Recreation Commission

Recommended Action
Adopt resolutions appointing two members to the Parks & Recreation Commission.
Executive Summary
The City Council is being asked to appoint two members to the Parks & Recreation Commission.
The Parks & Recreation Commission performs the following duties:
•Makes recommendations to the City Council
•Advises the City Council in matters pertaining to the creation, operation, maintenance,
management and control of community recreation programs, of playgrounds and indoor
and outdoor recreations, activities and facilities
•Advises and makes recommendations to the City Council on matters pertaining to
planting, trimming, pruning, and care of all trees, shrubs or plants and to the removal of
all objectionable trees, shrubs and plants in and upon any park of the city
•Reviews tree-related issues and determines the needs of the city with respect to its tree
planting, replacement, maintenance and preservation programs
•Makes recommendations to the City Council on policies, regulations or ordinances
pertaining to the care and protection of public trees and the selection of specific species
of trees for designation along city streets, including the development of a community
forest management plan for the city
•Hears appeals from decisions of the City Manager acting through the Parks & Recreation
Director or designee, regarding the planting or removal of street trees
The commission consists of seven members appointed by District Council Members and the
Mayor. In this case, the Council Member representing District 2 and the Council Member
representing District 4 shall nominate one individual each to serve on the commission.
Members must be residents of Carlsbad and normally serve four-year terms, unless appointed
to fill an unexpired term.

Explanation & Analysis
Commissioner Joe Gisbert was appointed to the Parks & Recreation Commission in May 2023 to
fill the unexpired term of Commissioner Michael Luna ending in December 2024. Commissioner
Gisbert is eligible for and is seeking reappointment for a term ending in December 2028.
Commissioner Julie Knight was appointed to the Parks & Recreation Commission in January
2024 to fill the unexpired term of Commissioner Michael Sebahar ending in December 2024.
Commissioner Knight is eligible for and is seeking reappointment for a term ending in
December 2028.
The City Clerk’s Office received 21 applications from residents wishing to serve on the Parks &
Recreation Commission. In keeping with City Council Policy No. 88, the representative Council
Members from District 2 and District 4 have chosen the following four applicants to advance in
the process and interview with the full City Council:

Exhibit 3 contains the applications of the applicants moving forward in the interview process.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

Members of the Parks & Recreation Commission are subject to the provisions of California’s
Political Reform Act of 1974 and must file statements of economic interest each year and

Next Steps
Following the appointment of two members to the Parks & Recreation Commission, the City
Clerk’s Office will update the commission’s roster and coordinate the oath of office and the
filing of the appointee’s statements of economic interest, ethics training certificate and
workplace harassment prevention training.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.

Interest
I am currently serving on the PRC commision as an appointed commissioner and have been since Jan/Feb
2024. I was appointed after applying in Jan 2024 for the commissioner seat that was being vacated prior to
the end of their term. I have already taken the ethics course as well as posted my financial information.
Over these past 6 months, I have become familiar with the commission's 5 year plan, our parks and their
programs and gotten to know the other commissioners and PRC staff. I wish to be reappointed to my
current role for a full 4-year term at the end of this term which is Dec 2024.** The PRC recently
recommended the Robertson Ranch Park designs for the City Council's approval. I am proud to have been
part of that process. I have learned very much these past six months and feel like I'm just getting started,
so I wish to be reappointed for a full 4-year term with the PRC.
Please describe your educational background
High School and Community College, Portland, Oregon. Background is in construction, real estate
development and property management, as well as 15 years in assisted living development, including
feasibility, administration, marketing and sales.
Please describe relevant experience
I am a passionate outdoor enthusiast and participate actively in Carlsbad. My husband and I moved to
Carlsbad 15 years ago from San Francisco, and we absolutely love the vibe, the people, the local activity, the
parks, trails and community involvement in everything Carlsbad. We live next to Aviara Park and feel
blessed by all the opportunities there. Our parks and trails are exceptional and we are familiar with many of
them and looking forward to exploring more parks and trails. My career background in real estate,
development and construction give me an edge on understanding the issues at hand.
Please describe your current or past community involvement
For 10 years, I have been actively involved in the City of Carlsbad's Cultural Arts Dept. as a volunteer in 3
very popular and beloved arts instruction programs for school children in Carlsbad and from a few
surrounding areas. This involves up to 8+ volunteer hours per week from October through May of each
school year, including the Leo Carrillo arts program enjoying 4th graders learning art skills and techniques.
I have also enjoyed volunteering at the fun Pop-up-arts programs at the Carlsbad Dove Library Children's
Garden.

I have enjoyed my ongoing volunteering experiences with the City of Carlsbad these past 10 years Being
involved with such talented people, enthusiastic and adventurous school age children, and our wonderful
and innovative programs is a daily inspiration. I am ever inspired to continue volunteering as long as I can.

Recreation plans and programs.

I am currently a Commissioner on the Carlsbad Parks and Recreation Commission. Previously I worked 4

and am a Tennis and Pickleball player.

For the past six years I have been helping serving meals at the Carlsbad Community Center. Before moving
to Carlsbad I delivered "Meals on Wheels" for the Torrance Chapter for 4 years. I was also on the Board of

Eucharistic Minister for the Saint Lawerence Martyr Church for 5 years.
