Dear Mr. Tague:
On the 12th day of Lluly, 1972 a Building PPrmit was issuE"d
to you for the relocation of a structure within th~ City
of Carlsbad.
The Ordinance reqarding HousP. Mewes within the City of C<1rlsbad
is quite explicit as to time and conditions for this typ~ of
operation. The time allowP.d you for comnletion ot this nroj~ct
has lonq expired. Therefore, it is my duty to inform you that
unless this structure is compl~ted for final occupancy, t~is
office shall take the necessary action to foreclose on the
bond and proceed to havP. thP. project comoleted to the satisfaction
of the requirements of the City of Carlsbad.
You have (60) sixty days from receipt of this letter to comnly
with this request.
This Department will assist you in what ever way possible. Your
cooperation regarding this matter will be greatly appreciated.

RICHARDS. OSBURN -DIRECTOR OF BUILDING AND HOUSING
HOUSE MOVE -FROM 1006 ELM AVE. TO 2475 TUTTLE ST.
The following information is offered in regard to the
existing situation, conditions and disposition relating
to the above house move.
1. The buildings located at 1006 Elm Ave. were inspected
by this department a few months back. At this time, a
scheduled move was not arranged. The structural condition
was found to be good, as was the materials in the structure.
Both the plumbing and electrical systems were in good
condition. The maintenance of the building also reflected
proper care.
The purchaser of these buildings planned to have them moved
to the City of San Marcos. This move was later denied.
This created a time lapse causing the applicant to be unable
to move the structure in the time allowed.
2. The applicant, .Mr. Charles Tague has sufficient property
area to locate the main structure at 2475 Tuttle St. There
is a garage and storage building already located on this
property. (Please see Plot Plan). This left the applicant
with the accessory building to sell, move, or dispose of.
Mr. Don Baur of 2501 Davis St. requested that the accessory
building (garage-wash room structure) be moved to his property
to be converted to a guest house.
3. Mr. Tague's site located at 2475 Tuttle st. meets all
the requirements for R-I zoning. Mr. Tague is aware of
the required bonding and other minor requirements that are
necessary for approval for the move of this structure.
4. After investigating the property at 2501 Davis St.,
this department found the raising of poultry and rabbits.
(Please see Photos) The necessary action will be taken to
abate or remove this use from the property.

The converting of this structure from an accessory building
to a guest pouse rp~esents the possibility of it turning
into a rental which would constitute a zoning violation.
Under this condition, if approval is granted this department
feels that this would become a continuing policing problem
such as those that are now in existence.
This department would reconmend approval of the main
structure to 2475 Tuttle St. and recommend denial of the
accessory structure to 2501 Davis St.

CONVERSATION
RSO, Informed Mr. Charlie Tague that his project has been going on
for over 14 months and has had numerous complaints from neighbors.
Mr. Osburn stated that he has no other recourse than to inform
Mr. Tague to either get the job done or the City wil l have to
foreclose on the bond.
CT, Mr. Tague stated that it hasn't been 14 months and that he
couldn't finish it up this week. Wanted to know who exactly was
doing complaining.
RSO, Mentioned the name Allen as one of the compl aintants. RSO reminded
Mr. Tague of the laws regarding such things and the positi on he
was in regarding Council action.
CT, Made statement that the l aw hadn't done a thing for him.
RSO, "Another thing," the cabinet and mill work you've been doing
has to be stopped. Reminded him of R Zoning restrictions and
also mentioned he was not a llowed to have all that stuff in R zone.
(Truck Part) .
CT, Not part of a truck but a truck. If you work it on me then you•11
have to work it on everyone else in this town. Denied cabinet, mill work.
RSO, Reminded Mr. Tague that compl aints usually start the action.
C.T. Questioned the Registered Letter which allowed him 60 days to
finish up the work. Letter mail ed June 6, 1973.
RSO, When will you be finished up?
CT, I should be finished next week.
RSO, If not finished by next week, Mr. Tague woul d be notified by the
City Attorney of a hearing.
