This is to report the results of teshi and observations made in order 1·0 inspect !·he compaction of
fill ed grc,vnd placed on certain areas of La Co:-ta Meadows Unit No. 3 in Carlsbad, Coliforr.ia ,
forme rly a part of the County of San Diego. The fills were placed during the period between
July 15, 1971 and july 20, 1972.
The£Jpproximate areas and depths of filled ground placed under our inspection in accoidancc
with the approved specifications are shown on the attached Drawing No. 1, entitled "Location
'of Compacted Filled Ground." The grading plan used for the placement of filled ground was
prepared by.Rick Engineering Company ond approved March 15, 1971.
The approximate locations at which the tests were taken and the fina l ~est results are presented
on pages T-1 to T-26, inclusive, under the ''Table of Tes.t Resu lts. 11 The laboratory determina-
tions of the maximum dry densities and optimum moisture contents of the major fill materials ora
prosented on pages T-27 and T-·28, under the "Laboratory Test Resu I ts." Some of ~he maximum
dry densities shown in the "Table of Test Results" were combinations of these. The t·ests were

The final results of tests and observations indicate t·hat the compacted filled groun~ has been
p laced at 90 percent of the maximum dry density or greater. It has been determined that the
fi II materials, compacted to 90 percent of t·he ma ximum dry density, hove a safe bearing value
of 1930 pounds per square foot fo r one foot wide continuous footing!\ founded at a minimum
depth and pl aced five feet or mo re inside the top of compacted fill ed ground slopes. If footings
arc placed closer to the e~pose d slopes !hon 5 feet inside the top of compacted filled ground
slopes, these should be deepened one foot below a l 1/2 horizontal to l vertical I ine projected
outward and downward from a point 5 feet horizontally inside the top of compacted filled
ground slopes. Test's indicate that the compacted filled ground is adequate to satisfactorily
support the proposed wood frame dwe lli ngs without detrimenta l settlement's.
Expansive clay, silty clay, and sandy clay soils were placed in the upper three feet in certain
compacted fi ll areas and a lso exist in the upper three feet below fi nished grade in certain c~t •
areas. The final classifications orthe soil conditions ex isting on each lot are presented as

It is recommended that the fol lowing special design and precautions be taken for the houses to
be constructed on the above lots in order to minimize the possible damaging effects due to
differential movements of the potentially expansive soils:
Type A Lots
1. Avoid the use of isolated interior plers.--Use continuous interconnected
reinforced footings throughout, and place these at a minimum depth of
two feet be low the lowest adiacent exterior final ground surface.
2. Reinforce and interconnect conHnuously with steel bars all interior and
exterior footings with one #5 bar at 3 inches above the botl'om of the
1 footings and one #5 bar placed 1 1/2 inches below the top of the stems .,..-----

Exercise every effort to a1Sure that the moisture content of the soils in
the upper 18 inches below finished grade is 1 percent to 3 percent greater
than optimum at the tfme of placing foundations and slabs.
Raised wooden floors that span between continuous footings are best, or use
concrete slabs with at least 6x6 •10/10 welded wire reinforcement and o
• minimum of 4 Inches of crushed rock 3/4 to 1 inch in size beneath all _7 concrete slabs. A moisture barrier should be provided over the crushed rock
and this should be covered with 2 inches of sand below concrete slabs. I
Separate garage slabs from perimeter footings by a 1/2 inch thickness of
construdion felt or equivalent, to al low independent movement of garage
slabs relative to perimeter footings. Assure compl"to separation by extending
the felt over the full depth of the front thickened edge of the garage slab.
Also, cut off the garage door stops at least 1/2 inch above the slab.

recommended for Type A lots.
Recommendations 3 t·o 6, inclusive, as listed for the Type A lots, are also applicable to the

The application must be signed by the owner (or his authorized representative) of the
property to be served. The total charges must be paid to the District at the time the
application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends_ f roin the
main collection line in the street (or easement) to the point in the street (a t or near
the applicant's property line) where the service lateral is connected to the applicant's
