APPROVAL OF MINUTES:

Motion by Commissioner Kohl, seconded by Commissioner Penseyres, to approve the minutes
of the Regular Meeting held on Aug. 5, 2024, as presented. Motion carried, 4/0/2 (Fowler,
Proulx -Absent).
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
DEPARTMENTAL REPORTS:
1. POLICE REPORT REGARDING TRAFFIC AND MOBILITY-RELATED MATTERS IN THE THIRD
QUARTER OF 2024-Receive a quarterly report from a representative of the City of
Carlsbad's Police Department that will provide an overview of traffic and mobility-related
police matters and notable news during the months of July, August and September 2024.
(Staff Contact: Lieutenant Alonso DeVelasco, Police Department).
Staff's Recommendation: Receive the report.
Sergeant Travis Anderson presented the report and reviewed a PowerPoint presentation
(on file in the Office of the City Clerk).
The Commission received the PowerPoint presentation by Sergeant Anderson.
In response to Commissioner Kohl's inquiry regarding what the Police Department has
done differently to bring the numbers down in Quarter 3 compared to Quarters 1 and 2,
Sergeant Anderson responded that it is possibly due to the combination of motor officers
educating and enforcing where they are seeing issues and the community notifying where
the issues are occurring.
In response to Commissioner Kohl's inquiry regarding speed limit signs on El Camino Real
Nov. 4, 2024 Traffic Safety & Mobility Commission Page 2
when entering Carlsbad city limits from Encinitas, City Traffic Engineer John Kim
responded that staff are in coordination with the City of Encinitas and have work orders
to ensure motorists are aware of the speed limit changes between the cities.
Commissioner Kohl commented that he witnessed up to three children riding e-bikes side-
by-side in the bike lane after leaving the school on Aviara Parkway and requested police
enforcement.
In response to Chair Coelho's inquiry regarding who is responsible for administering thee-
bike licensing and education program coordination between the city and Carlsbad Unified
School District, Transportation Planning & Mobility Manager Nathan Schmidt responded
that the school is ultimately responsible for ensuring the students have the appropriate
bike markings and the Police Department is responsible for the education program.
Chair Coelho commented that it may be beneficial to provide increased communication
and reminders to parents regarding thee-bike licensing and education program year-
round. Sergeant Anderson explained that the Police Department has an upcoming class in
December in addition to classes throughout the year.
In response to Chair Coelho's inquiry regarding RV parking along Carlsbad Boulevard,
Captain Jeff Smith responded that the Police Department is exploring the possibility of
extending an ordinance that would restrict a vehicle's ability to park based on its length or
size during certain months. He explained that they are looking for other options to help
curb the issue.
2. RESTRICTING OVERNIGHT PARKING ON GARFIELD STREET-Recommend the City Council
introduce an ordinance amending Title 10, Chapter 10.40 of the Carlsbad Municipal Code by
adding Section 10.40.304 to restrict overnight parking on both sides of Garfield Street from
the 2600 to 2800 blocks between the hours of 11 p.m. and 5 a.m. (Staff Contact: Jeff Smith,
Police Captain).
Staff's Recommendation: Receive the presentation.
Chair Coelho announced that this item was continued to a date uncertain by the Traffic
Safety & Mobility Commission due to Commissioner Penseyres' conflict of interest
resulting in lack of a quorum.
3. INCLUSION OF GLASGOW DRIVE FROM EDINBURGH DRIVE TO 300 FEET SOUTH OF
GATESHEAD ROAD AS AN EXCEPTION INTO PHASE II OF THE CARLSBAD RESIDENTIAL
TRAFFIC MANAGEMENT PROGRAM -Support staff's recommendation to approve Glasgow
Drive from Edinburgh Drive to 300 feet south of Gateshead Road as an exception for
inclusion into Phase II of the Carlsbad Residential Traffic Management Program. (Staff
Contact: Lindy Pham and Miriam Jim, Public Works Department).
Staff's Recommendation: Support staff's recommendation.

Associate Engineer Lindy Pham and Senior Engineer Miriam Jim presented the report and
reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
The Commission received the PowerPoint presentation by Associate Engineer Pham and
Senior Engineer Jim.
Pat Camerena spoke in favor of including Glasgow Drive as an exception into Phase II of
the Carlsbad Residential Traffic Management Program.
Joan Cumming spoke against including Glasgow Drive as an exception into Phase II of the
Carlsbad Residential Traffic Management Program.
Jean Walker spoke against including Glasgow Drive as an exception into Phase II of the
Carlsbad Residential Traffic Management Program.
In response to Commissioner Kohl's inquiry regarding the need for the project when the
speeding data is below the 85th percentile, Senior Engineer Jim explained that staff are
only recommending the inclusion of Glasgow Drive as an exception to begin Phase II of
the Carlsbad Residential Traffic Management Program and are not recommending
implementation of traffic calming measures on Glasgow Drive at this time. She further
explained that Phase II would include community meetings with residents in the affected
project area where staff would talk about the program and present options. After
feedback is received, a survey would be distributed to determine if the traffic calming
measures are supported or not.
In response to Commissioner Penseyres' inquiry regarding the maximum speed recorded,
Associate Engineer Pham responded that the maximum speed recorded during a two-
week period was 47 mph going southbound and 45 mph going northbound.
Commissioner New lands commented that he did not see the need for the exception since
the data from Phase I does not support the need for traffic calming measures.
Chair Coelho commented that because approving staff's recommendation of the
exception to Phase II would only including community involvement, he does not see a
reason not to.
Motion by Commissioner Kohl, seconded by Commissioner Penseyres, to approve staff's
recommendation. Motion carried, 3/1/2 (Newlands -No; Fowler, Proulx -Absent).
4. APPROVAL OF THE 2025 REGULAR TRAFFIC SAFETY & MOBILITY COMMISSION MEETING
CALENDAR -Adopt a resolution approving the 2025 Regular Traffic Safety & Mobility
Commission Meeting Calendar. (Staff Contact: Nathan Schmidt, Public Works
Department).

Staff's Recommendation: Adopt the resolution.
Transportation Planning & Mobility Manager Nathan Schmidt presented the report and
reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
The Commission received the PowerPoint presentation by Transportation Planning &
Mobility Manager Schmidt.
Motion by Commissioner Kohl, seconded by Commissioner Penseyres, to approve the
2025 Regular Traffic Safety & Mobility Commission Meeting Calendar. Motion carried,
4/0/2 (Fowler, Proulx -Absent).
CITY TRAFFIC ENGINEER COMMENTS:
City Traffic Engineer John Kim spoke about the completed traffic calming improvements on
Victoria Avenue, Highland Drive, Nueva Castilla Way and Circulo Sequoia, and ongoing
construction on Park Drive, Black Rail Road, Plum Tree Road and Carrillo Way. He also spoke
about the new traffic signal on Avenida Encinas.
Transportation Planning & Mobility Manager Nathan Schmidt spoke about the current and
upcoming vacancies on the Commission.
In response to Commissioner Kohl's inquiry regarding any feedback on the new traffic signal on
Avenida Encinas, City Traffic Engineer Kim responded he has not received any calls or emails
directly related yet.
In response to Commissioner Newlands' inquiry regarding the new traffic signal on Avenida
Encinas near Poinsettia Lane, City Traffic Engineer Kim explained that it is a new pedestrian traffic
signal for the new crosswalk across going Avenida Encinas into the shopping center.
In response to Commissioner Penseyres' inquiry regarding when the Commission will receive an
update to the Carlsbad Residential Traffic Management Program, City Traffic Engineer Kim
responded that staff are currently working to provide an update in the coming months.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS :
Commissioner Penseyres spoke about his experience cycling northbound on Avenida Encinas
before the new traffic signal was activated. He commented that not having a protected green
signal can be a safety issue for cyclists due to moving blind spots for both the drivers and the
cyclists.
In response to Commissioner Kohl's inquiry regarding whether state law requires two yellow
heads on a permissive/protected left-turn signal, City Traffic Engineer John Kim staff are
reviewing whether state law requires two yellow heads on a permissive/protected left-turn
signal. He further explained that whatever they do will comply with the Manual on Uniform
Traffic Control Devices (MUTCD). Commissioner Kohl commented that he has designed a circuit

that he would like to share with Senior Engineer Nestor Mangohig.
Chair Coelho spoke about his and Vice-Chair Fowler'sterms coming to an end in December.
Chair Coelho spoke about his request to staff to provide an emergency declaration update to the
Commission.
