Alga Norte Aquatic Center Capital Improvement Program Projects Update (District 2)
This memorandum provides an update on the status of the Alga Norte Aquatic Center Capital
Improvement Program (CIP) Project Nos. 4733 and 4756, for replastering the pools and
renovating portions of the restrooms and locker rooms, respectively, at the Alga Norte Aquatic
Center, which is located at 6565 Alicante Road.
Background
On July 23, 2024, the City Council adopted Resolution No. 2024-187, adopting plans,
specifications and contract documents and authorizing the City Clerk to publish a notice to
contractors inviting bids for two Alga Norte Aquatic Center CIP projects. CIP Project No. 4733 was
to replaster all three pools at the site, and CIP Project No. 4756 was to renovate the family
restrooms and locker rooms.
On October 8, 2024, the City Council adopted Resolution No. 2024-226, awarding a contract to
California Waters Development, Inc., for replastering the pools, and Resolution No. 2024-225
awarding a contract to Edwards Construction Group, Inc., for renovating the restrooms and locker
rooms.
To enable work on the two projects, the Alga Norte Aquatic Center was closed for public use on
November 11, 2024. The construction projects were anticipated to take three months to
complete with an anticipated re-opening of the aquatic center in mid-to late February 2025.
Discussion
The renovation project of the family restrooms and locker rooms is on schedule. However, the
pool replastering project has experienced some conditions that will delay completion of the
project by a few weeks.
During the demolition phase of the pool replastering project, it was discovered that the
underlying condition of portions of the in-pool drain system were structurally compromised and
that additional renovation work, unforeseen at the time the project was designed, would have
to be completed.

In mid-December 2024, California Waters Development, Inc., staff, and the project's design
architect reviewed several options for remedying the unforeseen condition and determined
that rebuilding a portion of the gunite shell underlying the pool tile and plaster was necessary.
The contractor estimated the additional work would extend the project completion date by
approximately three weeks.
A contract change order has been prepared providing direction to the contractor to complete
the unforeseen, but necessary, work. It is anticipated that the aquatic center will remain closed
until the pool replastering project is complete. The tentative reopening date is currently mid-
March 2025.
Next Steps
Staff will coordinate with the Communication & Engagement Department to prepare public
notifications of the project delay and the revised schedule for reopening the Alga Norte Aquatic
Center. Those notifications will be distributed by the end of January 2025.
