Executive Summary
The City of Carlsbad is a direct recipient of Community Development Block Grant funds from
the U.S. Department of Housing and Urban Development (HUD). The CDBG program aims to
support decent housing, a suitable living environment, and expanding economic opportunities,
particularly for low- and moderate-income persons and areas. As a condition of receiving these
funds, the city is required to prepare a five-year Consolidated Plan that outlines Carlsbad’s
housing and community development economic needs and priorities.
The draft priorities for the FY 2025-2030 Consolidated Plan are affordable housing,
homelessness, fair housing and supportive services.
The FY 2025-2030 Consolidated Plan will serve as a blueprint for the city's allocation of
approximately $550,741 in CDBG funds annually over the next five fiscal years. These funds will
be used to address the city’s priorities for CDBG-eligible activities as identified through
comprehensive data analysis and public engagement processes.
The Consolidated Plan also sets the stage for the development of Annual Action Plans, which
will provide more detailed project-level information each year.
Staff are requesting the City Council’s approval of the draft priorities identified for the FY 2025-
2030 period, which will guide the city’s Annual Action Plans beginning with FY 2025-26.

Explanation & Analysis
Previous Consolidated Plan (FY 2020-2025)
In April 2020, the City Council approved the FY 2020-2025 Consolidated Plan. (Resolution No.
2020-064) This plan has guided the city’s use of CDBG funds over the past five years, with
priorities focused on increasing affordable housing, reducing homelessness, enhancing support
services for residents with special needs, improving public facilities, ensuring fair housing, and
managing the CDBG program effectively. These priorities have supported a range of projects,
including housing for low-income families, homeless prevention services and infrastructure
improvements benefiting disadvantaged populations.
The city’s efforts in these areas have been documented each year through the Consolidated
Annual Performance and Evaluation Report, which provides a comprehensive summary of the
expenditures and outcomes associated with CDBG-funded activities.
Upcoming Consolidated Plan (FY 2025-2030)
The FY 2025-2030 Consolidated Plan will build upon the priorities established in the previous
cycle, incorporating updated data and extensive public feedback.
City staff, in partnership with RSG Inc., conducted the data collection and community outreach
processes, gathering input from a wide range of stakeholders, including residents, service
providers and local organizations. Staff held several community meetings and conducted a
survey to ensure diverse perspectives were represented. This outreach assisted identification of
the city’s proposed priorities for the upcoming Consolidated Plan.
Staff presented the draft priorities to the Housing Commission on Oct. 10, 2024. Following
staff’s presentation and the commission’s review, the Housing Commission recommended the
draft priorities for City Council approval.
The draft priorities for the FY 2025-2030 Consolidated Plan are:
Affordable housing
The highest priority for the city remains the production, preservation, and improvement of
affordable housing for both rental and homeownership opportunities. Rising housing costs in
Carlsbad have created significant challenges for low- and moderate-income residents, making it
increasingly difficult for them to find and maintain affordable housing. The plan prioritizes
funding for projects that will address these gaps, including services aimed at sustaining housing
stability.
Homelessness
Carlsbad continues to identify a priority for increased shelter capacity and services such as job
training and case management to promote long-term self-sufficiency for individuals and
families experiencing homelessness. In response, the plan emphasizes support for programs
that provide comprehensive assistance to people experiencing homelessness, including
prevention, emergency shelter services and transitional housing programs.

Fair housing
As a HUD funding requirement, fair housing services are essential to ensuring equitable access
to housing for all residents. The plan calls for education and outreach efforts aimed at raising
awareness of housing rights, promoting inclusivity, and addressing disparities in housing access,
especially for historically marginalized groups.
Supportive services
In addition to housing-related priorities, the plan recognizes the need for increased supportive
services for vulnerable populations such as seniors, low-income families, and individuals with
disabilities. These services include access to healthcare, transportation, and employment
training, all of which are critical to ensuring that residents can achieve economic stability and
independence.
Fiscal Analysis
The Community Development Block Grant program is funded by the federal government and is
separate from the city’s General Fund. The program operates on a reimbursement basis, in
which city general funds are expended for approved activities and then reimbursed from the
U.S. Department of Housing and Urban Development.
Next Steps
Staff will release a notice of funding availability in November 2024 to solicit applications from
service providers for CDBG-funded projects. This process will allow local organizations to apply
for funding to support programs that align with the Consolidated Plan’s priorities.
The City Council will then be asked to review these applications and approve funding allocations
in the spring of 2025. This timeline ensures that the city remains compliant with HUD’s
requirements while addressing the community’s most pressing needs.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under Public Resources Code
Section 21065 in that it has no potential to cause either a direct physical change in the
environment or a reasonably foreseeable indirect physical change in the environment.

WHEREAS, the City Council of the City of Carlsbad, California held a noticed public hearing to
obtain comments on the Fiscal Years 2025-2030 draft Community Development Block Grant Consolidated

WHEREAS, the City of Carlsbad is anticipating a new allocation of Community Development Block
Grant {CDBG) funds from the United States Department of Housing and Urban Development for FY 2025-
26; and
WHEREAS, on October 10, 2024, the Housing Commission reviewed the Fiscal Years 2025-2030
draft Community Development Block Grant Consolidated Plan Priorities, and adopted a resolution
recommending that the City Council approve the recommendations; and
WHEREAS, a public notice announcing this public hearing was published November 5, 2024; and
WHEREAS, the City Council of the City of Carlsbad, California has taken all testimony into account
in considering the Fiscal Years 2025-2030 draft Community Development Block Grant Consolidated Plan
Priorities; and
WHEREAS, the draft priorities for the FY 2025-2030 Community Development Block Grant

NOTICE IS HEREBY GIVEN, the City Council of the City of Carlsbad will conduct a public hearing on
Tuesday, Nov. 19, 2024, at 5 p.m. for the city's Community Development Block Grant (CDBG)
program Fiscal Year (FY) 2025-30 Consolidated Plan Priorities, FY 2025-26 (July 1, 2025 -June 30,
2026) Funding Plan, and Notice of Funding Availability.
The CDBG program is funded by the U.S. Department of Housing and Urban Development (HUD).
The City of Carlsbad is an entitlement community and receives CDBG funds directly from HUD to
address local community development needs. The City of Carlsbad requests participation from
community members to develop a CDBG program that meets the needs of City's vulnerable and
lower income residents.
FY 2025-26 Funding Plan & Funding Availability: For FY 2025-26, the City of Carlsbad anticipates
an annual grant of $550,741; of which funds are estimated to be available in the following
categories:

The FY 2025-26 CDBG Funding Plan will be available for public review beginning on Nov. 15, 2024,
on the city's website: https://www.carlsbadca.gov/city-hall/grants-assistance/cdbg.
Beginning on Nov. 20, 2024, the City of Carlsbad is soliciting proposals for projects, activities, and
programs. Applications will be available on the city website: https://www.carlsbadca.gov/city-
hall/grants-assistance/cdbg. Completed application packages, including required attachments,
must be submitted prior to Jan. 17, 2025. All community organizations are encouraged to submit
a proposed project, or projects, for consideration by the City Council at a future public hearing.

FUNDING PURPOSE

Funds are determined based on a formula that factors in population
