Introduce an ordinance amending Carlsbad Municipal Code Section 1.15.040 – Campaign
contribution limits to reflect adjustments calculated on the total change in the California
Consumer Price Index for All Urban Consumers for the San Diego region since the last
adjustments were made.
Executive Summary
The City Clerk is required to adjust the city’s limit on campaign contributions every odd-
numbered year in January to reflect any increase or decrease in the California Consumer Price
Index for All Urban Consumers for the San Diego region, in accordance with Subsection (C) of
Carlsbad Municipal Code Section 1.15.040 – Campaign contribution limits.
Explanation & Analysis
Under Section 1.15.040(C), adjustments to the contribution limitations provisions are to be
calculated based on the total change in the Consumer Price Index for All Urban Consumers for
the San Diego region since the last adjustment was made and rounded to the nearest $100.00.
The City Council adopted Ordinance No. CS-443 on Feb. 7, 2023, setting the current campaign
contribution limits in the Carlsbad Municipal Code as follows:
Section 1.15.040(A) A person shall not make to a candidate for City Council, and a
candidate for City Council shall not accept from a person, a
contribution totaling more than $1,000 per election
Section 1.15.040(B) A person shall not make to a candidate for Mayor, City
Treasurer or City Clerk, and a candidate for Mayor, City
Treasurer or City Clerk shall not accept from a person, a
contribution totaling more than $3,300 per election

The Consumer Price Index for All Urban Consumers for the San Diego region was 348.15 as of
November 2022 and 375.86 as of November 2024. This represents an increase over the two-
year period of 27.72 points or 8%. The November 2024 figure is used because it is the most
recent statistic available to effectuate changes for the following year.
Due to this change, the new campaign contribution limits stated in the Carlsbad Municipal Code
will be as follows:
Section 1.15.040(A) A person shall not make to a candidate for City Council, and a
candidate for City Council shall not accept from a person, a
contribution totaling more than $1,100 per election
Section 1.15.040(B) A person shall not make to a candidate for Mayor, City
Treasurer or City Clerk, and a candidate for Mayor, City
Treasurer or City Clerk shall not accept from a person, a
contribution totaling more than $3,600 per election
Fiscal Analysis
The existing fiscal year 2024-25 budget for the City Clerk’s Office includes sufficient funding for
the cost of amending and adding these code provisions.
Next Steps
The City Clerk will prepare the introduced ordinance for adoption at the next regular City
Council meeting. Once adopted, the City Clerk will publish the ordinance or summary of the
ordinance in a newspaper of general circulation within 15 days. The ordinance will be effective
30 days following its adoption.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING CARLSBAD MUNICIPAL CODE SECTION 1.15.040 –
CAMPAIGN CONTRIBUTION LIMITS TO ADJUST CONTRIBUTION LIMITS TO
REFLECT AN INCREASE IN THE CALIFORNIA CONSUMER PRICE INDEX FOR ALL
URBAN CONSUMERS FOR THE SAN DIEGO REGION
WHEREAS, California Government Code Section 85702.5, subdivision (a), authorizes the City
Council to adopt campaign contribution limits applicable to elective city offices; and
WHEREAS, the City Council wishes to maintain local control over local elections; and
WHEREAS, on Feb. 7, 2023, the City Council adopted Ordinance No. CS-443 setting the current
campaign contribution limits as follows:
CMC 1.15.040(A) A person shall not make to a candidate for City Council, and a
candidate for City Council shall not accept from a person, a
contribution totaling more than $1,000.00 per election
CMC 1.15.040(B) A person shall not make to a candidate for Mayor, City
Treasurer or City Clerk, and a candidate for Mayor, City
Treasurer or City Clerk shall not accept from a person, a
contribution totaling more than $3,300.00 per election
WHEREAS, Carlsbad Municipal Code Section 1.15.040(C) requires the City Clerk to adjust the
contribution limitations provisions in January of every odd-numbered year to reflect any increase or
decrease in the California Consumer Price Index for All Urban Consumers (CPI-U) for the San Diego
region.
NOW, THEREFORE, the City Council of the City of Carlsbad, California, ordains that:
1. The above recitations are true and correct.
2. Carlsbad Municipal Code Section 1.15.040 is amended to read as follows:
1.15.040 Campaign contribution limits.
A. A person shall not make to a candidate for city council, and a candidate for city council shall not accept from
a person, a contribution totaling more than $1,100 per election.
B. A person shall not make to a candidate for mayor, city treasurer or city clerk and a candidate for mayor, city
treasurer or city clerk shall not accept from a person, a contribution totaling more than $3,600 per election.
C. The city clerk shall adjust the contribution limitations provisions in subsections (A) and (B) in January of every
odd-numbered year to reflect any increase or decrease in the California Consumer Price Index for All Urban
Consumers (CPI-U) for the San Diego region. Those adjustments shall be calculated based on the total
change in the CPI-U, San Diego region, since the last adjustment was made and shall be rounded to the
nearest $100. The city clerk shall post the adjusted contribution limit to the city’s website.

EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption, and the City
Clerk shall certify the adoption of this ordinance and cause the full text of the ordinance or a summary
of the ordinance prepared by the City Attorney to be published at least once in a newspaper of general
circulation in the City of Carlsbad within fifteen days after its adoption.

Consumer Price Index, San Diego Area — November 2024
Area prices were down 0.1 percent over the past two months, up 2.6 percent from a year ago
Prices in the San Diego area, as measured by the Consumer Price Index for All Urban Consumers (CPI-U), declined 0.1 percent for the two months ending in November 2024,
the U.S. Bureau of Labor Statistics reported today. (See table A.) Regional Commissioner Chris Rosenlund noted that the November decrease was influenced by lower prices for
gasoline and apparel. (Data in this report are not seasonally adjusted. Accordingly, bi-monthly changes may reflect seasonal influences.)
Over the last 12 months, the CPI-U advanced 2.6 percent. (See chart 1 and table A.) Food prices advanced 6.3 percent. Energy prices declined 11.9 percent, largely the result of
a decrease in the price of gasoline. The index for all items less food and energy rose 3.2 percent over the year. (See table 1.)

Food
Food prices increased 0.1 percent for the two months ending in November. (See table 1.) Prices for food at home decreased 0.3 percent, led by lower prices for fruits and
vegetables (-2.7 percent). Prices for food away from home increased 0.8 percent for the same period.
Over the year, food prices advanced 6.3 percent. Prices for food at home increased 2.4 percent since a year ago, with higher prices in all six grocery categories. Prices for food
away from home increased 11.7 percent.

The energy index decreased 1.6 percent for the two months ending in November. The decrease was mainly due to lower prices for gasoline (-2.9 percent). Prices for natural gas
service rose 2.3 percent, and prices for electricity increased 0.9 percent for the same period.
Energy prices declined 11.9 percent over the year, largely due to lower prices for gasoline (-12.2 percent). Prices paid for natural gas service declined 13.3 percent, and prices
for electricity decreased 11.8 percent during the past year.
All items less food and energy
The index for all items less food and energy was unchanged in the latest two-month period. Higher prices for new and used motor vehicles (0.8 percent) and medical care (0.4
percent) were offset by lower prices for apparel (-3.4 percent) and shelter (-0.1 percent).
Over the year, the index for all items less food and energy rose 3.2 percent. Components contributing to the increase included shelter (3.6 percent) and education and
communication (3.5 percent). Partly offsetting the increases was a price decrease in new and used motor vehicles (-2.2 percent).

Notice Regarding Ceasing Publication of Utility Indexes
With the publication of January 2025 data in February 2025, several indexes and average price series will be discontinued.
The following CPI indexes will continue to be published at the national level, but will be discontinued for all metropolitan areas,
census divisions, and regional size classes:

Technical Note
The Consumer Price Index (CPI) is a measure of the average change in prices over time in a fixed market basket of goods and services. The Consumer Price Index for San
Diego is published bi-monthly. The set of components and sub-aggregates published for regional and metropolitan indexes is more limited than at the U.S. city average level;
these indexes are byproducts of the national CPI program. Each local index has a much smaller sample size than the national or regional indexes and is, therefore, subject to
substantially more sampling and other measurement error. As a result, local-area indexes are more volatile than the national or regional indexes. In addition, local indexes are
not adjusted for seasonal influences. NOTE: Area indexes do not measure differences in the level of prices between cities; they only measure the average
change in prices for each area since the base period.
The San Diego-Carlsbad, CA Core Based Statistical Area includes San Diego County in California.
