CALL TO ORDER: 5:30 p.m.
ROLL CALL: Winston, Rasines, Sander, Knight, Revell.
Absent: Allemann, Gisbert
PLEDGE OF ALLEGIANCE: Chair Winston led the pledge of Allegiance.
APPROVAL OF MINUTES:

Motion by Chair Winston, second by Commissioner Revell, to approve the Minutes as presented.

PRESENTATIONS: None.
CONSENT CALENDAR: None.
PUBLIC COMMENT:
Patrice Smerdu spoke regarding the Carlsbad Community Gardens Collaborative's support of the
city's community gardens.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. PARKS & RECREATION DEPARTMENT REPORT-Receive a report on recently completed and
upcoming Parks & Recreation Department activities, donations and grants, as well as other
topics of interest. (Staff Contact: Mick Calarco, Parks & Recreation Department)
Recommendation: Receive the report.
Recreation Services Manager, Mick Calarco and Parks Services Manager, Todd Reese pre-
sented the item with a PowerPoint presentation (on file in the Office of the City Clerk)..
Commission received the report.

COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion
of the agenda is for the Commission to make brief announcements, brief reports of their activities
and requests for future agenda items.
The Commission asked for an update on Veterans Memorial Park and asked if the City of Carlsbad
ever collaborates with other cities for Events.
DIRECTOR'S COMMENTS:
Parks & Recreation Director Kyle Lancaster mentioned items for the adoption of the Commis-
sion's 2025 Meeting Calendar and of the Commission's Annual Work Plan will be on the Commis-
sion's November Meeting Agenda, and suggested the Commissioners look over the 2024 Work
Plan before that meeting. He also mentioned that the Community Services Session of the Citizens
Academy was a success and invited the Commissioners to participate in the Citizens Academy
next year, if they had not already done so. Lastly, he reminded the Commissioners about the
upcoming Board & Commissions Appreciation Dinner on Nov. 7, 2025, and encouraged them to
attend.
