Recommended Action
Adopt resolutions appointing three members to the Traffic Safety & Mobility Commission.
Executive Summary
The City Council is being asked to appoint three members to the Traffic Safety & Mobility
Commission.
The Traffic Safety & Mobility Commission studies all matters concerning mobility and traffic
safety, including implementation of the General Plan Mobility Element, and makes written
recommendations to the City Council and Planning Commission regarding measures that should
be taken to promote mobility and traffic safety within the city.
The Traffic Safety & Mobility Commission consists of seven members appointed to four-year
terms by district Council Members and the Mayor. In this case, the Mayor, the Council Member
representing District 2 and the Council Member representing District 4 shall nominate one
individual each to serve on the commission. Members must be residents of Carlsbad and
normally serve four-year terms, unless appointed to fill an unexpired term.
Explanation & Analysis
Commissioner Josh Coelho was appointed to the Traffic Safety & Mobility Commission in
August 2021 to fill the expired term of Commissioner Chuck Hunter. Commissioner Coelho is
eligible for and is seeking reappointment for a term ending in December 2028.
Commissioner Bill Fowler was appointed to the Traffic Safety & Mobility Commission in January
2018 to fill the unexpired term of Commissioner Fred Muir ending in July 2021. Commissioner
Fowler was reappointed in August 2021. Commissioner Fowler is not eligible for
reappointment, leaving a scheduled vacancy for a term ending in December 2028.
Commissioner Philip Armstrong was appointed to the Traffic Safety & Mobility Commission in
July 2024 to fill the unexpired term of Commissioner Verenice Garcia ending in December 2026.

Commissioner Armstrong resigned from the Traffic Safety & Mobility Commission in October
2024, leaving an unscheduled vacancy with a term ending in December 2026.
The City Clerk’s Office received seven applications from residents wishing to serve on the Traffic
Safety & Mobility Commission. In keeping with City Council Policy No. 88, the Mayor and
representative Council Members from District 2 and District 4 have chosen the following five
applicants to advance in the process and interview with the full City Council:

The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

Next Steps
Following the appointment of three members to the Traffic Safety & Mobility Commission, the
City Clerk’s Office will update the commission’s roster and coordinate the oaths of office and
the filing of the appointees’ statements of economic interest, ethics training certificates and
workplace harassment prevention training.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.

Interest
Transportation is evolving as robotaxis and personal autonomous vehicles come to market. Carlsbad
citizens will benefit from the mobility and accessibility these vehicles offer, but it is crucial to proactively
address the safety challenges these technologies will introduce. As a researcher in autonomous vehicles, I
understand the complexities of mixing human-driven cars with AI-driven robots on the same roads. I
regularly evaluate safety scenarios and lead engineering teams that develop risk-minimizing strategies. I
also have a personal interest in safe, efficient driving in Carlsbad each time I transport my four children to
local activities. I have seen the positive impact of safety-inspired steps taken by Carlsbad, from the “Slow
Down Carlsbad” campaign to the speed humps recently installed within my neighborhood. I believe my
unique blend of technical expertise and deep-rooted interest in keeping our roads safe will make me a
valuable collaborator on this commission.
Please describe your educational background
I earned a PhD in Materials Engineering from UC Santa Barbara in 2009, based on my design and
experimental work to create a novel network communication device. This research involved analyzing highly
complex problems, designing and conducting unique experiments to test hypotheses, and developing
innovative strategies to interpret and explain trends in data. I collaborated extensively with experts,
strengthened my findings through peer review, presented the refined results in scientific journals, and built
a foundation of analytical and collaborative problem-solving skills. This foundation will be valuable when
addressing the multifaceted challenges faced by the Traffic Safety and Mobility Commission.
Please describe relevant experience
As an Engineering Manager at an autonomous vehicle company, I specialize in developing camera-based
safety systems that help AI complete crucial tasks like identifying pedestrians at night. This involves
rigorous data analysis to identify and implement strategies that close safety gaps. I can leverage this
investigative spirit to help the commission critically evaluate proposals for deploying autonomous vehicles
in Carlsbad, ensuring detailed consideration of both safety and public interest. Beyond technical expertise,
I possess strong leadership and teamwork skills. I have successfully planned and executed complex projects
on-time, fostering effective partnerships and consensus across different teams or groups. I believe strongly
in the power of listening to my team members and embracing their contributions to achieve shared
objectives. These skills are invaluable in a public service role and will enable me to effectively communicate
with the commission, city staff, and the public.
Please describe your current or past community involvement
Service to my local community has been a part of my life since my youth. Specific examples include:
participating in a public garden space restoration project in Santa Barbara; working the conveyor belt in a
peach canning factory to provide low-cost food options; teaching free English classes to foreign speakers;
and executing an Eagle Scout project in which I worked with local businesses to gather donations and fill
school-supply backpacks for low-income students in my city. Most recently, my focus has revolved around
volunteering as a chaperone for off-campus events at my children’s elementary school here in Carlsbad.
These varied experiences have expanded my understanding of the diversity of socioeconomic experiences
within a community and the willingness of community members to contribute when presented with specific
and structured opportunities to serve.

Additional information or comments
As a remote worker, I have the flexibility to reside almost anywhere within the Continental US. When my
wife and I began contemplating a relocation several years ago, we exhaustively researched various
locations, consulted “best places to live” articles, and carefully weighed pros and cons. In spite of the high
cost of living, Carlsbad consistently rose to the top of these evaluations and, after visiting in person, the
decision was easy. I would welcome the opportunity to more fully integrate into and give back to this great
community as a member of the Traffic Safety and Mobility Commission. Thank you for your consideration of

I currently serve as the Chair of the Traffic Safety and Mobility Commission and would like to continue my
work ensuring that Carlsbad has safe, reliable and free moving streets for it's citizens. There are many
improvements that we can still make in the safe routes to school program, Residential Traffic Management
Program, and our streets in general.

Interest
Life long resident of Carlsbad - having moved away and returned a few times, I have a love for Carlsbad and
our streets but as we have connected to other cities, added more homes, and the world has made
advancements in transportation- we have added problems to the scope of our road ways. Many years ago I
worked for a traffic engineering firm so I have a grasp of the basics regarding traffic and mobility. As a
father to a wonderful daughter and two dogs--- I have a vested interest in seeing our city focus on traffic
and mobility for their safety and everyone like them.

I am a proponent of the recent focus on pedestrian safety and flow of cars using traffic circles and
encroaching curbs and lights to draw attention to cross walks and intersections. The cost to benefit is
obvious and I think we can continue to investigation and pursue strategies that ultimately prevent
pedestrian accidents or deaths.

My family and I moved to Carlsbad in 2020 and are raising our children here. I have a vested interest in the
community and want to use my experiences and educational background to give back to the community
further.

Please describe relevant experience
I am currently working in Transmission Planning for SDG&E supporting developers integrate their
renewable energy projects into the transmission system. I worked as a Capital Portfolio Manager for
SDG&E prior, supporting substation and energy storage projects. I also had worked for the CM/GC on the
Mid-Coast Light Rail Extension project, extending the San Diego MTS Blue Line from Old Town to UTC. The
majority of my work experience was in the steel industry, working in a variety of strategic capital planning,
operations, and maintenance roles in two facilities in New Jersey and California.
