Background Attachment A is a copy of the staff report and resolution that awarded the project to VSS, International, Inc. on July 16, 2024, which provides background information on the project. Discussion On July 16, 2024, the City c.ouncil adopted Resolution No. 2024-172, awarding a construction contract for the 2023 slurry seal work in an amount of $6,640,120. This project will resurface approximately 37.7 miles of streets across the city, approximately 27.7 miles of residential streets and 10 miles of arterial and collector streets. This project will also reconfigure striping on a part of El Fuerte Street, from Faraday Avenue to just past Rancho Pancho, to calm traffic and improve safety. Typically, a slurry seal contractor will sequence operations in a rolling fashion from street to street, starting with crack sealing and asphalt patch repairs followed immediately by slurry application then final restriping. However, as fall and winter months approached, the contractor expressed concerns about applying slurry seal in suboptimal colder winter conditions and requested a delay to slurry application until early March 2025. The city accepted the contractor's request to help ensure the best possible outcome for the project. Preparatory work including crack seal and asphalt patch repairs will continue and will help alleviate further road deterioration before the slurry seal is ultimately placed. Crack seal operations started in October 2024 in District 4 and are expected to be completed citywide around the end of the month or in early 2025. Asphalt patch and overlay repairs began the week of December 16, 2024, and will continue into February 2025. Staff expect the contractor will complete all preparatory operations just before starting the first slurry application in early March 2025. The contractor is still required to provide adequate roadway delineation for drivers immediately following slurry seal application. Next Steps The contractor mailed a general project notice to all residents within a 600-foot radius of all project streets in October 2024. The city is working with the contractor to send an updated notice to the same residents before the end of the month with an update on the delayed slurry application. Residents on all slurry seal streets will also receive a door hanger with more specific instructions about slurry application and street closures at least 72 hours prior to slurry operations.
