HomeMy WebLinkAbout2023-09-19; City Schools Committee; Minutes Sept. 19, 2023, 2 p.m. Special Meeting Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 CITY/SCHOOLS COMMITTEE CALL TO ORDER: 2 p.m. ROLL CALL: Mayor Pro Tem Priya Bhat-Patel Council Member Teresa Acosta, Carlsbad Unified School District (CUSD) Trustee Ray Pearson, CUSD Trustee Kathy Rallings, CUSD Superintendent Ben Churchill, Encinitas Union School District (EUSD) Board Member Thomas Morton, San Dieguito Union High School District (SDUHSD) Board Member Jane Lea Smith. APPROVAL OF MINUTES: Minutes of the Special Meeting held June 23, 2023 Minutes were accepted and filed. COMMITTEE MEMBER COMMENTS & ANNOUNCEMENTS: None. NEW BUSINESS: 1. SUPERINTENDENT AND CITY MANAGER UPDATES – Receive and discuss reports on the city’s and school districts’ current priority projects and programs. Recommendation: Receive the updates and provide feedback. City Manager Chadwick provided an update on the city’s current priorities. CUSD Superintendent Churchill, EUSD Superintendent Grey, SDUHSD Superintendent Staffieri and SMUSD Superintendent Johnson provided updates on their district’s current priorities and programs. Kelly LeBerthon expressed her concerns with gender identity legislation. The committee received the updates. 2. E-BIKE AND BICYCLE SAFETY UPDATE – Receive and discuss an update regarding city and school district initiatives promoting e-bike and bicycle safety in Carlsbad. Recommendation: Receive the updates and provide feedback. Assistant City Manager Geoff Patnoe, Police Lieutenant Alonso DeVelasco and Director of Transportation Tom Frank presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The committee received the updates. Minutes Sept. 19, 2023 Page 2 3. FENTANYL CRISIS – Receive and discuss information regarding the city’s efforts to address the Fentanyl crisis in Carlsbad. Recommendation: Receive the updates and provide feedback. Community Health Nurse Christina Gilmore and Police Lieutenant Shaun Lawton presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The committee received the updates. 4. STUDENT MENTAL HEALTH SUPPORTS – Receive and discuss information regarding student mental health supports being offered in Carlsbad schools. Recommendation: Receive the updates and provide feedback. CUSD Superintendent Churchill, EUSD Superintendent Grey, SDUHSD Superintendent Staffieri and SMUSD Superintendent Johnson provided information regarding student mental health supports being offered at Carlsbad schools. The committee received the updates. 5. COMMUNITY EDUCATION AND GRANT PROGRAMS – Receive and discuss information regarding the city’s Carlsbad Student Leader Academy, City Stuff, and Community Grants programs. Recommendation: Receive the updates and provide feedback. This item was continued to the next City/Schools Committee meeting at a date uncertain. COMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: Trustee Rallings requested to identify opportunities for the City Schools Committee to collaborate with the Carlsbad City Council Legislative Subcommittee on advocacy efforts. Trustee Rallings requested that consensus-based scheduling be established for the City/Schools Committee Meetings to allow members to consider more scheduling options. Council Member Bhat-Patel requested that a member from County Public Health join the City/Schools meetings and requested that SMUSD Superintendent Johnson share information about the student mental health support funding SMUSD received from the State of California.
