Receive and file the Boards, Commissions and Committees Local Appointments List for 2025.
Executive Summary
The City of Carlsbad has a number of boards and commissions that provide valuable input to
the City Council. The Maddy Act (California Government Code Sections 54970-54974) requires
the city to list all of its local appointments to make sure the public is aware of the opportunities
to participate on local advisory boards, committees and commissions, and to tap into the vast
reservoir of talent in the community for these appointments.
The City Council is being asked to receive and file the Boards, Commissions and Committees
Local Appointments List for 2025.
Explanation & Analysis
The Maddy Act requires each legislative body to prepare a local appointments list on or before
Dec. 31 of each year that contains:
• The appointive terms that will be expiring during the next calendar year
• The name of the incumbent appointee
• The date of appointment and the term expiration date
The law only requires that the list be made available to the public by posting on the city’s
website or at local libraries. The City Clerk’s Office will post copies in these locations as well as
at City Hall and will also publish the list twice in The Coast News newspaper before the Dec. 31,
2024, deadline.
Fiscal Analysis
The costs associated with publishing the notice in The Coast News were budgeted in the City
Clerk’s Office fiscal year 2024-25 operating budget.

Next Steps
The City Clerk’s Office has prepared the annual list, which includes all board, commission and
committee terms scheduled to expire during 2025.
The list will be published twice in a local newspaper and posted at City Hall, city libraries and on
the city’s website before Dec. 31, 2024, in accordance with California Government Code Section
54973.
The City Clerk’s Office will accept applications for the listed appointments during 2025. These
applications are available on the city’s website and in the City Clerk’s Office. The City Council
will review the applications and make appointments as vacancies occur.
Members of boards, commissions and committees are subject to the provisions of the
California Political Reform Act and must file statements of economic interests and complete
ethics training and workplace harassment training, as required by state law (Government Code
Sections 53234-53235.2).
Environmental Evaluation
This action does not constitute a project within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment and therefore does not require environmental review.

LOCAL APPOINTMENTS LIST – 2025
In compliance with the requirements of the Maddy Act, California Government Code Sections
54970-54974, the following list is posted on an annual basis on or before December 31.
The City of Carlsbad is inviting applications from Carlsbad residents who are interested in serving
on one of the following Boards, Commissions or Committees. To receive an application, contact
the City Clerk’s Office at 1200 Carlsbad Village Drive, call 442-339-2808, email
clerk@carlsbadca.gov or go to the city’s website, www.carlsbadca.gov, Boards and Commissions
page.
Minimum requirements to serve are applicants must be 18 years of age or older, a registered
voter and a resident of Carlsbad (Carlsbad Municipal Code Section 2.15.030). Some positions
may have additional requirements. Contact the City Clerk’s Office for more information.
AGRICULTURAL CONVERSION MITIGATION FEE CITIZENS’ ADVISORY: This is a seven-member
commission.
