CALL TO ORDER: 4:01 p.m.
ROLL CALL: Sheffler, Moran, McBride, Waidelich, Laufer.
ANNOUNCEMENT OF CONCURRENT MEETINGS: None.
INVOCATION: None.
PLEDGE OF ALLEGIANCE: Chair Sheffler led the Pledge of Allegiance.
APPROVAL OF MINUTES:

Motion by Trustee McBride seconded by Chair Sheffler, to approve minutes as presented. Motion
carried, 5/0.
PRESENTATIONS:
Director Smithson introduced newly promoted staff to the board.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. LIBRARY REPORTS FOR SEPTEMBER 2024: Receive the Narrative Report and Statistical Report
for September 2024. (Staff contact: Andrea Hilliard and Laura Mendez, Library & Cultural Arts)
Recommended Action: Receive the reports.
The board received the reports.
2. FISCAL YEAR 2023-24 CALIFORNIA PUBLIC LIBRARY SURVEY: Receive a report and approve
the FY 2023-24 California Public Library Survey for submittal to the California State Library.
(Staff contact: Andrea Hilliard and Debbie Jo McCool, Library & Cultural Arts Department)
Recommended Action: Receive the report and approve the FY 2023-24 California Public
Library Survey.
The board received the report and reviewed a PowerPoint presentation (on file in the Office
of the City Clerk).

Director Suzanne Smithson responded to a question from Chair Sheffler regarding the
changes in the quantity of items in the young adult collection based on the change in location
and classification of graphic novels. Chair Sheffler inquired if young patrons regardless of age
have access to the graphic novel collection. Director Smithson responded the graphic novels
are now in one section and all patrons have access to the whole library. Chair Sheffler
commented that a presentation on how these decisions are made could be good for the
community.
Vice Chair Moran inquired about the change in the number of children borrowers and was it
due to the new cataloging system or the State's definition. Principal Librarian Andrea Hilliard
answered the definition has not changed. The database was cleaned up with the elimination
of overdue fines, we perform regular removal of records for users not utilizing the library, so
we meet the definition to report children borrowers. Vice Chair Moran inquired about offsite
program attendance. Management Analyst Debbie Jo McCool answered last fiscal year we
recalibrated what constitutes an offsite program versus outreach and through that process
the number was fine-tuned resulting in a decrease.
Motion by Vice Chair Moran, seconded by Trustee Laufer to approve the FY 2023-24 California
Public Library Survey for submittal to the California State Library.
Motion carried, 5/0.
3. FISCAL YEAR 2024-25 WORK PLAN: Discuss and approve the Library Board of Trustees work
plan for fiscal year 2024-25. (Staff contact: Sheila Crosby and Katie Nye, Library & Cultural
Arts Department)
Recommended Action: Discuss and approve a work plan for fiscal year 2024-25.
The board discussed and approved the Library Board of Trustees work plan for fiscal year
2024-25.
Motion by Trustee Waidelich, seconded by Vice Chair Moran to approve the Library Board of
Trustees work plan for fiscal year 2024-25.
Motion carried, 5/0.
4. 2025 LIBRARY BOARD OF TRUSTEES REGULAR MEETING CALENDAR: Discuss and approve the
Library Board of Trustees regular meeting calendar for 2025. (Staff contact: Suzanne
Smithson, Library & Cultural Arts Department)
Recommended Action: Discuss and approve the Library Board of Trustees regular
meeting calendar for 2025.
The board discussed and approved the Library Board of Trustees regular meeting calendar
for 2025.
Motion by Trustee McBride, seconded by Chair Sheffler to approve the Library Board of
Trustees regular meeting calendar for 2025.
Motion passed, 5/0.

5. NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT: Receive a report from the
North San Diego County Genealogical Society. (Staff contact: Sheila Crosby, Library & Cultural
Arts)
Recommended Action: Receive the report.
Representative Dunn reported on the positive feedback received from attendees of the
Beginner & Refresher Genealogy Class; the virtual fall seminar; various programs and
attendance; and the benefits of attending the annual trip to the Salt Lake City Family History
Center that is scheduled in March 2024.
TRUSTEE COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the
agenda is for the Board to make brief announcement, brief reports of their activities and request
for future agenda items.
DIRECTORS COMMENTS: Director Suzanne Smithson commented on the following:
• Library recruitments
• Link Plus to launch in November
• Schulman Auditorium
• ln-N-Out Cover to Cover program
• Carlsbad Reads Together title selection
• Registrar of Voters mail ballot drop off boxes at library locations
• Library hours on election day
• Staff Development Day on Oct. 31 with the library opening at 3 p.m.
• National Friends of the Library Week
