(Sec. 7031.5,Buslness and Professions Code), Any
city or county which requires a permit to con•
struct. alter, improve, demolish, or repair any
structure, prior to its issuance also requires the
applicant for such permit to Ille a signed state-
ment that he is licensed pursuant to the provi-
sions of the Contractor's License Law (Chapter 9
commencing with Section 7000 of Division 3 of
the Business and Professions Code) or that Is ex-
empt therefrom and the basis for the alleged ex-
emption. Any violation of Section 7031.5 by an ap•
plicant for a permit subjects the applicant to a
civil penalty of not more than five hundred dollars
($500).

Subject: Report of Soil Moisture Test, Lot 1, La Costa Meadows Unit 1 ;
Map 6800.
Gentlemen:
In accordance with the request of Tom Elliot, we have performed a soil
moisture test on the proposed foundation soils of the subject lot.
The foundation soils encountered on the s ubj ect site to a depth of 2'
consists of light brown to light greenish brown sandy clay.

The t op soil was much drier and showed some cracking . It .is recommended
that these soils be moistened and cracks all owed to close at the time
of footing excavation and remain moist prior to placement of sand and
moisture barriers and pouring of s labs and foundations.

The original report of compaction and soils prepared by Benton
Engineering, Inc. (Project No. 70-10-28D, 12 October, 1971), was
reviewed by this office. This report indicates that the subject
lot is suitable for residential construction, provided the reco-
mmendations contained therein are followed. Upon visual inspec-
tion, the site has apparently not under gone any major detereora-
tion since that report was issued.
The scope of this report is limited to testing of soil moisture as
recommended in Benton's report. No other soil testing has been
performed by this office.
If there are any questions regarding the above, please do not hesitate
to contact this office.

If a s~rvice lateral is required, it will be installed by t he Leucadia County \~a t er
Distrkt. The service lateral i s that part 0f the sewer system that extends from
the main collection line in the street {or easement) to the point in the street {at
or near the applicant's property line) where the service lateral is connec t ed to
the applicant 's building sewer. The appl icant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from t he appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the servic~ l ateral .
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense . The connection must be made in conformi ty
with the Di ~t~ict's specifications, rules and regulations; and IT MUST BE INSPECTED
A~D APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY TH E APPL ICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE1.. MUST NOTffY THE DISTRICT AT THE
TIM E INS PECTION IS DESIRED . ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorat ed sewer service fee is based upon the date the District estimat es that
service will begi n and covers t he balance of the fiscal year. There will be no
additional fee or refund if s~rvice actually corrmences on a different date. For
succ eeding fiscal years , the sewer service fee will be coll ected on the t ax roll
in th?. same mann er as pro per ty taxes.
