Recommended Action
Adopt a Carlsbad Municipal Water District Board of Directors resolution approving the plans,
specifications and contract documents and authorizing the Secretary to the Board of Directors
to advertise for bids for the B-TAP Reservoir Improvements Project.
Executive Summary / Explanation & Analysis
The Carlsbad Municipal Water District, or CMWD, owns and operates nine potable water
reservoirs that serve the water demands of the CMWD’s service area. Reservoir B of the Tri-
Agencies’ Pipeline facilities, known as the B-TAP Reservoir, is a 6-million-gallon reservoir built in
1985. The reservoir is located at the east end of Bluff Court within the Calavera Hills
community, as shown in Exhibit 3.
This project will construct drainage improvements to safely convey stormwater runoff away
from the site, paving improvements to improve worker safety and fencing improvements for
enhanced site security.
The project will construct 4,990 square feet of asphalt concrete paving, 4,020 square feet of
pervious asphalt concrete paving, and asphalt concrete berms to direct stormwater runoff to
new stormwater catch basins and a new curb outlet. The paving improvements will improve
safety for workers during and after rains and reduce sediment flowing off the site from the
unpaved access road.
The engineer’s construction cost estimate is $205,000, which does not include construction
contingency, construction management, inspection, testing, public outreach, engineering and
administration costs. (An engineer’s estimate is an opinion of a project’s probable construction
cost given by an experienced and qualified professional engineer generally familiar with the

construction industry. Staff use them to obtain an estimate as close to the actual costs as
possible.)
The CMWD Board’s approval of the plans, specifications and contract documents is required
under Carlsbad Municipal Code Section 3.28.080(E) because the expected value of the work
exceeds $200,000.
Staff recommend that the CMWD Board approve the plans, specifications and contract
documents and authorize the Secretary to the Board to advertise and receive construction bids
for the B-TAP Reservoir Improvements Project, Capital Improvement Program Project
No. 5024-6.
Fiscal Analysis
The project is a component of the Reservoir Condition Assessment and Repair Program, Capital
Improvement Program Project No. 5024, and is funded by the water replacement fund.
Sufficient funds are available to complete the project. Available funding and estimated costs to
complete the project are presented in the table below:

Next Steps
Upon approval of the plans, specifications and contract documents by the CMWD Board, a
notice to contractors inviting bids for the project will be advertised by the Secretary to the
Board on the city’s bid site.
Staff will then return to the CMWD Board to recommend awarding a contract to the lowest
responsive and responsible bidder, which is expected to be in early 2025.
Environmental Evaluation
The City Planner, through the process outlined in Carlsbad Municipal Code Section 19.04.060,
has determined that this project is exempt pursuant to California Code of Regulations Section
15302(c), Replacement or Reconstruction, which applies to the replacement or reconstruction
of existing utility systems and/or facilities involving negligible or no expansion of capacity.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT BOARD, CARLSBAD, CALIFORNIA APPROVING
THE PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS AND
AUTHORIZING THE SECRETARY TO THE BOARD OF DIRECTORS TO
ADVERTISE FOR BIDS FOR THE B-TAP RESERVOIR IMPROVEMENTS PROJECT
WHEREAS, the Carlsbad Municipal Water District, or CMWD, Board of Directors has determined
that it is necessary, desirable and in the public interest to construct paving and fencing improvements
at the Reservoir B of the Tri-Agencies' Pipeline facilities, or B-TAP Reservoir, site; and
WHEREAS, the plans, specifications and contract documents for the B-TAP Reservoir
Improvements Project, Capital Improvement Program, or CIP, Project No. 5024-6, have been prepared,
are on file at the Office of the Secretary to the Board and are incorporated by reference; and
WHEREAS, Carlsbad Municipal Code, or CMC, Section 3.28.080(E) requires CMWD Board of
Directors approval of plans, specifications and contract documents for all construction projects that
are to be formally bid upon when the value exceeds $200,000; and
WHEREAS, the estimated construction cost is $284,000, including construction contingency,
construction management and inspection, testing, public outreach and staff costs; and
WHEREAS, the City Planner has determined that the project is exempt from the California
Environmental Quality Act, or CEQA, per CEQA Guidelines Section 15302(c), replacement or
reconstruction, as this project involves the replacement or reconstruction of existing utility systems
and/or facilities involving negligible or no expansion of capacity.
NOW, THEREFORE, BE IT RESOLVED by the CMWD Board of Directors of the City of Carlsbad,
California, as follows:
1.That the above recitations are true and correct.
2.That the plans, specifications and contract documents for the 8-TAP Reservoir
Improvements Project, CIP Project No. 5024-6, on file in the Office of the Secretary to
the Board are approved.
3.That the Secretary to the Board is authorized and directed to publish, in accordance with
state law and CMC Section 3.28.080(C), a notice to contractors inviting bids for
construction of the project in accordance with the plans, specifications and contract
documents referred to herein.
