Dear Mr. Martin:
In accordance with the request of the project civil engineer, we have prepared this report to present
additional information required by the City of Carlsbad during the City’s review of the project’s civil
engineering plans. The comment in the City’s referenced Letter of Incompleteness that requires a
geotechnical response and our response to the comment are presented below.
City Comment 00118: The 2019 California Building Code (CBC) mandates slope away from a building,
if hardscaped, to be min. 2% for at least 10ft. The plans and cross section C-C show a 2% slope away
from the building for less than 4ft. Please provide a letter from the project's Geotechnical Engineer
requesting a variance from such building code.
CWE Response: It should be recognized that Christian Wheeler Engineering does not prepare grading
plans and we do not provide or prepare engineering calculations of, quantitative evaluations of, or
drawings addressing surface drainage.

Based on our correspondence with the project civil engineer, it is our understanding that the area in
question is along the south side of the prosed residence, between the residence and proposed property
line retaining wall. It is our further understanding that to address drainage concerns and to reduce the
potential for ponding adjacent to the proposed home, the project’s civil engineering plans include an
increased amount and frequency of area drains within the hardscape along the south side of the home.
Although the proposed slope of the hardscape along the south side of the home is not in accordance
with the recommendations cited above by the City (per the 2019 CBC) and the recommendations of our
referenced geotechnical report, as the project’s geotechnical consultant we do not take issue with the
currently proposed slope of the hardscape along the south side of the home, provided adequately spaced
and sized area drains and outlet pipes are designed by the civil engineer. Such drainage facilities should
be installed per the project’s civil drawings and be maintained over the lifetime of the proposed site
development.
