Executive Summary The City Council is being asked to appoint two members to the Community-Police Engagement Commission. The purpose of the commission is to provide a cooperative and collaborative forum for the community and police leadership to learn and discuss the challenges of modern-day policing and provide a community perspective about public safety challenges. The commission works collaboratively with the Police Chief to provide advice, support, and recommendations relating to current or newly considered policies and programs with an overarching goal of building trust and fostering strong police-community relations. Persons with ongoing litigation against the city related to police matters are ineligible to serve on the commission. In addition, current Carlsbad Police Department employees and their parents or children are ineligible to serve on the commission. The Community-Police Engagement Commission consists of five members appointed by District Council Members and the Mayor. In this case, the Council Member representing District 2 and the Council Member representing District 4 shall nominate one individual each to serve on the commission. Members must be residents of Carlsbad and normally serve four-year terms, unless appointed to fill an unexpired term. Explanation & Analysis Commissioner Taffy Cannon was appointed to the Community-Police Engagement Commission in March 2023 with a term ending in December 2024. Commissioner Cannon is eligible for and is seeking reappointment for a term ending in December 2028. Jan. 14, 2025 Item #8 Page 1 of 14 Commissioner Dan Frazee was appointed to the Community-Police Engagement Commission in March 2023 with a term ending in December 2024. Commissioner Frazee is eligible for and is seeking reappointment for a term ending in December 2028. The City Clerk’s Office received nine applications from residents wishing to serve on the Community-Police Engagement Commission. In keeping with City Council Policy No. 88, the representative Council Members from District 2 and District 4 have chosen the following four applicants to advance in the process and interview with the full City Council: District 2 Representative Finalists • Steven Gish – District 2 • Taffy Cannon – District 1 District 4 Representative Finalists • Dan Frazee – District 4 • Steven Gish – District 2 Exhibit 3 contains the applications of the applicants moving forward in the interview process. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body must prepare a Local Appointments List, which contains the appointive terms of Board and Commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. The current members of the Beach Preservation Commission are: Commissioner District Patrick Connolly 1 Terri Novak 3 Michael Zepeda, Jr. 1 Members of the Community-Police Engagement Commission are subject to the provisions of California’s Political Reform Act of 1974 and must file statements of economic interest each year and complete ethics training and workplace harassment prevention training every two years. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of two members to the Community-Police Engagement Commission, the City Clerk’s Office will update the commission’s roster and coordinate the oaths of office and the filing of the appointees’ statements of economic interest, ethics training certificate and workplace harassment prevention training. My late brother was an officer with a suburban Chicago department and various other Midwestern relatives are and have been sworn officers and corrections officers. As a 35 year Carlsbad resident, I've watched the town become a city and continue to monitor the growth of a very special community. Additional information or comments It has been a rare and exciting experience to participate in the foundation of the CPEC, determining how the organization can best serve both community and PD. We have learned so much in the brief period since our first official meeting in October 2023, and I think it is important to carry that momentum and my training forward into an additional term. My re-appointment to the CPEC would be an efficient and effective way to build on the information and background already established to further advance and improve the Commission. I am a retired pilot and airport executive, having served in the US military for 23 years, and as a Director at San Diego International Airport for 12 years. It feels like just yesterday that the CPEC began its work, which is very close to true. The initial appointments were made in April 2023, our first organizational meeting was in July 2023 and the first official meeting was just over a year ago in October 2023. We meet quarterly. In that brief period, the five original members have experienced orientations, ride-a longs, Homeless Outreach Team orientations, state and local trainings, and other CPD activities around the community. We have developed a Work Plan from scratch and learned about important aspects of the department at every meeting. With all this background, it seems short-sighted and inefficient not to allow the two members of the CPEC who were chosen as initial two-year members to continue the work we have begun. I ask your approval for my reappointment, and would be happy to discuss any aspect of the CPEC and my participation with you at your convenience. I can also explain --I think --how this resident of District 1 was actually appointed to represent District 2.
