Lot 473, La Costa Meadows Unit 3, La Costa, California.
Mr. Mcclaine:
In accordance with your request, we have performed moisture
content determinations on the subject site.
Two moisture samples were taken at the site at depths of 18 inches
and 24 inches. A bulk sample of soil was returned to the lab-
oratory for ~ Procter Test to determine the optimum moisture
content. Th results of the tests are as follows:

classified soils on the subject site as critically expansive.
The above report n ~commends a moisture content of 1 to 3 percent
above the optimum at the time of placemen·: of c oncrete . The
field test results show a soil moisture content well above the
optimum, at 1 2" depth and above 3% at 18" depth.

This is to report the results of tests and observations mode in order to inspect the compaction of
filled ground placed on certain areas of La Costa Meadows Unit No. 3 in Carlsbad, California,.
formerly a port of the County of San Diego.: Th e ril ls were placed during the period between
J1;ly 15, 1971 and July 20, 1972.
The approximate areas and depths of filled ground placed under our inspection in accordance
with the approved specifications are shown on the oHoched Drawing t'-!o. l, entitled "Location
of Compacted Filled Ground"" The grading pion used for.the placement of filled ground was
prepared by Rick Engineering Company and approved March 15, 1971.
The approximate locations at which the tests were token and the final test results are presented
on pages T-1 to T-26, inclusive , under the ''Table of Test Resu lts." The laboratory detemina-
tions of the maximum dry densities and optimum moisture contents of the major fill materials are
presented on pages T-27 and T-28, under the "Labo:-atory Test Results." Some of the maximum
dry de nsities shown in the "Tobi e of Te:;t Resulrs'' were combinations of these. The tesl's were

The final results of tests and observations indicate tho~ the compacted filled ground has been
placed at 90 percent of the maximum dry density or greater. It has been determined that the
fill materials, compacted to 90 percent of the maximum dry density, have a safe bearing value
of 1930 pounds per square foot for one foot wide continuous footings founded at a minimum
depth and placed five feet or more inside the top of compacted filled ground slopes. If footings
are placed closer to the exposed slopes than 5 feet inside the top of compacted filled ground
slopes, these should be deepened one foot below a 1 1/2 horizontal to 1 vertical line projected
outward and downward from a point 5 feet horizontally inside the top of compacted filled
ground slopes. Tests indicate that the compacted filled ground is adequate to satisfactorily
support the proposed wood frame dwellings without detrimental settlements.
Expansive clay, silty clay, and sandy clay soils were placed in the upper three feet in certain
compacted fill areas and also exist in the upper three feet below finished grade in certain cut
areas. The final classifications of the soil conditions existing on each lot ore presented as

It is recommended that the fol lowing special design and precautions be taken for the houses to
be constructed on the above lots in order to minimize the possible damaging effects due to
differential movements of the potentially expansive soils:

Type A Lots
Avoid the use of isolated interior piers. Use continuous interconnecte d
reinforced footings throughout, and place these at a minimum depth of
two feet below tr.e lowest adjacent exterior final ground surface.
Reinforce and interconnect continuously with steel bars all interior and
exterior footings with one #5 bar at 3 inches above the bottom of the
footings and one #5 bar placed l 1/2 inches below the top of the stems
of the footings.
Exercise every effort to assure that the moisture content of the soils in
the upper 18 inches below finished grade is 1 percent to 3 percent greater
than optimum at the time of placing foundations and slabs. . .
Raised wooden floors that span betw een continuous Footings ore best, or use
• concrete slabs with at least 6x6 -10/10 we lded wi re re inforcement and a
minimum of 4 inches of crushed rock 3/4 to 1 inch in size beneath al I
concrete slabs. A moisture barrier should be provided over the crushed rock
and this should be cove red with 2 inches of sand below concrete s'labs .
Separate garage slabs from perimeter footings by a 1/2 inch thickness of
construction fe lt or equivalent, to allow independent move men~ of garage
slobs re lative to perime ter footings. Assure complete seporaHon by extending
the felt over the full depth of the Fron~ thickened edge of the garage slab.
Al so, cut off the garage door stops at least 1/2 inch above the slab.

Provide positive drainaga away from oil perimeter footings with a
vertical fol I of at least 6 inches in a horizontal distance of 5 to
6 feet outside the house walls.
Type B Lots
Those lots listed as Type B lots should follow all the above-listed recommendations with the two
fol lowing exceptions: , ...

1 . The continuous footings may be placed at a minimum depth of 18
inches below the Iowa.st adjacent exterior final ground surface rather
than the two feet recommended for Type A lots.
2. Single #4 bar placed as directed (above) near tops and bottoms of a ll
interior and exterior footings may be substituted for the #5 bars
recommended for Type A lots.
P.ecornmendations 3 to 6, inclusive, as listed for the Type A lots, are also applicable to the
Type B lo ts.
Only nonexpansive soil conditions were observed in the upper three feet on the Type C lots
end therefore specially designed footings and slobs wil I not be required on these lots.

If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that ex tends from
the main collection line in the street (or easement) to the point in the stre~t (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline {building sewer) from the appli-
cant's plumbing to the point in the street {or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shal l be
made by the applicant at his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
