HomeMy WebLinkAbout2024-05-07; City Schools Committee; Minutes Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 CITY/SCHOOLS COMMITTEE May 7, 2024, 9:30 a.m. Special Meeting CALL TO ORDER: 9:30 a.m. ROLL CALL: Mayor Pro Tem Priya Bhat-Patel, Council Member Teresa Acosta, San Dieguito Unified High School District (SDUHSD) Trustee Katrina Young, Encinitas Union School District (EUSD) Board Member Thomas Morton, Carlsbad Unified School District (CUSD) Trustee Kathy Rallings, Trustee Gretchen Vurbeff. APPROVAL OF MINUTES: None. PUBLIC COMMENT: Kevin Sullivan spoke regarding interdistrict transfers for his children. COMMITTEE MEMBER COMMENTS & ANNOUNCEMENTS: CUSD Trustee Rallings requested to begin creating minutes for the City Schools meetings and draft minutes from the September 2023 meeting. Motion by Trustee Rallings, seconded by Trustee Young. Motion carried unanimously, 6/0. NEW BUSINESS: 1. SUPERINTENDENT AND CITY MANAGER UPDATES – Receive and discuss reports on the city’s and school districts’ current priority projects and programs. Recommendation: Receive the updates and provide feedback. City Manager Chadwick provided an update on the city’s current priorities. CUSD Superintendent Churchill, SDUHSD Superintendent Staffieri, EUSD Superintendent Grey, and SMUSD Superintendent Johnson provided updates on their district’s current priorities and programs. The committee received the updates and provided feedback. 2. COMMUNITY EDUCATION AND GRANT PROGRAMS – Receive and discuss information regarding the city’s Carlsbad Student Leader Academy, City Stuff, and Community Grants programs. Recommendation: Receive the updates and provide feedback. Minutes May 7, 2024 Page 2 Senior Program Manager Nicole Piano-Jones and Program Manager Erin Peak presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The committee received the updates and provided feedback. 3. SAFE ROUTES TO SCHOOL PROGRAM UPDATE – Receive and discuss an update regarding the city’s Safe Routes to School Program. Recommendation: Receive the updates and provide feedback. Transportation Director Tom Frank presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The committee received the updates and provided feedback. 4. CITY-SPONSORED STATE LEGISLATION (2024) – Receive and discuss an update regarding two city-sponsored bills – AB 2234 (Boerner), which would authorize cities to prohibit people under 12 years of age from operating an electric bicycle, and AB 2715 (Boerner), which would authorize a legislative body to hold a closed session on matters related to cybersecurity. Recommendation: Receive the updates and provide feedback. Intergovernmental Affairs Director Jason Haber presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The committee received the updates and provided feedback. COMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: CUSD Trustee Vurbeff requested to discuss procedures and communications between CUSD and Carlsbad Fire and Police Departments during school lockdowns. CUST Trustee Rallings requested an agenda item to address sustainability issues beyond recycling like single use plastic bans, energy use, avoiding waste and more collaboration between the city and the school district on those issues.
