Sleeping rooms shall have a window or exterior door for emergency escape. Section R310. See sheet A4, bedroom #4 a) Windows must have an openable area of at least 5.7 square feet, with the minimum openable width 20" and the minimum openable height 24". b) The bottom of the clear opening shall not exceed 44" above the floor. Do not measure to the window sill. This generally applies to windows that have a height of 3' or less. See the figure below to see the correct method of measurement. Carlsbad CBR2018-1888 08/15/18 c) Such openings shall open directly into a public way or a court that opens to a public way (4-sided courts are prohibited). d) If such openings occur at a patio, the patio may not be enclosed. Appendix H, Section AH103.2. e) The emergency door or window shall be openable from the inside to provide a full, clear opening without the use of any keys or tools. f) For egress openings at window wells, refer to Section R310.2 for requirements. EXITS, STAIRWAYS, AND RAILINGS 6. Guards (Section R312): It appears the interior guardrail is being altered and a new rail is being installed as well, please comply with the following. a) Shall be installed along open-sided walking surfaces that are located more than 30" above the floor or grade below. b) Shall have a height of 42" (may be 34" along the sides of stairs). c) Openings between railings shall be less than 4". The triangular openings formed by the riser, tread and bottom element of a guardrail at a stair shall be less than 6". d) Shall be detailed to show capability to resist a concentrated load of 200 pounds in any direction along the top rail. Table R301 .5. 7. Handrails (Section R311 .7.8): Carlsbad CBR2018-1888 08/15/18 a) Shall be provided on at least one side of each stairway with four or more risers. b) Handrails and extensions shall be 34" to 38" above nosing of treads and be continuous. c) The handgrip portion of all handrails shall be not less than 1-¼ inches nor more than 2 inches in cross-sectional dimension. See Section R311.7.8.3 for alternatives. d) Handrails projecting from walls shall have at least 1-½ inches between the wall and the handrail. e) Ends of handrails shall be returned or shall have rounded terminations or bends. MECHANICAL 8. Show on the plans the location, type and size (Stu's) of all heating and cooling appliances or systems. PLUMBING 9. An instantaneous water heater is shown on the plans. Please include a gas pipe sizing design (isometric or pipe layout) for all gas loads. a) The gas pipe sizing for a tank type water heater shall be based upon a minimum 199,000 Btu gas input rating. Energy Standards 150.0(n). 10. Show the shower stall can accommodate a 30" circle and has a minimum floor area of 1,024 sq. in . CPC Section 408.6. 11. Provide a note on the plans: The control valves in showers, tub/showers, bathtubs, and bidets must be pressure balanced or thermostatic mixing valves. CPC Sections 408, 409, 410. 12. Specify on the plans: Water conserving fixtures : New water closets shall use no more than 1.28 gallons of water per flush, kitchen faucets may not exceed 1.8 GPM, lavatories are limited to 1.2 GPM, and showerheads may not exceed 1.8 GPM of flow. CPC Sections 407, 408, 411, 412. 13. Specify on the plans whether the existing house was built before or after 1994. For additions or improvements to a residence built before 1994, note on the plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons of water per flush, urinals that use more than one gallon of water per flush, showerheads that have a flow capacity of more than 2.5 gallons of water per minute, and interior faucets that emit more than 2.2 gallons of water per minute) shall be replaced. Certification of compliance shall be given to the building inspector prior to final permit approval. California SB407. Carlsbad CBR2018-1888 08/15/18 14. Include on the Title Sheet of the plans the following statement: "Compliance with the documentation requirements of the 2016 Energy Efficiency Standards is necessary for this project. Registered, signed, and dated copies of the appropriate CF1 R, CF2R, and CF3R forms shall be made available at necessary intervals for Building Inspector review. Final completed forms will be available for the building owner." 15. Note or provide the following design requirements for gas water heaters installed to serve individual dwelling units: ES 150.0(n) a) Gas piping sizing based upon a minimum input of 200,000 btu/hr. b) A condensate drain installed no higher than 2" above the base of the heater that also allows for gravity drainage. c) The "B" vent installed in a straight position from the room containing the water heater to the roof termination. (For future possible sleeving for high efficiency heater venting.) d) A 120 volt receptacle accessible to the heater installed within 3'. 16. Instantaneous water heaters shall have isolation valves on both the cold and the hot water piping leaving the water heater complete with hose bibs or other fittings on each valve for flushing the water heater when the valves are closed. ES 110.3 17. All domestic hot water piping to have the following minimum insulation installed: ½" pipe (1/2" insulation);¾" pipe (1" insulation); 1" to 1-½" pipe (1-½" insulation). CPC 609.11 & ES 150.0(j) a) Additionally, the½" hot water pipe to the kitchen sink, and the cold water pipe within 5' of the water heater both require 1" minimum insulation. ES 150.OG) Residential Energy Lighting Requirements: ES 150.0(k) 18. In bathrooms, garages, laundry rooms, and utility rooms at least one luminaire shall be controlled by a vacancy sensor. 19. Recessed can light fixtures shall be IC listed, air-tight labeled, and not be equipped with a standard medium base screw shell lamp holder. ES 150.0(k) 20. SFD outdoor lighting fixtures that are attached to a building are required to be high efficacy, be manually on/off switch controlled, and have both motion sensor and photocell control. See ES 150.0(k) 3 for additional control options. Residential ventilation requirements: ES 150.0(o)/ASHRAE 62.2 Carlsbad CBR2018-1888 08/15/18 21 . Kitchens require exhaust fans with a minimum 100 cfm ducted to the exterior. Detail compliance by including a complying exhaust fan or a ducted range hood to the exterior. 22. Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior. A bathroom is defined "as a room with a bathtub, shower, or spa or some similar source of moisture". STRUCTURAL 23. Increase in Forces Due to Irregularities for Seismic Design Categories D. For structures assigned to Seismic Design Category D and having a horizontal structural irregularity of Type 1a, 1b, 2, 3, or 4 in ASCE 7-10 Table 12.3-1 or a vertical structural irregularity of Type 4 in Table 12.3-2, the design forces determined from Section 12.8.1 shall be increased 25 percent for connections of diaphragms to vertical elements and to collectors and for connections of collectors to the vertical elements. Collectors and their connections also shall be designed for these increased forces unless they are designed for the load combinations with over strength factor of Section 12.4.3.2, in accordance with ASCE Section 12.10.2.1. Please review and revise structural calculation and coordinate with plans. 24. A full review of the structural calculations and S sheets will be conducted after above is resolved . ELECTRICAL 25. Show on the plan the amperage of the electrical service, the location of the service panel and the location of any sub-panels. If the service is over 200 amperes, submit a single line diagram, panel schedules, and provide service load calculations. MISCELLANEOUS 26.
