ANNOUNCEMENT OF CONCURRENT MEETINGS:

APPROVAL OF MINUTES:
Minutes of the Special Meeting held Oct. 8, 2024
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to approve the
minutes as presented. Motion carried unanimously, 5/0.
PRESENTATIONS:
Proclamation in Recognition of Red Ribbon Week
Council Member Acosta read the proclamation and Carlsbad Unified School District
Superintendent Ben Churchill and Director of Elementary Education Kimberly Fuentes accepted
the proclamations and said a few words.
PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION:
City Attorney Cindie McMahon announced that in a closed session this afternoon, the City Council
considered whether to initiate litigation against or accept a settlement from SureTec Insurance
Company for $42,562.33. She added that the City Council voted unanimously to accept the
settlement. She further announced that the settlement, together with developer cash deposits
forfeited to the city, fully reimburses the city for the direct cost of constructing public
improvements in the Highland View Homes development after the developer, Carlsbad Coastal
Views, LLC, defaulted on its obligation to construct the public improvements.
PUBLIC COMMENT:
Lynda Daniels spoke regarding clean energy use in Carlsbad.
Thomas Krouse spoke regarding treasurers reports and the city’s investment performance.
Kelly McCormick with San Dieguito Alliance for Drug Free Youth spoke regarding youth health.
Jean Walker spoke regarding the California League of Cities dues.

CONSENT CALENDAR:
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to approve Consent
Calendar Item Nos. 1 through 2. Motion carried unanimously, 5/0.
1. AGREEMENT WITH ALTA PLANNING + DESIGN, INC. TO PROVIDE CITYWIDE PROFESSIONAL
TRANSPORTATION DEMAND MANAGEMENT SERVICES – Adoption of Resolution No. 2024-
232 accepting the proposal and awarding an agreement to Alta Planning + Design, Inc. to
provide professional transportation demand management services for an amount not to
exceed $259,872 for the first year and $229,485 for the second year. (Staff contact: Nathan
Schmidt, Public Works)
2. FISCAL YEAR 2024-25 CALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT – Adoption of
Resolution No. 2024-233 accepting $201,500 in grant funds from the California Office of
Traffic Safety’s Selective Traffic Enforcement Program for fiscal year 2024-25, authorizing the
City Manager or designee to execute the grant agreement, and authorizing the City manager
or designee to appropriate the funds to the Public Safety Grants Special Revenue Fund. (Staff

BOARD AND COMMISSION MEMBER APPOINTMENTS:
3. MAYORAL APPOINTMENT OF ONE MEMBER TO THE SENIOR COMMISSION – Adoption of
Resolution No. 2024-234 appointing Cecilia Schouwe to the Senior Commission. (Staff
contact: Tammy McMinn, City Clerk Services)
City Manager’s Recommendation: Adopt the resolution.
Cecilia Schouwe spoke regarding her qualifications to serve on the Senior Commission.
Motion by Mayor Blackburn to adopt Resolution No. 2024-234 appointing Cecilia Schouwe to
the Senior Commission. Motion carried unanimously, 5/0.
4. MAYORAL APPOINTMENT OF TWO MEMBERS TO THE CARLSBAD TOURISM BUSINESS
IMPROVEMENT DISTRICT ADVISORY BOARD – 1) Adoption of Resolution No. 2024-235
appointing Michael Bryan to the Carlsbad Tourism Business Improvement District Advisory
Board; and
2) Adoption of Resolution No. 2024-236 appointing Valerie Castillon to the Carlsbad Tourism
Business Improvement District Advisory Board. (Staff contact: Tammy McMinn, City Clerk
Services)
City Manager’s Recommendation: Adopt the resolutions.
Motion by Mayor Blackburn to adopt Resolution No. 2024-235 appointing Michael Bryan to

the Carlsbad Tourism Business Improvement District Advisory Board and Resolution No.
2024-236 appointing Valerie Castillon to the Carlsbad Tourism Business Improvement District
Advisory Board. Motion carried unanimously, 5/0.

DEPARTMENTAL AND CITY MANAGER REPORTS:
5. TRI-CITY MEDICAL CENTER UPDATE – Receive a presentation from Tri-City Medical Center
President and CEO Gene Ma regarding Tri-City Medical Center and regional affiliations. (Staff
contact: Sheila Cobian, City Manager)
City Manager’s Recommendation: Receive the presentation.
Tri-City Medical Center President and CEO Gene Ma provided a presentation.
The City Council received the presentation.
6. PROGRESS REPORT ON ACTIONS TO ADDRESS CONCERNS RELATED TO THE WINDSOR POINTE
AFFORDABLE HOUSING PROJECT – Receive a progress report on City Council-directed actions
related to the Windsor Pointe Affordable Housing Project. (Staff contact: Mandy Mills,
Community Services)
City Manager’s Recommendation: Receive the report.
Housing and Homeless Services Director Mandy Mills reviewed a PowerPoint presentation
(on file in the Office of the City Clerk).
Lorie Robins requested immediate action at Windsor Pointe.
Seth Haller expressed his concerns regarding Affirmed Housing’s managing of Windsor Pointe.
Tyler Collins expressed concerns with security at Windsor Pointe the operator Affirmed
Housing.
Thomas Krouse spoke regarding the funding of Windsor Pointe.
Jean Walker expressed concerns with Windsor Pointe operator Affirmed Housing.
Mayor Blackburn declared a recess at 6:53 p.m.

Mayor Blackburn reconvened the meeting at 7:01 p.m.
Minute motion by Council Member Burkholder, seconded by Mayor Pro Tern Bhat-Patel,
directing staff to work with the Legislative Subcommittee to draft letters for the region's
legislators in support of the City of Carlsbad's efforts to hold Affirmed Housing accountable for
their commitments on Windsor Pointe and return to the City Council for approval of those draft
letters. Motion carried unanimously, 5/0.
COUNCIL REPORTS AND COMMENTS: Mayor Blackburn and the City Council Members reported
on activities and meetings of some committees and subcommittees of which they are members.
ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the City Council have been invited to, and may
