Recommended Action
Receive a report for consideration of an all-way stop control at the intersection of Adams Street
and Hoover Street.
Executive Summary
A resident concerned about vehicle speeds on Adams Street asked the city on Jan. 17, 2024, to
install stop signs at the intersection of Adams Street and Hoover Street.
In response to the request, staff had a consultant analyze having all-way stop controls at the
intersection in May 2024, in accordance with the state standards set by the California Manual
on Uniform Traffic Control Devices. The analysis indicated that the intersection did not meet
the criteria for all-way stop signs. Staff notified the resident about the analysis result on Aug.
16, 2024.
At the City Council meeting on Oct. 8, 2024, the City Council approved a motion requesting that
staff bring back a report for consideration of all-way stop controls at the intersection.
Explanation & Analysis
General analysis methodology
The all-way stop control evaluation was part of a project in which 15 other intersections were
analyzed.
The all-way stop analysis methodology, as outlined in the state manual, considers four major
criteria and four optional criteria to determine if all-way stop signs should be considered for an
intersection.
Major criteria
Criterion A – interim traffic control measure
An all-way stop can be considered as an interim measure before installation of a traffic signal.
Criterion B – Accident history
An all-way stop can be considered when there have been five or more reported collisions within
a 12-month period that would have been susceptible to correction by an all-way stop.

Criterion C – Traffic volume
An all-way stop can be considered if:
1) The average volume on the major street, in this case, Adams Street, is at least 300
vehicles per hour for any eight hours of an average day.
2) The combined vehicular, pedestrian and bicycle volumes entering the intersection
from the minor street, Hoover Street, averages at least 200 units per hour for the
same eight hours.
Criterion D – Combination of criteria
If no single criterion is satisfied, but Criteria B and C are satisfied to 80% of the minimum values,
an all-way stop can be considered.
Optional criteria
Option A – Left-turn conflict – The need to control left-turn conflicts at the intersection.
Option B – Vehicle/pedestrian conflicts – The need to control vehicle/pedestrian conflicts near
locations that generate high-pedestrian volumes.
Option C – Sight distance – Locations where a road user, after stopping, cannot see conflicting
traffic and is not able to negotiate the intersection unless conflicting cross traffic is also
required to stop.
Option D – Residential street – An intersection of two residential neighborhood collector, or
through, streets of similar design and operating characteristics where all-way stop control
would improve the traffic operational characteristics of the intersection.
All-way stop analysis for the Adams Street and Hoover Street Intersection
The intersection of

Streets in the city’s General Plan Mobility Element.
Adams Street has a posted speed limit of 25 mph.

A city consultant conducted the all-way stop analysis for the Adams Street and Hoover Street
intersection in May 2024 by a consultant as part of a project to perform all-way stop analyses
for a total of 16 intersections in the city.
The all-way stop analysis for the Adams Street and Hoover Street intersection, provided as
Exhibit 1, shows that none of the criteria was satisfied, as the summary below shows:

Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment. The direction provided by the City Council does not have a legally binding effect
on future discretionary actions to approve the project. Public input received and technical
information prepared will be used during the planning and environmental evaluation process
