained that the City's annual reports on the
CAP are for our own use; there is no state requirement and therefore no penalties for not annually reporting
on a CAP
In response to Commissioner Meenes' inquiry, regarding how they selected the additional options and what
was included in each one proposed, Ms. Hentrich replied that Option 1 was based on the suite of measures
shared with the public and the City Council in fall 2023, and Options 2 through 4 were based on the input
received at the Nov. 7, 2023 City Council meeting to add in additional measures to exceed the city's target
for 2045.
In response to Commissioner Lafferty's inquiry, Ms. Hentrich clarified that in the Greenhouse Gas Emission
Reduction Quantification Analysis, a higher number means that higher emissions, or more emissions, are
reduced.
Chair Kamenjarin opened public testimony at 6:36 p.m.
■ Resident, Paige DeCino, representative on the Clean Energy Alliance Community Advisory Committee,
expressed her concern for the environment and emphasized that she thinks people need to do all they can at
every level of government to with regards to Climate Change.
■ Resident, Michael McMahon, requested that the Commission adopt option 4.
■ Resident, Linda Daniels, member of the Community Advisory Council, San Diego Building Electrical Code &
Sierra Club, expressed her concern for the environment and requested the Commission adopt Option 4.
■ Resident, Barbara Diamond, urged the Commission to adopt the revised cap and to prioritize swift action.

• Resident, Kathy Parker, referring to Item 3.3 in the CAP, advised the City to install solar car ports with
storage because the after 3 -5 years there would likely be no cost to the City for energy.
• Resident, Mary Hassing, requested that the City do its part by adopting Option 4.
• Craig Benedetto, representing NA/OP, San Diego and Boma, San Diego, requested the Commission's support
of Option 1.
• Melanie Woods, Vice President, the California Apartment Association, requested the Commission's support of
• Option 1.
• Resident, Vanessa Forsite, urged the Commission to support Option 4.
• Resident, Diane Nygaard, representing Preserve Calavera, emphasized the urgent call to action required by
Climate Change and urged the Planning Commission to take action.
• Lauren Cazares from the San Diego Regional Chamber of Commerce recommended the Commission adopt
Option 1 with the conditions of removing certain electric and transportation requirements.
• Laurie Holt Pfieffer, President and CEO of the Building Association of San Diego, expressed her support for
Options 1 and 2 only, with the conditions of removing certain electric and transportation requirements.
Hearing no one else wishing to Speak, Chair Kamenjarin closed the public testimony at 7:09 p.m.
Commissioner Discussion ensued.
Motion by Commissioner Meenes, seconded by Commissioner Merz, to recommend adoption of Planning
Commission Resolution 7520 (Exhibit 1), certification of Addendum No. 1 to the Housing Element
Implementation and Public Safety Element Update Supplemental Environmental Impact Report for the
Climate Action Plan Update -Motion carried unanimously, 7 /0/0.
Motion by Commissioner Stine, seconded by Commissioner Merz, to recommend adoption of
Planning Commission Resolution No. 7521 (Exhibit 2, Option 1), recommending adoption of a
Climate Action Plan (CAP) Update as amended from the publicly posted draft so that the measures
meet the required 2045 reduction target and excludes measures E-3.2, nonresidential building
energy -updated Reach Code, E-3.3, Nonresidential Building Energy -solar carports, and E-4.2,
residential building energy -updated Reach Code -Motion carried, 4/3/0/0 (Kamenjarin, Lafferty,
Danna -No).
Chair Kamenjarin closed the public hearing at 7:23 p.m.

CITY PLANNER REPORT: City Planner, Eric Lardy reviewed the upcoming Planning Commission Project
calendar, noting that the January first meeting will be canceled due to the holiday.
