sions of the Contractor's License Law (Chapter 9
commencing with Section 7000 of Division 3 of
the Business and Professions Code) or that Is ex•
empt therefrom and the basis for the alleged ex•
emption. Any violation of Section 7031.5 by an ap-
plicant for a permit subjects the applicant to a
civil penalty of not more than live hundred dollars
($500).

Addendum to Limi ted Site Investigation

Dear Mr. Battaglia :
Reference is made to our Report of Limited Site Inve stigation, same
project number as above, dated January 10, 1980.
In accordance with your request, we have revisited s ubject property,
mor e specj_fically referred to as Lot 53 of La Costa Meadows Unit
No. 1, according to Map ther eof No. 6800 , in the City of Carls bad ,
State of California.
The purpose of this visit was to obtain soil samples to determine
the in-situ moisture content. The samples were tested i n the
laboratory as more fu l ly described on page L-1 hereto.
The r esults of the laboratory testing indica te that the soils on
subiect property at a dep th of 2½ feet have an in-&itu moisture
content of 31 .l i , and that the optimum moisture content of the same
material as determined in the laboratory is 11 .5%.

Dear Mr . Battaglia
At you r r equest we have conducted a limited sit e investigation of
subject property, which is more specifically referred to as Lot 53
of La Cost a Meadows Unit No. 1 according to Map thereof No. 6800 ,
in the Ci ty of Carlsbad, State of California.
I n o rder to accompl ish this purpose, the undersigned visited the
site , r e v iewed the t o pography and s i te cond it i o ns , and visually and
texturally classified the surface and near -surface soils.
1. From the inspection, it was determined that :
a. The natural topogr a phy of the general area may be des cribed
as sloping gently i n a sou ther ly d irect ion. Grad ing had
been a ccomplished i n the area to form level building pads,
a nd existing r esidences were observed o n adjacent lots north
and south of subject property.
b. A level buil ding pad approximately 130' x 65' was observed
o n s u bject property, and fill soils as much as 1 2 feet in
maxi mum depth was encoun tered i n the southerly portion of
t he property . I t i s o u r under standing that a soils report
cove ring the lots with in this subdivision was made on July
7 , 1 97 0, and addendum July 15 , 197 0 by William G. Catlin,
RCE 11579, under Project No. 7 0-4-IF of Benton Enginee ring ,
Inc ., a nd that subsequent grading and testing of fill soils
on the l ots were done under the supervision of a soils
e ngineer .

c . There were no evidence o f any loose fill soils dumped on
the site subsequent to the grading of the pads.
d. The upper soils encountered on the site consist of light tan
clayey fine to medium sand similar to those in the general
area considered to be highly expansive with respect to change
in volume with change in moisture content.
2. It is our conclusion that the proposed development can be
undertaken without failure or detrimental foundation movement
occurring as a result of structural loads imposed upon the
soils from the development as presently contemplated and without
unduly infringing on the rights of those who control the adjacent
properties and public rights of way if the conditions set f orth
below are adhered to:
a . In order to minimize the detrimental effects of the expansive
soils on foundation and slab, it is recommended that the
provi sions of Appendix III-H hereto be adhered to.
b. If additional grading is to accomplished on the prope rty, it
is recommended that the earthwork be accomplished in accordance
with the provisions of Appendix I-90 hereto, entitled
"Recommended Earthwo rk Specifications".
c. It is recommended that safe allowable soil bearing value s as
presented in the above-mentioned soils report prepared by
Benton Engineering Inc. be u sed for design of foundation
for the proposed structure. As an alternative, a safe allowable
soil bearing value of 1,000 pounds per square foot as presented
in Table 29-B of the Uniform Building Code for clay may be
used.
d. It is further recommended that the residence be constructed
in strict accordance with the approved plans and applicable
regulations, except where our recommendations contained in
para 2(a) to (c) above are more stringent.
There are no items, other than those mentioned a bove, considered
detrimental to the construction of residential structures.

RECOMMENDED EARTHWORK SPECIFICATIONS

Engineering Geologist
1. General Description. The objective is to obtain uniformity
and internal strength in filled ground by proven engineering
procedures and tests in order to provide a safe foundation
support for the proposed structures. The procedures include
the clearing and grubbing, removal cf existing structures,
preparation of land to be filled, processing the fill soils,
filling of the land, and the spreading and compaction of the
filled areas to conform with t he grades and slopes as shown
on the approved plans .
The owner or his authorized agent shall retain a qualified Soil
Engineer (herein referred to as Engineer) to inspect and test
the filled ground during placement to verify its uniformity
of compaction to the specified 90 percent of maximum dry den-
sity. The Engineer s hall advise the owner or his agent and
the grading contractor immediatel y if any unsatisfactory con-
ditions are observed to exist and shall have the authority to
reject·the compacted filled ground until the necessary correc-
tive measures are taken, in order to comply with the project
specifications. It shall be the sole responsibility of the
grading contractor to achieve the specified degree of compaction.
2. Cl earin g , Grubbing, a nd Preparing Areas to be Filled
(a) All structures, any vegetation not utilized in landscaping
and oth er biodegradable refuse shall be piled and removed ,
or otherwise disposed of as to leave the areas t o be filled
free of vegetation and debris. Any uncompacted filled ground
or loose compressible natural ground. shall be removed unless
the r eport recommends otherwise. Any unstable, soft, swampy,
or otherwise unsuitable areas shal l be corrected by draining
or removal , or both.
(b) Any septic or other buried tanks, if encountered, and debris
must be removed from the site prior to any building, grading
or fill operations. Septic tanks, including all connecting
drain fields and other lines, must be totally removed and
the resulting depressions properly reconstructed and filled
to the complete satisfaction of the Engineer .

(c) All water wells on the site which are to be abandoned shall
be capped in accordance with the regulations of the San
Diego County Health Department. The strength of the cap
shall be at least equal to the adjacent soil.
The final elevation of the top of the well casing must be
a minimum of 36 inches below the lowest adjacent grade
prior to any grading operations.
(d) The natural ground which is determined to be satisfactory
for the support of the filled ground shall then be plowed
or scarified to a depth of at least six inches, and until
the surface is free from ruts, hummocks, o r other uneven
features which would tend to prevent uniform compaction
by the equipment to be used.
(e) After the natural ground has been prepared, it shall then
be brought to the proper moisture content and compacted
to not less than 90 percent of maximum dry density in
accordance with the A.S.T.M. D1557-70 method which uses
25 blows of a 10 pound rammer falling 18 inches on each
of 5 layers in a 4-inch diameter 1/30 cubic foot cylin-
drical mold.
(f) Where fills are made on hillsides or exposed slope areas,
with gradients greater than 10 percent, horizontal benches
shall be cut into firm undisturbed natural ground in order
to provide both lateral and vertical stability (refer to
Figure 1). This is to provide a horizontal base so that
each layer is placed and compacted on a horizontal plane.
The initial bench at the toe of the fill shall be at least
10 feet in width on firm undisturbed natural ground at the
elevation of the toe stake placed by the surveyor. The
Engineer shall determine the width and frequency of all
succeeding benches which will vary with the soil conditions
and the steepness of slope.
3. Materials and Special Requirements
(a) The fill soils shall consist of select materials free from
vegetable matter , and other deleterious substances , and
shall not contain rocks or lumps greater than 6 inches in
diameter. Thi s may be obtained from the excavation of banks,
borrow pits or any other sources approved by the Engineer
and by mixing soils from one or more sources.
If excessive vegetation, rocks or soils with inadequate
strength or other unacceptable physical characteristics are
encountered, these shall be disposed of in waste areas as
shown on the plans or as directed by the Engineer.

(b) Placement of oversized rock (larger than 6 inches in di-
ameter) shall be performed under the supervision of the
Engineer. Figure 2 schematically illustrates some of the
areas where oversized rock may be placed. No rocks will
be allowed to "nest" and all void spaces must be carefully
filled with gravel and/or earth, and properly compacted.
(c) If, during grading operations, soils are found which were
not encountered and tested inthe preliminary investigation,
tests on these soils shall be performed to determine their
physical characteristics. Any special treatment recommended
in the preliminary or subsequent soil report not covered
herein shall become an addendum to these specifications.
(d) The testing and specifications for the compaction of sub-
grade, subbase and base materials for roads, streets,
highways, or other public property or rights-of-way shall
be in accordance with the standards of the governmental
agency having jurisdiction.
4. Placing, Spreading, and Compacting Fill Materials
(a) When the moisture content of the fill material is below
that specified by the Engineer, water shall be added in
the borrow pit until the moisture content is near optimum
to assure uniform mixing and effective compaction.
(b) When the Tfloisture content of the fill material is above
that specified by the Engineer, resulting in inadequate
compaction or unstable fill, the fill material shall be
aerated by blading and scarifying or other satisfactory
methods until the moisture content is near optimum as
specified.
(c) After processing, the suitable fill material shall be placed
in layers which, when compacted, shall not exceed six inches
(6"). Each layer shall _be spread evenly and shall be thor-
oughly mixed during the spreading to ensure uniformity of
material and moisture in each layer.
(d) After each layer has been placed, mixed and spread evenly,
it shall be thoroughly compacted to not l ess than the den-
sity set forth in paragraph 2 (e) above. Compaction shall
be accomplished with sheepsfoot rollers, multiple-wheel
pneumatic-rollers, or o ther approved types of compaction
equipment, such as vibratory equipment that is specially
designed for certain soil types. Rollers shall be of such
design and maintained to such a level that they will be
able to compact the fill material to the specified density.
Tamping feet of sheepsfoot rollers shall be maintained such
that the soil will be compacted rather than s heared by the
roller. Rolling shall be accomplished while the fill mate-
rial is at the specified moisture content.

Rolling of each layer shall be continuous over its entire
area and the rollers shall make sufficient trips to insure
that the specified density has been obtained. Rolling shall
be accomplished in a planned procedure such that the entire
areas to be filled shall receive uniform compactive effort.
(e} The surfaces of the fill s lopes shall be compacted by
means of sheepsfoot rollers or other suitable equipment.
Compacting operations shall be continued until the slopes
are stable as determined by the Engineer and until there
is no appreciable amount of loose soil on the slopes.
Compacting of the slopes shall be accomplished by back-
rolling the slopes in increments of 3 to 5 feet in eleva-
tion gain or by other methods producing satisfactory re-
sults.
(f} Field d ensity tests shall be taken for every two feet in eleva-
tion gain, after compaction, but may be taken at more frequent
intervals (less than 24 inches in elevation gain) if required
by the Engineer. The location of the tests in plan shall
be so spaced to give the best possible coverage and shall
be taken no farther apart than 100 feet . Test s shall be
taken on corner and terrace lots for each two feet in eleva-
tion gain. The Engineer ma y take additional tests as con-
sidered necessary to check on the uniformity of compaction .
Where sheepsfoot rollers are used, the tests shall be taken
in the compacted material below the disturbed surface .
No additional layers of fill shall be spread until the
field density tests indicate that the specified density
has been obtained.
(g} The fill operation shall be continued in six-inch compacted
layers as specified above, until the fill has been brought
to the finished slopes and grades as s hown on the approved
grading plans.
5. Inspection. Sufficient inspection by the Engineer shall be
maintained during the filling and compacting operations so that
he can verify that the fill was constructed in accordance with
the accepted specifications.
6. Se asonal Limits . No fill material s hall be placed , spread, or
rolle d if weath0r conditions increase the moisture content above
permissible limits. When the work i s interrup t ed by rain, fill
operations shall not be resumed until field tests by the Engineer
indicate that the moisture content and density of the fill mate-
rials are as previously specified.
7. Limiting Values of Non-expansive Soils. Those soils which expand
3.0 percent or less from air-dry to saturation under a unit load
of 150 pounds per square foot a r e conside red to be non-expansive.
8. All recommendations presented in the attached report are a part
of these spec ifications .

RECOMMENDED FOUNDATION AND SLAB DESIGN SPECIFICATIONS
HIGHLY EXPANSIVE SOILS
For soils that are highly expansive with respect to change in volume
with change in moisture content, there is no economical way to abso-
lutely prevent movement if there is a change in soil moisture con-
tent. Insofar as it is practicable, a stable soil moisture content
should be established and maintained throughout the life of the
structures. It is usually not practical to maintain a completely
stable moisture content. Therefore , in order to minimize the un-
desirable effects of the expansive soils on the structures, if these
soils are placed or allowed to remain within the upper three feet
below finish grade, it is recommended that the following special
precautions be exercised in design and construction of slabs and
foundations .
a. Avoid the u se of i solated interior piers where possible. Con-
tinuous interior and exterior footings should be used through-
out and these should be placed at a minimum depth of 2 feet
below the lowest adjacent exterior final ground surface .
b . Reinforce and interconnect continuously with steel bars all in-
terior and exterior footings with one #5 bar at 3 inches above
the bottom of all footings and one #5 bar placed l ½ inches
below the top of the foundation stems for frame floors or top
of slab for slab-on-grade construction.
c. Insofar as practicable, maintain the moistur e at 1 to 4 percent
greater than optimum in the soil below the building to a depth
of 3 feet below finish grade prior to placing concrete. It is
to be noted that large amounts of moisture should not be added
immediately prior to placing the concrete. This will result in
expansion of the soil against the uncured concrete which could
cause some damage.
d. In buildings where it is practical to permit independent move-
ment of slabs with respect to foundations , such as in garages
and warehouses, these slabs should be separated from the foun-
dations by ½-inch thickness of construction felt or equivalent.
Especial care should be exercised to assure that the separation
e xtends to the fu ll depth of the thickened edges of s l abs and
that door stops attached to the building clear the slabs by at
least one inch.

e. Use raised self-supporting floors that span between continuous
footings or reinforce all concrete slabs on grade with 6x6-
10/10 welded wire fabric.
f. Provide a minimum of 4 inches of clean sand beneath all concrete
slabs. Provide a moisture barrier 2 inches below slabs in areas
that receive flooring which might be adversely affected by cap-
illary moisture.
As an alternative, if the project loan is to be guaranteed by
the F.H.A., provide 4 inches of gravel overlain by a moisture
barrier which in turn is overlain by 1 inch of sand under con-
crete slabs on grade.
g. Provide positive drainage (minimum 2 percent) away from all peri-
meter footings to a horizontal distance of at least 5 feet out-
side the building perimeter.
