State law requires that environmental review be conducted and information be made available before decisions are made and before actions are taken. Implementation of this law, called the califomia Environmental Quality Act, Public Resources Code §§ 21000 et seq. (CEQA), requires the city to perform an environmental assessment of every project by way of a multi-step decision tree.
