A. Fourua:ion and Underfloor
l. Concrete tor footings shall have a minl.lllWII compressive strength of ZOOO psi at 23 days and shall be composed
of l part cement, 3 paru sand, 4 parts of l" maxilllWII si:e rock, and not more than 7-1/2 gallons of water per sack of cement.
2. Wood and Earth Separation. round.a.tions supporting wood shall extend at least 6" above the adjacent finish gra.d.r
(Sec. 2907(a)) Provide 18" clearance under wood joists and 12" clearance under wood girders. (Sec. 2Sl7(c))

4. Treated Wood. All foundation plates or sills and sleepers on a concrete slab, which is in direct contact with
earth, and sills which rest on concrete or masonry foundations, and wood joists closer than 18", or wood girders
or supports closer than 12" to the around shall be pressure truted wood or foundation grade redwood.
S. Anchor Bolu and Footing Sills. All footing sills shall have full bearing on the footing wall or slab and shall
be bolted to the foundation with l/2" x 10" bolts embedded at least 7" into the concrete or reinforced masonry
or 15" into unreinforced iI"OUted masonry. Bolts shall be spaced not to exceed 6' on center with bolts not over
12" from cut end of sills. (Sec. 2907 (e))
6. Underfloor Vents. Underfloor areas shall be ventilated by openings in foundation walls. Wall openings shall
have a net area of not less than 1-1/2 sq. ft. for each 2S linear feet or exterior wall. Openin~s shall be
arranged to provide cross ventilation and shall be covered with corrosion-resistant wire mesh of not less than
l/4" nor 111ore than 1/2" in any dimension. (Sec. 2Sl7(c ))
7. Underfloor Access. Underfloor areu shall be provided with a crawl hole not less than 18" x 24". (Sec. 25l7(c)'
8. Wood Framing

Roofing and '//eatherproofing

4 . Fire-warning Systel!IS. Every dwelling unit and every guest room in a hotel or lodging house used :or
sle01)ing purposes shall be provided ·.-ith smke detectors con::orming to U. a. C. Standard No , -13-6. In
dwelling units, detectors shall be mounted on the ceiling or wall at a point centrally located in ,he
corridor or area giving access to rQoms u.sed for sleeping pur;,oses. In an efficiency dwelling unit, hotel
sleeping room and in hotel suites, the detector shall be centrally located on the ceiling of the 111ain room
or hotel sleeping room. Where sleeping rooms are on an upper level, the detector shall be placed at the
center of the ceiling directly above the stair•ay. All detectors shall bo located in accordance with
approved =nufacturer•s instructions. When actuated, the detector shall provide an alarm in the dwelling
unit or guest room. (Sec. 1210(a)).
5. E;cit Facilities . Every sleeping room below the fourth story shall have at lea.st one operable ·.-indow or
exterior door approved for emergency egress or rescue. The units shall be operable from the inside to
provide a full clear opening without the use of separate tools. All egress or rescue windows :rom
sleepini roo111S shall have a minimum net cnar opening of S.7 square feet. Tho minil!!UJII net clear opening
height dimension shall be 24 inches . The minimum net clear opening width dimension shall be 20 inches.

6, Glass and Glazing. Glass and glazing shall satisfy the provisions of Chapter 54. Feder:il specifications
shall take precedence. See your glazing contr1ctor.

This is to report the results of tests to determine the moisture contents of the soils in the
upper three feet below finished grade in the proposed building area at the subject site
in Carlsbad, California.
The soil samples were obtained on September 28, 1981 and the results of the moisture
determinations ore presented as follows:

It is concluded from the field observations of the various soil types and the final results of
the moisture determinations that the soils in the upper three feet below finished grade at the
locations sampled have been sufficiently moistened to minimize the potential exponsion of
the sol ls, as recommended in our report under Project No. 70-10-280 dated October 12, 1971.
It is recommended that positive drainage, 6 inches of vertical fall in 6 feet horizontally, should
be provided around the perimeter of the house in landscaped areas. Drainage systems should also

be provided to col le ct al I runoff from roofs and conduct the water in watertight pipes either
into the streets or storm drains. All surface drainage should be prevented from ponding
adjacent to or running over the tops of slopes. Inlet boxes and watertight pipes should be
installed when necessary to comply with the above requirements.

The application mu st be signed by the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the stree·~ (or easement) where a connection is made
to the service lateral .
The connection of the applicant's building sewer to the servi ce lateral shall be
made by the applicant at his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HI S AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED . ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually commences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property taxes.
