Executive Summary Mick Calarco, Recreation Services Manager and Todd Reese, Parks Services Manager will report on recently completed and upcoming parks and recreation activities, and other topics of local interest. Department report Exhibit 1 PARKS & RECREATION DEPARTMENT REPORT Nov. 18, 2024 GENERAL & RECREATION Leo Carrillo Ranch Historic Park Online Archive Parks & Recreation Department staff recently launched an online archive that helps tell the story of the Leo Carrillo Ranch Historic Park. The archive is an accessible and easy way to see objects, photographs and papers relating to the life and times of Hollywood actor and conservationist Leo Carrillo and his historic Rancho de Los Kiotes. The archive is a window into that era. You can browse categories like people, photos and objects or click on “discover” to generate a page of random images and artifacts. Leadership in Training and Education Participants Host Halloween Activities On Oct. 30, 2024, Leadership in Training and Education (LITE) program participants crafted handmade Halloween cards and candy bags for seniors at the Carlsbad Senior Center. These goodie bags and cards were delivered to home-bound seniors and seniors who attend the congregate meal program at the Carlsbad Senior Center. LITE participants loved participating in this intergenerational outreach opportunity and look forward to doing more like it during the school year. On Oct. 31, 2024, Leadership in Training and Education (LITE) program participants hosted the spookiest community Halloween Bash in town. Designed to attract a family-friendly audience before they went out trick-or-treating for the evening, LITE participants and city staff, Recreation Supervisor Eric Sapp and Recreation Specialist Seth Ketterer, transformed the Pine Avenue Community Center activity room into a spooky haunted house, including a frightening carnival. Fun activities included creepy cookie decorating, carnival games and even jumpy inflatables in the gymnasium for everyone to enjoy. To see the community come together and celebrate this fun holiday in costumes was one to remember! Leadership in Training and Education Participants Host Food and Hygiene Drive During November, LITE program participants offered a helping hand to students in the Carlsbad community, by hosting and promoting a non-perishable food and hygiene (toothpaste, deodorant, mouthwash, shampoo, etc.) drive to benefit the Carlsbad High School Lancer Locker. The Lancer Locker provides necessities to Carlsbad High School students and their families in need. LITE participants will be collecting donations at the Pine Avenue Community Center and delivering them to Carlsbad High School for distribution from Nov. 4 through 22, 2024. Día de los Muertos at Leo Carrillo Ranch Historic Park On Nov. 2 and 3, 2024, Leo Carrillo Ranch Historic Park hosted and celebrated Día de los Muertos, or Day of the Dead, with colorful arts and crafts, a traditional ofrenda for the Carrillo family and a community ofrenda open to everyone to personally honor their loved ones. Both joyful and touching, this cherished Mexican holiday brought over 600 guests to the Ranch to remember those have passed, transforming remembrance into a celebration of life. Surrounded by colorful papel picado banners, bright marigolds and the warm, earthy smell of copal incense, visitors crafted paper flowers, colored sugar skull masks, and left heartfelt messages for those they wished to remember. It was a beautiful way to honor loved ones who are gone but never forgotten. Kudos for Carlsbad Senior Center Staff The Carlsbad Senior Center and Recreation Program/Services Coordinator Haley Dittberner recently received kudos, in the form of a five-star Google Review, for going above and beyond to serve the community. The reviewer wrote, “The Carlsbad Village Senior Center is a true gem in the community, offering so much to enrich and better the lives of its members. From fun and creative activities like ukulele lessons to invaluable resources like access to legal advice, the center provides something for everyone. The staff (especially Haley [Dittberner]) and volunteers go above and beyond to make sure each person feels welcomed and supported. They’ve truly made a difference in the lives of so many, fostering a sense of community, learning, and connection. I’m incredibly grateful for all they do!” Winter Registration Winter registration started Nov. 13, and first classes start Nov. 21, 2024. The Parks & Recreation Department offers a variety of youth classes from sports lessons to art classes and more – including pickleball lessons, tennis lessons, Friday Nights at Pine, and Painting Like the Masters. The department also offers a variety of programs for adults who want to stay active. The complete program schedule is available in the city’s Winter Community Services Guide. Upcoming Event: Holiday at the Rancho Saturday, Dec. 7, 2024 5 to 8 p.m. Leo Carrillo Ranch Historic Park Admission is $10 per person; children ages 3 and younger are free. Explore Leo Carrillo Ranch lit up with holiday lights, decorations, and a backdrop of classic holiday musical performance. Watch the holiday tree lighting at 5:45 p.m. on the sand near the pool. Decorate holiday cookies, create crafts, participate in the ‘plush’ snowball fight, and enjoy festive entertainment. Face painting, train rides, an outdoor movie and a special visit by Santa are also included. A holiday film will be featured on the outdoor movie screen starting at 6 p.m. PARKS Stagecoach Park Community Garden Project On April 23, 2024, the City Council provided approval of the project’s plans, specifications and contract documents, and authorization to advertise the project for bids. On July 23, 2024, the City Council awarded the construction contract. On Oct. 1, 2024, construction began. The project’s improvements are anticipated to be substantially completed by the beginning of Spring 2025. Alga Norte Aquatic Center Restroom Renovation and Pool Replastering Projects Two projects are underway, requiring a few months closure of the Alga Norte Aquatic Center: (a) renovation of portions of the restrooms, and (b) replastering of the pools and spa, due to wear over the last decade. The projects were independently designed and bid, but are being constructed concurrently to minimize the aquatic center’s closure, and therefore lessen the impact to the public/programs. On July 23, 2024, the City Council provided approval of the projects’ plans, specifications and contract documents, and authorization to advertise the project for bids. On Oct. 8, 2024, the City Council awarded the construction contracts. The closure is slated for Nov. 12, 2024, through mid-late February 2025. All aquatic patrons and user groups were notified of the closure of the aquatic center. Memberships for the aquatic center will be honored at the Monroe Street Pool, or memberships may be paused during closure, if desired. During the closure, staff will offer temporary programs at the Monroe Street Pool and Harding Community Center, including Deep Water/Aqua Fit Hybrid, Deep Water Boot Camp, and Fit Hit. Monroe Street Pool Renovation/Replacement Project On Sept. 10, 2024, the City Council provided approval of the project’s plans, specifications and contract documents, and authorization to advertise the project for bids. The City Council also appropriated $18,158,361 in additional funding. On Oct. 19, 2024, staff held a mandatory pre-bid meeting to review the project scope, requirements and conduct a site walk with interested contractors, subcontractors and project team. The due date for bids is Dec. 5, 2024. Staff anticipate returning to the City Council in early 2025 with a recommendation to award the construction contract. Presuming the award of the construction contact, the closure period is tentatively slated for early Spring 2025 through late Spring 2026. All aquatic patrons and user groups have been notified of the pending closure of the pool facility. Staff will work to accommodate as many patrons and user groups as feasible at the Alga Norte Aquatic Center during the Monroe Street Pool closure. Staff will also research the availability of other pools within adjacent cities during the closure. Veterans Memorial Park Project Modifications to the Veterans Memorial Park hydrology and grading plans were determined to be required to comply with the latest standards. A local hydrology subconsultant was brought onto the design team to complete those modifications. The balance of the park’s initial plan-check comments continues to be addressed by the design team so the 100% construction plans can be submitted to the Community Development Department for the next round of plan-checking. On July 30, 2024, the City Council authorized a professional services agreement with Romtec, Inc., to provide design services and pre-engineered material kits for three buildings (restrooms, storage, and concessions) for Veterans Memorial Park, in an amount not-to-exceed $1,630,995. Full construction plans for the three structures are being finalized to be included in the building permit submittal package. On Nov. 19, 2024, the City Council will be asked to authorize an application and agreement with San Diego Gas & Electric to provide, install, and maintain electric vehicle charging station infrastructure at Veterans Memorial Park. SDG&E has an electric vehicle infrastructure policy that will allow the city to provide more public EV charging stations, with little installation-related costs to the city. SDG&E will pay for the design, construction, installation, and maintenance of the utility-owned infrastructure for the city’s EV charging stations, minus a $5,000 administrative fee. Staff identified Veterans Memorial Park as an appropriate site for this infrastructure opportunity because it met the qualifications for participation, and its plans and specifications were already in development with SDG&E. Outdoor Pickleball Court Project On Feb. 13, 2024, the City Council approved a Capital Improvement Program Project Charter for eight new outdoor pickleball courts. Once designed, four courts each are to be constructed at Calavera Hills Stagecoach Community Parks. The courts are anticipated to be completed by late Spring 2026. The addition of these new outdoor pickleball courts is responsive to the public’s current demand for this amenity and will substantially broaden the service area coverage. After completing a procurement process, staff issued a task order to MIG, Inc., for design services on this project. Staff and the MIG design team have met several times over the past few months to develop and refine the preliminary design concepts. Staff have now received the final design concepts for review. Upcoming Trails Volunteers Events The next trails volunteer event will be held on Saturday, Nov. 23, 2024, from 8:30a.m. to 11:30 a.m. at Hidden Valley Road Trail.
