Recommended Action
Provide feedback on the Paseo Del Norte Pedestrian and Bike Safety Improvements project,
Capital Improvement Program, Project No. 6115.
Background
In October 2022, the City Council adopted city’s first Local Roadway Safety Plan, or LRSP. The
LRSP is a data-driven traffic safety plan that uses a systematic approach to help enhance traffic
safety in the city. By analyzing citywide collision records from 2015 and 2019, intersections and
roadway segments with high collision frequencies were identified, and programmatic and site-
specific infrastructure safety countermeasures were recommended as part of the plan. With
the adopted LRSP, the city is qualified to apply for Highway Safety Improvement Program, or
HSIP, funding for safety improvement projects.
Paseo Del Norte south of Palomar Airport Road was identified as one of the segments with high
pedestrian collision frequencies in the LRSP, specifically in the vicinity of the Motel 6 and the
former Tip-Top Meat restaurant. Safety countermeasures were recommended to enhance
pedestrian safety in this area, including a high visibility crosswalk, a lane reduction on Paseo Del
Norte to calm traffic and reduce the potential for vehicle/pedestrian conflicts and buffered
bike lanes.
In November 2023, the city was successful in applying for HSIP funds and awarded funding in
the amount of $591,600 for the design and construction of the recommended improvements
along Paseo Del Norte between Palomar Airport Road to Camino Del Parque/Sea Gate Road to
enhance pedestrian and bike safety.

Discussion
Paseo Del Norte, stretching approximately 0.5 miles from Palomar Airport Road to Camino Del
Parque/Sea Gate Road, is classified as a Neighborhood Connector Street in the General Plan
Mobility Element. See Exhibit 1. This segment features a mix of land uses, including residential,
commercial, and industrial areas, along with some open spaces. The roadway has a posted speed
limit of 40 mph.
The roadway width along most of this segment is 64 feet, accommodating two 11-foot vehicular
travel lanes and a 5-foot bike lane in each direction along with a 10-foot two-way left-turn lane
in the center. As the road approaches Palomar Airport Road to the north, it widens to 84 feet to
accommodate two left-turn lanes at the signalized intersection.
This project will implement the recommended safety improvements on Paseo Del Norte
between Palomar Airport Road and Camino Del Parque/Sea Gate Road as outlined in the LRSP
to enhance pedestrian and bike safety in the area. These improvements include a high visibility
crosswalk in the vicinity of the Motel 6 and the former Tip-Top Meat, reducing the number of
vehicular travel lanes on this segment of Paseo Del Norte from four to two, add bike buffers
and widen existing bike lanes.
The proposed marked crosswalk features refuge islands and rectangular rapid flashing beacons
to enhance pedestrian safety by increasing driver awareness of pedestrian crossings at
mid-blocks. The refuge island will allow pedestrians to cross one direction of traffic at a time.
The number of lanes on Paseo Del Norte will be reduced from four to two 11-foot lanes. Lane
reduction on Paseo Del Norte would calm traffic as well as reduce conflicts at the proposed
crosswalk. In addition, reducing the number of vehicular lanes allows repurposing of a portion
of the roadway for bike lane enhancements, widening of the existing bike lane from 5 feet to 8
feet with the addition of an 8-foot buffer separating the bike lane from vehicle lane in each
direction. The lane reduction will not extend to the signalized intersection of Paseo Del Norte
and Palomar Airport Road and traffic capacity at this intersection will be preserved. Green paint
bike lane treatment will also be added to conflict areas to enhance visibility of cyclists. The 60%
design plans for this project are included in Exhibit 2.
Policy 3-P.15 of the Mobility Element states that, “City Council shall have the sole discretion to
approve any such road diet or vehicle traffic calming improvements that would reduce vehicle
capacity to or below a LOS D. . . .” A roadway segment capacity analysis was performed for the
proposed lane reduction on Paseo Del Norte between Palomar Airport Road and Camino Del
Parque/Sea Gate Road using traffic counts collected in August 2022, Exhibit 3. The roadway
segment analysis utilized methodology in accordance with the City of Carlsbad Service Volume
Tables Report and the Highway Capacity Manual to evaluate the segment under Existing
Conditions and Conditions with Proposed Modifications. Table 1 below summarizes the
roadway segment analysis results. Under Existing Conditions, the study segment of Paseo Del
Norte has a roadway capacity of 1740 vehicles during peak hour travel and the roadway
operates at a LOS C during the AM and PM peak hours. With the proposed lane reduction, the
study segment of Paseo Del Norte will have a roadway capacity of 1720 vehicles during peak
hour and will continue to operate at LOS C during the AM and PM peak hours.

Next Steps
Following the Traffic Safety & Mobility Commission’s review, staff will update the project plans
based on the feedback received. Once the plans are finalized, staff will present the final design
plans to the Commission for final review and recommendations to the City Council for approval
and as authorization for the City Clerk to advertise for construction bids for the project.

OF WORKER PROTECTION FROM THE HAZARD OF CAVING GROUND DURING THE
EXCAVATION OF SUCH TRENCH OR TRENCHES OR DURING THE PIPE INSTALLATION
THEREIN. THIS PLAN MUST BE PREPARED FOR ALL TRENCHES FIVE FEET (5') OR
MORE IN DEPTH AND APPROVED BY THE CITY ENGINEER AND/OR CONCERNED
AGENCY PRIOR TO EXCAVATION. IF THE PLAN VARIES FROM THE SHORING SYSTEM
STANDARDS ESTABI ISHED BY THE CONSTRI IC]ON SAFETY ORDERS ]Tl E 8

16. IF ANY ARCHAEOLOGICAL RESOURCES ARE DISCOVERED WITHIN ANY WORK ZONE
DURING CONSTRUCTION, OPERATIONS WILL CEASE IMMEDIAlELY AND THE
PERMITlEE WILL NOTIFY THE CITY ENGINEER. OPERATIONS WILL NOT RESTART
UNTIL THE PERMITTEE HAS RECEIVED WRITTEN AUTHORITY FROM THE CITY
ENGINEER TO DO SO.
17. ALL OPERATIONS CONDUCTED ON THE SITE OR ADJACENT THERETO, INCLUDING
WARMING UP, REPAIR, ARRIVAL, DEPARTIJRE OR OPERATION OF TRUCKS,
EARTHMOVING EQUIPMENT, CONSTRUCTION EQUIPMENT AND ANY OTHER ASSOCIATED
GRADING EQUIPMENT SHALL BE LIMITED TO THE PERIOD BETWEEN 8: 30 A.M. AND
3:30 P.M. EACH DAY, MONDAY THRU FRIDAY AND NO EARTHMOVING OR GRADING
OPERATIONS SHALL BE CONDUCTED ON WEEKENDS OR HOLIDAYS. (A LIST OF CITY
HOLIDAYS IS AVAILABLE AT THE ENGINEERING DEPARTIMENT COUNTER.) NO NIGHT
WORK UNLESS REQUESTED AND APPROVED BY THE CITY TRAFFIC ENGINEER.
18. ALL OFF-SITE HAUL ROUTES SHALL BE SUBMITTED BY THE CONTRACTOR TO THE
CITY INSPECTOR FOR APPROVAL TWO FULL WORKING DAYS PRIOR TO BEGINNING OF
WORK. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY DEBRIS OR DAMAGE
OCCURRING ALONG THE HAUL ROUTE OR ADJACENT STREETS AS A RESULT OF THE
GRADING OPERATION.
19. IMPORT MATERIAL SHALL BE OBTAINED FROM, AND WASTE MATERIAL SHALL BE
DEPOSllED AT, A SITE APPROVED BY THE CITY ENGINEER. THE CONTRACTOR
SHALL BE RESPONSIBLE FOR ANY DEBRIS OR DAMAGE OCCURRING ALONG THE HAUL
ROUTES OR ADJACENT STREETS AS A RESULT OF THE GRADING OPERATION.
20. THE EXISlENCE AND LOCATION OF UTILITY STRUCTIJRES AND FACILITIES SHOWN
ON THE CONSTRUCTION PLANS WERE OBTAINED BY A SEARCH OF THE AVAILABLE

Traffic Commission and City Attorney:
The project in this item includes a "road diet" on a large segment of
Paseo Del Norte (reduction of two vehicular travel lanes in each
direction to one travel lane in each direction). Given the peak vehicle
volumes, that part of the project is fine. However, the width of the
shared (two-way) center left turn lane has been reduced to just 10 feet.
Large vehicles with mirrors are up to 10-1/2 feet in width, which is
wider than the lane itself. With oncoming traffic traveling at 40 mph,
this is a very poor and unsafe design.
Nearly every guideline in existence says that shared center turn lanes
on streets like this, ideally, should be 12 to 14 feet wide--but an
absolute minimum of 11 feet. The extra road width available as a result
of the road diet provides ample room for a safer shared center turn
lane. The current design includes extremely wide 8-foot bike lanes with
8-foot buffers on both sides. It would certainly not compromise bicycle
safety to reduce the bike lane width to, for example, 7 feet on each
side to accommodate a much safer 12-foot shared center turn lane.
The city should be held liable for this ongoing trend to experiment with
extremely narrow shared center turn lanes on moderate to high-speed
streets, particularly when there is plenty of available road width to
make them safer.
