A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING THE FISCAL YEARS 2025-2030 DRAFT COMMUNITY DEVELOPMENT
BLOCK GRANT CONSOLIDATED PLAN PRIORITIES AND AUTHORIZING THE
RELEASE OF A NOTICE OF FUNDING AVAILABILITY FOR CDBG -FUNDED
PROJECTS FOR 2025-26
WHEREAS, the City Council of the City of Carlsbad, California held a noticed public hearing to
obtain comments on the Fiscal Years 2025-2030 draft Community Development Block Grant Consolidated
Plan Priorities; and
WHEREAS, the City of Carlsbad is anticipating a new allocation of Community Development Block
Grant {CDBG) funds from the United States Department of Housing and Urban Development for FY 2025-
26; and
WHEREAS, on October 10, 2024, the Housing Commission reviewed the Fiscal Years 2025-2030
draft Community Development Block Grant Consolidated Plan Priorities, and adopted a resolution
recommending that the City Council approve the recommendations; and
WHEREAS, a public notice announcing this public hearing was published November 5, 2024; and
WHEREAS, the City Council of the City of Carlsbad, California has taken all testimony into account
in considering the Fiscal Years 2025-2030 draft Community Development Block Grant Consolidated Plan
Priorities; and
WHEREAS, the draft priorities for the FY 2025-2030 Community Development Block Grant
Consolidated Plan are: Affordable housing. The highest priority for the city remains the production,
preservation, and improvement of affordable housing for both rental and homeownership opportunities.
Rising housing costs in Carlsbad have created significant challenges for low-and moderate-income
residents, making it increasingly difficult for them to find and maintain affordable housing. The plan
prioritizes funding for projects that will address these gaps, including services aimed at sustaining housing
stability. Homelessness. Carlsbad continues to identify a priority for increased shelter capacity and
services such as job training and case management to promote long-term self-sufficiency for individuals
and families experiencing homelessness. In response, the plan emphasizes support for programs that
provide comprehensive assistance to people experiencing homelessness, including prevention,
emergency shelter services and transitional housing programs. Fair housing. As a HUD funding
requirement, fair housing services are essential to ensuring equitable access to housing for all residents.
The plan calls for education and outreach efforts aimed at raising awareness of housing rights, promoting
inclusivity, and addressing disparities in housing access, especially for historically marginalized groups.
And Supportive services. In addition to housing-related priorities, the plan recognizes the need for
increased supportive services for vulnerable populations such as seniors, low-income families, and
individuals with disabilities. These services include access to healthcare, transportation, and employment
training, all of which are critical to ensuring that residents can achieve economic stability and
independence; and
WHEREAS, the City Council of the City of Carlsbad, California, approves the 2025-2030 draft
Community Development Block Grant Consolidated Plan Priorities; and
WHEREAS, the City Council authorizes the release of a Notice of Funding Availability for 2025-26
CDBG funds to solicit projects that serve the approved priorities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the draft Community Development Block Grant Consolidated Plan priorities for fiscal
years 2025-30 are hereby approved by the City Council.
3. That the City Manager, or his designee, is authorized to distribute a Notice of Funding
Availability for the FY 2025-26 Community Development Block Grant program, accept
applications for funding, and process them for review.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad
on the 19th day of November, 2024, by the following vote, to wit:
