Rev 1.1 - Stein Mart Page 7 3415 Via Montebello, Carlsbad, CA s.,' Based on Table 3206.2 (Attachment #5), the following fire protection requirements will be provided by Stein Mart to meet the requirements of CFC Chapter 32 and NFPA-1 3 for the entire storage area. 4.1 A utoma tic Fire Sprinkler System The following requirements are based on NFPA 13 (2013 Edition) (Attachment #6): 4. 1.1 Stockroom - First Level and Mezzanine Type of Rack: Single Row and Double Row Racks Type of Rack Shelving: 50% or greater open Commodity Stored: Group A plastics, cartoned & exposed, expanded and non-expanded Flue Spaces for Standard Racks: 3" Transverse; Longitudinal not required Aisle Widths: 2 43" Maximum Storage Height: 125-0" Maximum Ceiling Height: 24-0" Sprinkler Design Area #6A: Control Mode Density Area (CMDA) K-I 1.2, upright or pendent sprinklers, listed for storage, density 0.40 gpm/ft2 over 2,000 & remote area, maximum coverage area 100 ft2, maximum spacing between sprinklers 12'-0", minimum 18" clearance from deflector to top of storage, hose allowance 500 gpm (Attachment #6A) The existing design of Extra Hazard Group 2 has been approved and installed. The sprinkler heads will have to be changed to K-11.2. On behalf of Stein Mart, we are requesting to use the requirements for miscellaneous storage. Although each pile of high piled storage [1000 sq ft per pile] is not separated by a minimum of 25', it is separated by a floor. The rack storage in each floor of the mezzanine is less than 1000 sq ft. I - Stein Mart K' Page 8 3415 Via Montebello, Carlsbad, CA Sprinkler Design Area #613: Control Mode Density Area (CMDA) K-i 1.2, upright or pendent sprinklers, listed for storage, density 0.40 gpm/ft2 over 170 ft2 linens area and 15' beyond, maximum coverage area 100 &, maximum spacing between sprinklers 12'-0", minimum 18" clearance from deflector to top of storage, hose allowance 500 gpm (Attachment #6B) The existing design of Ordinary Hazard Group 2 has been approved and installed. Upgrades in these racks (plus 15' beyond the racks) is required. We are requesting that the storage be treated as shelf or back to back shelf though the depth of the wall unit is 36" deep due to the limited area 1170 sq ft] and there are no other ceiling options available. Please note that a back to back shelf storage can be as deep as 60" and have solid shelving. The proposed storage is only 36" deep with grated shelving. 4.1.3 Retail - Other than Linens Wall Display [Not High Piled Storage] Type of Storage: Single Row Racks, Shelf, Back to Back Shelf Commodity Stored: Class 1-IV and Group A plastics, cartoned & exposed, expanded and non-expanded to 5' in height; Class 1- IV to 10' in height along the walls Aisle Widths: > 44" Maximum Ceiling Height: 24-0" Sprinkler Design Area #6C: Control Mode Density Area (CMDA) K-8.0, upright or pendent sprinklers, listed for storage, density 0.20 gpm/ft2 over 1500 ft2, minimum 18" clearance from deflector to top of storage, hose allowance 250 gpm (Attachment #6C) The existing design of Ordinary Hazard Group 2 has been approved and installed using EC-11 sprinklers (upright) spaced no more than 16' apart. 4.1.4 Additional Protection Requirements 4.1.4.1 Extent of Protection Per CFC 3206.2 and NFPA-13 Section 12.3 (Attachment #7), the extent and type of protection (including automatic sprinkler design densities) shall extend the lesser of 15 feet beyond the high-piled storage area or to a permanent partition. I - Stein Mart Page 9 3415 Via Montebello, Carlsbad, CA \ 4.1.5 Offices - Outside the Scope The following requirements are based on NFPA-13, 2013 Edition (Attachment #8): CFC Occupancy Classification: NFPA 13 Occupancy: Design Density Proposed: Hose Stream: B Light hazard 0.1/1,500 100 gpm for combined inside and outside hose stream demand. 4.2 Alarm/Monitoring Per CFC 903.4 (Attachment #9), all valves controlling the water supply for automatic sprinkler systems, pumps, tanks, water levels and temperatures, critical air pressures, and water-flow switches on all sprinkler systems (if serving >20 sprinklers) shall be electrically supervised by a listed fire alarm control unit. Alarm, supervisory and trouble signals shall be distinctly different and shall be automatically transmitted to an approved supervising station or, when approved by the fire code official, shall sound an audible signal at a constantly attended location. One exterior approved audible device, located on the exterior of the building in an approved location, shall be connected to each automatic sprinkler system. Such sprinkler water-flow alarm devices shall be activated by water flow equivalent to the flow of a single sprinkler of the smallest orifice size installed in the system. Where a fire alarm system is installed, actuation of the automatic sprinkler system shall actuate the building fire alarm system. Visual alarm notification appliances shall not be required except when required by Section 907. 4.3 Building Access - Doors & Roads Per CFC Table 3206.2 (Attachment #10), access doors and roads are not required for high- piled storage areas of High Hazard/Group A Plastic commodities stored in an areas less than 2,500 ft2. Per CFC 503.2 (Attachment #10), fire apparatus access roads shall have an unobstructed width of not less than 20 feet, exclusive of shoulders, except for approved security gates in accordance with Section 503.6, and an unobstructed vertical clearance of not less than 13 feet 6 inches. The fire code official shall have the authority to require an increase in the minimum access widths where they are inadequate for fire or rescue operations. Fire apparatus access roads shall be designed and maintained to support the imposed loads of fire apparatus and shall be surfaced so as to provide all-weather driving capabilities. The required turning radius of a fire apparatus access road shall be determined by the fire code official. Dead-end fire apparatus access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus. The grade of the fire apparatus access road shall be within the limits established by the fire code official based on the fire department's apparatus. The angle of approach and departure for fire apparatus access roads shall be within the limits established by the fire code official based on the fire department's apparatus. Rev 1.1 - Stein Mart Page 10 3415 Via Montebello, Carlsbad, CA Access roads have been previously approved previously as part of the shell building plans. 4.4 Smoke and Heat Vents 4.4.1 High-Piled Storage Area Per CFC Table 3206.2 (Attachment 911), smoke and heat vents are not required for high- piled storage areas of High Hazard/Group A Plastic commodities if :5 2,500 ft2. 4.4.2 Additional Requirements Per CFC 910.2.1 (Attachment #11), smoke and heat vents are not required in buildings and portions thereof used as a Group F-I or S-I occupancy having less than 50,000 square feet of undivided area. 4.5 Draft Curtains Per CFC Table 2306.2 (Attachment #12), draft curtains are not required in sprinklered high-piled storage areas of High Hazard/Group A Plastic commodities not exceeding 2,500 4.6 Portable Fire Extinguishers Per CFC 906 and 3206:10 (Attachment #13), portable fire extinguishers shall be installed in the following locations: In new and existing Group B and S occupancies Where required by the sections indicated in Table 906.1. Per CFC Table 906.3(1) & 906.3(2) (Attachment #13), the following is the proposed fire extinguisher type and layout: Stockroom: 4-A:20-B:C Travel Distance 50 Feet The owners agree to comply with the requirements for fire extinguishers. One extinguisher may provide coverage to a maximum of 4000 ft2. Fire extinguisher types and locations will be provided by the owners or fire extinguisher vendor and approved by the fire department. Portable fire extinguishers shall be located in conspicuous locations where they will be readily accessible and immediately available for use. These locations shall be along normal paths of travel, unless the fire code official determines that the hazard posed indicated the need for placement away from normal paths of travel. Portable fire extinguishers shall not be obstructed or obscured from view. In rooms or areas in which visual obstruction cannot be completely avoided, means shall be provided to indicate the location of extinguishers. Rev 1.1 - Stein Marl - Page 11 3415 Via Montebello, Carlsbad, CA ) 4.7 Aisle Widths Per CFC 3206.9.1.1 (Attachment #14), aisles in sprinklered buildings shall be a minimum of 44 inches. Per CFC 3206.9.1 (Exception 1) cross aisles used only for employee access between aisles shall be a minimum of 24 inches in width. On behalf of Stein Mart we are request to approve the proposed aisle widths, though in a few small areas the aisle width is 43-5/8", 3/8" smaller than required. This request is based on the limited size of the high piled storage and only a few small locations being slightly less than the required 44". Stein Mart agrees to maintain the aisles as shown on plans to this configuration. Dead ends greater than 50 feet in high-piled storage areas are not recommended (Attachment #14). 4.8 Housekeeping & Maintenance Per CFC 3205 (Attachment #15), the following are general maintenance and safety requirements, of which Stein Mart agrees to comply with: The structural integrity of racks shall be maintained. Smoking shall be prohibited. Approved "NO SMOKING" signs shall be conspicuously posted. When restocking is not being conducted, aisles shall be kept clear of storage, waste materials and debris. Fire department access doors, aisles and exit doors shall be unobstructed. During restocking operations using manual stocking methods, a minimum unobstructed aisle width of 24 inches of the required aisle width shall be maintained in 48 inch or smaller aisles, and a minimum unobstructed aisle width of one-half of the required aisle width shall be maintained in aisles greater than 48 inches. During mechanical stocking operations, a minimum unobstructed aisle width of 44 inches shall be maintained. 4.9 Flue Spaces Per CFC 3208.3 and Table 3208.3 (Attachment #16), flue spaces shall be maintained for rack storage. Where required by the fire code official, required flue spaces in rack storage shall be equipped with approved devices to protect the required flue space. Such devices shall not be moved or modified. Single Row Racks: Transverse - 3-inches & Longitudinal - Not Required Double Row Racks: Option #1: Transverse - 6-inches & Longitudinal - Not Required Option #2: Transverse - 3-inches & Longitudinal - 6-inches Carlsbad Fire currently does not have a policy of requiring pallet stops or other approved devices. Means of Egress A complete exit analysis is outside the scope of this report and, when required, will be provided by the Architect of Record. The following general egress requirements apply to the proposed sprinklered occupancies (Attachment #17): 5.1 Offices [B Occupancy] Per CBC 1005.3.2, egress width components other than stairways shall be 0.2 inch/occupant. Per CBC Table 10 14.3, the common path of egress travel shall not exceed 100 feet. Per CBC Table 1015.1, one means of egress allowed for spaces with maximum occupant load of 49. Per CBC Table 1016.1, exit access travel distance shall not exceed 300 feet. Per CBC 1018.4 exception 2, dead ends through common path of egress shall not exceed 50 feet. 5.2 Assembly [M Occupancy] Per CBC 1005.3.2, egress width components other than stairways shall be 0.2/occupant. Per CBC Table 1014.3, the common path of egress travel shall not exceed 75 feet. Per CBC Table 1015.1, one means of egress allowed for spaces with maximum occupant load of 49. Per CBC Table 1016.1, exit access travel distance shall not exceed 250 feet. Per CBC 1018.4 exception 2, dead ends through common path of egress shall not exceed 50 feet. 5.3 Storage [S-I Occupancy] Per CBC 1005.3.2, egress width components other than stairways shall be 0.2 inch/occupant. Per CBC Table 1014.3, the common path of egress travel shall not exceed 100 feet. Per CBC Table 1015.1, one means of egress allowed for spaces with maximum occupant load of 29. Per CBC Table 1016.1, exit access travel distance shall not exceed 250 feet. Per CBC 1018.4 exception 2, dead ends through common path of egress shall not exceed 50 feet. Rev I. I - Stein Marl .,..,, Page 14 3415 Via Montebello, Carlsbad, CA 6. Exposures 6.1 Occupancy Separation Stein Mart is classified as a B, M, and S-I occupancy. Based on CBC Table 508.4 (Attachment #18), there are no requirements for mixed occupancy fire barrier walls between B, M, and S-I occupancies, when sprinklered. 6.2 Separation of High-Piled Storage Areas Per CFC 3206.3.2.1 (Attachment #19), the aggregate of all high-piled storage areas within a building shall be used for the application of Table 3206.2 unless such areas are separated from each other by 1-hour fire barrier walls constructed in accordance with the California Building Code. Openings in such walls shall be protected by opening protective assemblies having a 1-hour fire protection rating. The Stein Mart building is a standalone building. There are no proposed adjacent tenant spaces. 6.3 Allowable Area and Sideyards The building is existing.
