Dec. 2, 2024, 4 p.m.
CALL TO ORDER: 4:00 p.ni.
ROLL CALL: Coelho, Fowler, Penseyres, Newlands, Kohl.
Absent: Proulx.
PLEDGE OF ALLEGIANCE: Chair Coelho led the Pledge of Allegiance.
Commissioner Proulx joined the meeting at 4:01 p.m.
APPROVAL OF MINUTES:
Minutes of Regular Meeting held on Nov. 4, 2024.

Motion by Commissioner Newlands, seconded by Commissioner Kohl, to approve the minutes
of the Regular Meeting held on Nov. 4, 2024, as presented. Motion carried, 6/0.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
DEPARTMENTAL REPORTS:
1. RESTRICTING OVERNIGHT PARKING ON GARFIELD STREET-Support staff's recommendation
to the City Council to introduce an ordinance amending Title 10, Chapter 10.40 of the
Carlsbad Municipal Code by adding Section 10.40.304 to restrict overnight parking on both
sides of Garfield Street from the 2600 to 2800 blocks between the hours of 11 p.m. and 5
a.m. (Staff Contact: Sergeant Travis Anderson, Police Department).
Staff's Recommendation: Support staff's recommendation.
Sergeant Travis Anderson presented the report and reviewed a PowerPoint presentation
(on file in the Office of the City Clerk).
The Commission received the PowerPoint presentation by Sergeant Anderson.
In response to Commissioner Kohl's inquiry regarding the potential effects of enforcement
on the Police Department, Sergeant Anderson responded that, as the restrictions are only
enforced between the hours of 11 p.m. and 5 a.m., calls for service typically decrease at
night and that over time with the addition of signage, the restriction will become more
widely known.

Commissioner Newlands expressed concerns about voting before considering feedback
from the community meeting scheduled for Dec. 17, 2024.
Commissioner Proulx agreed, emphasizing the importance of incorporating community
feedback before making a decision.
In response to Chair Coelho's inquiry regarding other available parking areas, Sergeant
Anderson explained that each area is different and would require further research.
In response to Commissioner Kohl's inquiry regarding whether permit parking was
considered as an option, Sergeant Anderson responded that he is unsure if permit parking
was considered but would provide more information at a later meeting.
Chair Coelho commented on his concerns that restricting parking on Garfield Street will
only result in moving the issue to another area.
Transportation Director/City Engineer Tom Frank explained that if permit parking was
selected as the method to restrict parking, the city would have to proceed through the
Coastal Development permit process.
In response to Chair Coelho's inquiry regarding whether students at the Army & Navy
Academy park along Garfield Street, Sergeant Anderson responded that he is unsure.
Commissioner Kohl commented that the City of Encinitas has several projects where
permit parking has been successful.
In response to Vice-Chair Fowler's inquiry regarding whether the item can be brought
back to the Commission with the addition of community feedback before it is presented
to City Council, Transportation Director/City Engineer Frank responded that it is possible
to bring the item back, but it may cause a delay to implement the parking restrictions.
Deputy City Manager Paz Gomez spoke about the time line of events if the Commission
would like the item brought back to the next meeting with community feedback. She
explained that the community meeting is scheduled for Dec. 17, 2024, the next
Commission meeting is scheduled for Jan. 6, 2025, and the next City Council meeting is
scheduled for Jan. 14, 2025.
Motion by Commissioner Kohl, seconded by Commissioner Proulx, to bring the item back
to the next meeting to consider additional feedback from an upcoming community
meeting. Motion carried, 5/0/1 (Penseyres -Recused).
2. SUSTAINABLE MOBILITY IMPLEMENTATION PLAN & MULTIMODAL TRANSPORTATION
IMPACT FEE STUDY: REVIEW OF PROPOSED PROJECTS -Receive an update and provide
input on the proposed projects for the Sustainable Mobility Plan Implementation Plan.

Staff's Recommendation: Receive the presentation and provide input.
Transportation Planning & Mobility Manager Nathan Schmidt presented the report and
reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
The Commissioner received the PowerPoint presentation by Transportation Planning &
Mobility Manager Schmidt.
In response to Commissioner Penseyres' regarding alternative funding other than the
Multimodal Transportation Impact Fee, Transportation Planning & Mobility Manager
Schmidt explained that the Multimodal Transportation Impact Fee will not fully fund all
projects identified in the SMP. The City will need to obtain additional grants and/or
external funding sources to fund the projects outlined in the SMP. Staff is working with a
consultant who is familiar with grant funding sources and programs that the city would be
eligible for.
Commissioner Penseyres' commented that he would like the project description that
proposed a tunnel under the freeway, connecting City Hall to Grand Avenue, included on
the list of projects.
In response to Commissioner Proulx's inquiry regarding whether these projects will be
brought back to the Commission individually and with cost information, Transportation
Planning & Mobility Manager Schmidt confirmed that they will be brought back and the
cost for each project will be included in the Multimodal Transportation Impact Fee Study.
Commissioner Penseyres requested that the term "protected bike lane" be replaced with
more correct terms, such as "Class 4," "cycle track," etc.
3. INCLUSION OF PARK DRIVE FROM WESTHAVEN DRIVE TO MONROE STREET AS AN
EXCEPTION INTO PHASE II OF THE CARLSBAD RESIDENTIAL TRAFFIC MANAGEMENT
PROGRAM -Support staff's recommendation to approve Park Drive from Westhaven Drive
to Monroe Street as an exception for inclusion into Phase II of the Carlsbad Residential
Traffic Management Program. (Staff Contact: Lindy Pham and Miriam Jim, Public Works
Department).
Staff's Recommendation: Support staff's recommendation.

reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
The Commission received the PowerPoint presentation by Associate Engineer Pham and
Senior Engineer Jim.

In response to Commissioner Proulx's inquiry regarding past incidents on Park Drive,
Associate Engineer Pham responded that collision data showed no reported collisions in
the past five years.
In response to Commissioner Proulx's inquiry regarding staff's recommendation for
inclusion of Park Drive into Phase II, Senior Engineer Jim explained that Phase II is focused
on working with the residents and staff recommend 50 percent of residents sign a petition
before inclusions to the CRTMP are brought to the Commission.
In response to Commissioner Penseyres' inquiry regarding the maximum speed recorded,
Associate Engineer Pham responded that the maximum speed was 47 mph.
In response to Vice-Chair Fowler's inquiry regarding cost, Senior Engineer Kim responded
that staff time and labor, including cost related to the neighborhood meeting, would be
the primary cost.
In response to Vice-Chair Fowler's inquiry regarding other options should the inclusion
request be denied, Senior Engineer Jim explained that staff can revisit the area at a later
time if the residents request a reevaluation, which would restart the process back to
Phase I of the CRTMP. City Traffic Engineer John Kim explained that the CRTMP was
specifically approved by City Council to address traffic calming concerns on residential
streets.
Motion by Commissioner Proulx, seconded by Commissioner Kohl, to approve staff's
recommendation. Motion carried, 6/0.
CITY TRAFFIC ENGINEER COMMENTS:
City Traffic Engineer John Kim spoke about an agenda item for the Dec. 3, 2024, City Council
meeting to approve an all-way stop control at the intersection of Adams and Hoover streets. He
explained that it was a minute motion made at City Council and staff has been directed to move
forward with the stop sign installation.
Transportation Planning & Mobility Manager Nathan Schmidt spoke about the three upcoming
commissioner appointments which will be confirmed by City Council at their Jan . 14, 2025,
meeting.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS :
In response to Commissioner Penseyres' inquiry regarding the all-way stop control at Adams and
Hoover streets, City Traffic Engineer John Kim explained that a minute motion was made at City
Council to proceed with the stop sign, and it was unanimously supported.
