(1) All heating, ven~ilating, air conditioning, and water heating equipment sh.all meet all of the

(2) A tvo stage thermostat, which controls the supplementary heat on its second stage, shall be
provided for heat pumps .
(3) Thermostats shall be equipped with an automatic setback, which the building occupant can progra..m to
automatically set back the thermostat twice in 24 hours.
(4) Equipment which requires preventive maintenance to maint.Ain efficient operation sh.all be furnished
with complete necessary maintenance information.

with a minimum of R-3. Steam and steam condensation return: piping and recirculating bot water

(ll) Lamps used in luminaries for general lighting in kitchens and bathrooms shall have an efficiency of
not less than 25 lumens per watt. •
(14) Sbowubuds and faucets sh.all be equipped with flow restrictors as outlined in the appliance
efficiency standards and sh.all be certified to the Energy Commission. .
(15) Masonry and factory-built fireplaces on exterior walls, shall be equipped with tight-fitting
closeable metal or glass doors covering the entire opening of the firebox; a combustion air intake
equipped with a readily accessible, operable, and tight fitting damper to drav &ir from th• outside
of the 'building; and a tight fitting flue damper with a readily accessible control.
(16) Insulation used shall comply with California Quality Standards.
(17) Ih• insulation installer shall pose.a signed certificate ... Section.276.. Insulation Certificate
(All Occupancies). After installing insulation, the installer shall post in a conspicuous location
in the building a certificate signed by the installer and the builder st.a.ting th.at the installation
conforms the requirements of Title 24, Part 2, Chapter 2-53, and th.at the materials installed
conform with the requirements of Title 20, Ch.apter 2, Subch.apter 4, Article 3. The certificate
sh.all state the manufacturer's name and mac.erial identification, the installed "R" value, and ( in
applications of loose fill insulation) the minimum installed weight per square foot consistent with
the manufacturer's labeled density for the desired "R" value.
(la) For infiltration control all openings and penetrations must be caulked and sealed, such as around
vindows, at sole plates, and openings for utility pipes and wires.
