Regular Meeting
CALL TO ORDER: 11:00 a.m.
ROLL CALL: Commissioners Stark, Norall, Burrows, and Ferguson.
Absent: Commissioner Woolsey and Corrigan.
PLEDGE OF ALLEGIANCE: Commissioner Norall led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Aug. 6, 2024
Motion by Commissioner Burrows, second by Commissioner Ferguson to approve the Minutes of
the Regular Meeting held on August 6, 2024, as presented. Motion carried, 4/0/0/2 (Woolsey,
Corrigan – Absent).
PRESENTATIONS: None.
CONSENT CALENDAR: None.
PUBLIC COMMENT: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. ELECTION OF BEACH PRESERVATION COMMISSION OFFICERS - Receive and accept nominations
for and elect commission officers of chairperson and vice chairperson, for the balance of 2024
and all of 2025. (Staff Contact: Nick Stupin, Parks & Recreation Department)
Recommended Action: Solicit nominations and elect commission officers of
chairperson and vice chairperson, for the balance of 2024 and all of 2025.
ACTION: Commission approved to continue agenda item to the next regular scheduled
meeting – 4/0/0/2 (Woolsey, Corrigan – Absent).
2. BEACH PRESERVATION COMMISSION MEETING TIME AND CALENDAR THROUGH 2025 -Receive
three meeting calendar options, select a meeting time and adopt a meeting calendar through
2025. (Staff Contact: Nick Stupin, Parks & Recreation Department)
Recommendation: Select a Beach Preservation Commission meeting time and adopt
a Beach Preservation Commission meeting calendar for the remainder of 2024 and
calendar year 2025.
Commission discussion ensued regarding meeting dates and time.

ACTION: Commission approved and selected December 5, 2024, at 3 p.m. for the next regular
scheduled meeting – 4/0/0/2 (Woolsey, Corrigan – Absent).
3. DREDGING PROJETS THAT IMPACT SAND VOLUME ON BEACHES WITHIN THE CITY OF
CARLSBAD – Receive an informational report on dredging projects that impact the sand volume
on Carlsbad beaches. (Staff Contact: Nick Stupin, Parks & Recreation Department)
Recommended Action: Receive a report on the dredging projects that impact the
sand volume on the local beaches within the City of Carlsbad.
Commissioner Burrows asked to clarify the permitting process for the Agua Hedionda Lagoon
Project.
Commissioner Stark requested clarification on the timeline of the project, and if any other
obstacles are expected for the project to commence.
Commissioner Ferguson inquired about any other state or federal beach projects currently
active.
Commissioner Stark suggested a matrix format spreadsheet referencing all active beach
projects/activities.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of
the agenda is for the Commission to make brief announcements, brief reports of their activities and
requests for future agenda items.
DIRECTOR’S COMMENTS: Parks & Recreation Director Kyle Lancaster mentioned Commissioner
Colby resigned due to moving out of state.
