Executive Summary At the City Council meeting on Nov. 19, 2024, the City Council approved a motion directing staff to install an all-way stop at the intersection of Adams Street and Hoover Street to enhance the drivers’ experience at this intersection. The City Council’s approval is required because this action requires an ordinance amending the Carlsbad Municipal Code. Explanation & Analysis Current roadway conditions The intersection of Adams Street and Hoover Street currently has stop signs installed in both directions of Hoover Street but not on Adams Street. There is one lane in each direction on both Adams Street and Hoover Street. No sidewalks are provided except on the west side of Hoover Street south of Adams Street. Adams Street and Hoover Street are classified as Local/Neighborhood Streets in the city’s General Plan Mobility Element. Adams Street has a posted speed limit of 25 miles per hour, or mph. Dec. 3, 2024 Item #11 Page 1 of 4 At the Nov. 19 City Council meeting, the City Council discussed the benefits of an all-way stop at the intersection of Adams Street and Hoover Street based on council members’ direct experience driving through the intersection at various times of day and in different conditions. More specifically, the City Council determined that the sight distance concerns of the residents were valid, based on the limited visibility at the intersection and the unique street conditions. Further, in discussion with staff, it was determined that while accidents have not been reported at this intersection to the Carlsbad Police Department, residents have affirmed that accidents have occurred. On this basis, the City Council approved a motion directing staff to install an all-way stop control at the intersection of Adams Street and Hoover Street. Fiscal Analysis Installation of two new stop signs on Adams Street, four new “All-Way” plaques and associated striping will cost approximately $2,500. Sufficient funds are available in the Traffic Engineering Operating Budget to install the proposed signage and striping. Next Steps Following the City Council’s introduction of the ordinance, it will be scheduled at the City Council’s next meeting for adoption. The ordinance will then become effective 30 days following adoption. After the ordinance goes into effect, staff will issue a work order to install the appropriate signage and striping at Adams Street and Hoover Street. Environmental Evaluation The City Planner has determined this project is exempt from the California Environmental Quality Act under CEQA Guidelines Section 15301(c), which covers the minor alteration of existing public structures and facilities involving negligible or no expansion, and no exception to the exemption as set forth in CEQA Guidelines Section 15300.2 applies. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE TO AMEND SECTION 10.28.200 TO ESTABLISH ALL-WAY STOP CONTROL AT ADAMS STREET AND HOOVER STREET WHEREAS, pursuant to Article XI, Section 5 of the California Constitution, and Government Code Section 37100, the City Council may pass ordinances not in conflict with the Constitution and the laws of the State of California or the United States; and WHEREAS, the City of Carlsbad, California is a charter city, duly organized under the California Constitution, the Charter of the City of Carlsbad, and the laws of the State of California; and WHEREAS, California Vehicle Code Section 21100 delegates the authority to local authorities to regulate traffic by means of official traffic control devices; and WHEREAS, the City Council desires to protect the public safety and welfare of persons and property within the City of Carlsbad; and WHEREAS, the City Council desires to enhance the drivers’ experience at the intersection of Adams Street and Hoover Street; and WHEREAS, the City Council has direct experience of driving through the intersection at Adams Street and Hoover Street which validated the concerns of residents that the sight distance limitations and unique street conditions warranted stop signs for all-way stop control; and WHEREAS, residents have affirmed to members of the City Council that accidents have occurred at the intersection of Adams Street and Hoover Street; and WHEREAS, on Nov. 19, 2024, the City Council approved a motion directing staff to establish all-way stop control at Adams Street and Hoover Street on the above-described basis; and WHEREAS, the City Planner has determined this project is exempt from the California Environmental Quality Act under CEQA Guidelines Section 15301(c), which covers the minor alteration of existing public structures and facilities involving negligible or no expansion, and no exception to the exemption as set forth in CEQA Guidelines Section 15300.2 applies. Dec. 3, 2024 Item #11 Page 3 of 4 NOW, THEREFORE, the City Council of the City of Carlsbad, California, ordains as follows: 1. The above recitations are true and correct. 2. Title 10, Chapter 10.28 “Special Stops” of the Carlsbad Municipal Code is amended to add “Hoover Street” to Section 10.28.200 as follows: 10.28.200 Adams Street. Drivers shall stop where the following described street intersects Adams Street: Magnolia Avenue Highland Drive Hoover Street 3. This ordinance shall be effective thirty days after its adoption. 4. The City Clerk shall certify the adoption of this ordinance and cause the full text of the ordinance, or a summary of the ordinance prepared by the City Attorney to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen days after its adoption.
