CALL TO ORDER: 9 a.m. ROLL CALL: Burkholder, Acosta. PUBLIC COMMENT: None. APPROVAL OF MINUTES: Minutes of the Regular Meeting held October 8, 2024. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to approve the minutes as presented. Motion carried unanimously, 2/0. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. DEPARTMENTAL REPORTS: 1. STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Catherine Blakespear, and State Assemblymember Tasha Boerner, and provide feedback. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive the updates and provide feedback. I The subcommittee received informational reports from Salome Tash representing Congressman Mike Levin's office, Ana Mladenovic representing Assemblymember Tasha Boerner's office, and Matt Rubel representing Senator Catherine Blakespear's office. The subcommittee received the reports. 2. LEGISLATIVE AND ADVOCACY UPDATE-Receive updates on federal and state legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, funding opportunities, and items for future City Council consideration. (Staff contact: Jason Haber, City Manager's Department) Recommendation: Receive the updates and provide feedback. Carpi & Clay Government Relations Partner Laura Morgan-Kessler presented the report on federal lobbying efforts. Nov.12,2024 • Legislative Subcommittee Meeting Page 2 California Public Policy Group Managing Director Sharon Gonsalves presented a report on state lobbying efforts. The subcommittee received the reports. 3. CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT UPDATE-Receive an update from the California Department of Housing and Community Development regarding state housing policies, programs and provide feedback. (Staff contact: Jason Haber, City Manager Department) Recommendation: Receive the update and provide feedback. Jason Haber introduced Jose Armando Jauregui, Senior Housing Policy Specialist with the California Department of Housing and Community Development who presented a report on state housing policies, strategies, incentives, funding and programs, including a Power Point presentation (on file in the Office of the City Clerk). The subcommittee received the reports. 4. DRAFT CITY OF CARLSBAD 2025 LEGISLATIVE PLATFORM -Discuss and determine proposed amendments to the City of Carlsbad Legislative Platform, including the proposed 2025 Legislative Priorities, to recommend to the City Council. (Staff contact: Jason Haber, City Manager Department) Recommendation: Discuss and determine the Subcommittee's recommendation, if any, for future consideration by the City Council. Mitch Silverstein with Surfrider Foundation spoke in opposition to the Legislative Platform items (I) and (m) under Coastal Issues regarding shoreline protection devices and in support of healthy beaches and beach access. Kathleen Steindlberg expressed her opposition regarding seawalls and in support of sandy beaches. Intergovernmental Affairs Director Jason Haber presented the report and reviewed the proposed amendments to the City of Carlsbad Legislative Platform. Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, that the following items from the draft Legislative Platform be returned at the next scheduled meeting: Item (c) under Seniors the subcommittee requested additional language to include local control. Item (b) under Climate Change the subcommittee requested revised language to include documented product availability. Nov. 12, 2024 Legislative Subcommittee Meeting Page 3 Item (c) under Climate Change, the subcommittee requested additional information and context from staff. Item (i) under Solid Waste, Recycling and Diversion to be revisited at the next meeting with more information from staff. Items (I) and (m) under Coastal Issues the subcommittee would like to revisit these items with an update from staff on coastal protection devices such as seawalls. Item (f) under Labor, the subcommittee requested additional information. Item (e), (f) and (g) under Governance and Ethics, the subcommittee requested clarification from staff. Item (g) under Homelessness, the subcommittee requested additional language to include "individuals experiencing homelessness". Item (h) under Miscellaneous, the subcommittee requested more information. 5. 2025 STATE AND FEDERAL BUDGET PRIORITIES AND LEGISLATIVE PROPOSALS -Discuss and determine proposed state and federal budget priorities and legislative proposals to recommend to the City Council. Recommendation: Discuss and determine the Subcommittee's recommendation, if any, for future consideration by the City Council. Intergovernmental Affairs Director Jason Haber presented the report outlining the process of the proposed state/federal budget priorities and legislative proposals from staff. The subcommittee received the report and after discussion Subcommittee Member Burkholder made a motion for staff to return the item with a concise tabled version of budget priorities with information on funding, funding status and timelines on each item. Subcommittee Member Acosta seconded the motion. Motion passed unanimously, 2/0. Subcommittee Member Burkholder made a motion to approve and send eight legislative proposals as presented to the full City Council for consideration. Subcommittee Member Acosta seconded the motion. Motion passed unanimously, 2/0. 6. WINDSOR POINTE ADVOCACY -LETTERS OF SUPPORT -Consider a referral from the Carlsbad City Council to draft letters for the region's legislators in support of the City of Carlsbad's efforts to hold Affirmed Housing accountable for their commitments on Windsor Pointe for future review and approval by the City Council. Nov. 12, 2024 Legislative Subcommittee Meeting Page4 Recommendation: Review draft letter of support and provide input. Intergovernmental Affairs Director Jason Haber introduced the item and the draft letter. The subcommittee reviewed the letter and after some discussion requested the letter be returned at the next meeting with stronger and more precise language. Motion by Subcommittee Member Burkholder and seconded by Subcommittee Member Acosta. Motion carried unanimously, 2/0. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS: None. SUBCOMMITTEE MEMBERS COMMENTS & ANNOUNCEMENTS: Subcommittee Member Acosta stated that the League of California Cities is holding their Annual League Leaders Meeting on December 6, 2024, where they will set their legislative and budget priorities for the coming year. Subcommittee Member Acosta indicated she would like the work product from that meeting to be incorporated into the materials presented at the December 10, 2024, Legislative Subcommittee meeting, if possible. ADJOURNMENT: Subcommittee Member Acosta adjourned the duly noticed meeting at 11:45 a.m.
