Executive Summary
TGIF Concerts in the Parks is the City of Carlsbad’s largest community event. The City Council
approved several changes to the 2024 season, including new security measures and a pilot
sponsorship program. The City Council also asked staff to return with an evaluation of how
these changes went before confirming plans for the 2025 season.
The new security measures were based on current best practices for large public events. There
were no significant public safety incidents at the 2024 concerts, and concertgoers appeared to
adapt well to the new security protocols, such as bag screening and controlled entrances and
exits.
The pilot sponsorship program had mixed results. Two title sponsors were secured, but the cost
of the staff time and expenses associated with securing and executing the sponsorship
agreements were greater than the revenue generated. This report includes the lessons learned
from the process and potential next steps.
Staff are presenting the City Council with a proposed concert schedule for the next three years
and seeking any additional direction the City Council would like to provide.

Explanation & Analysis
Background
The free summer concert series in Carlsbad’s parks began in the late 1980s and was originally
known as TGIF Jazz in the Park. The Library & Cultural Arts Department is responsible for
coordinating the TGIF concerts with assistance from all city departments.
Security measures
Following a record-breaking 2023 season that drew the largest crowds to date, staff evaluated
TGIF Concerts in the Parks operations to align them with the best practices in safety for large
public gatherings. The evaluation also included a review of concert venues to determine which
parks are best suited to holding concerts from a public safety perspective.
The City Council amended the Carlsbad Municipal Code to codify security policies and
procedures for TGIF Concerts in the Park on March 26, 2024 (Ordinance No. CS-486). Several
operational changes were made to meet security objectives:
•Installed perimeter fencing to establish a clear and controlled event space
•Implemented a security screening process for concertgoers upon entry, conducted by
contracted security personnel
•Used the police and fire incident command center as well as the Police Department’s
surveillance tower to enhance situational awareness and optimize a quick response in
case of an emergency
•Provided a robust security presence including police officers, community resource
officers, police explorers, park rangers and outside security personnel inside the concert
venue and at access points
•Focusing on three park locations – Stagecoach, Calavera Hills and Alga Norte
community parks – as concert venues. Poinsettia Community Park was eliminated
because its location and layout is not compatible with successful implementation of
additional security measures.
Staff used a variety of communication channels to make the community aware of the new
security processes and requirements. This campaign began six months before the first concert:
•Highlighted the topic on the city’s home page in the news section as a featured event
and in the “Spotlight” section and in “featured videos”
•Created a TGIF Concerts page on the city’s website with easy-to-follow instructions and
other practical information and commonly asked questions
•Created a “how-to” video demonstrating how the new screening process would work
•Created individual videos for each venue showing how to attend and what to expect
•Shared posts on city social media platforms:
o 40 Facebook posts
o 19 X posts
o 38 Instagram posts
o 11 Nextdoor posts
o 7 Instagram stories
•23 email notifications to lists in the city’s email database
•5 news releases
•Flyers at city libraries and other city buildings

Staff initially received mixed feedback from the public, including concerns that additional
security would detract from the community feeling of the concerts, and that the bag searches
and perimeter checks would result in long waits to enter. As the season progressed, attendees
commented to staff that the actual impacts were minimal and consistent with similar
expectations at sporting events or similar concert venues. Many expressed their appreciation
for the city’s efforts to ensure public safety.
The total costs for implementing the new safety measures were $122,229 and included a
contract with Elite Security and staff overtime costs for police and fire personnel. The city also
bought barricades and a trailer for storage for a one-time cost of $28,982.
Attendance
Staff also considered ways to ensure crowd sizes were appropriate for the venue to provide a
more comfortable concert-going experience, allow adequate space for people to safely move
around the venue, reduce neighborhood impacts due to traffic congestion and make the most
of limited onsite parking for individuals who require disabled-access parking. Staff chose
performers to reflect a mix of crowd-pleasing dance music as well as classic rock, jazz and folk
genres.
Attendance for the 2024 concert season was about 34% lower compared to the 2023 season,
and 19% lower than the 2022 season. Crowd sizes were well within the maximum capacities for
each park as estimated by the Fire Department. It should be noted that with the limited
security entrances to the parks, the attendance counts for 2024 were more accurate than
counts in prior years.

Free shuttle service has been a feature of TGIF since 1997. In 2024, 1,495 riders used the
shuttle service, an average of 299 users per concert at Calavera Hills and Alga Norte Community
Parks. Adequate parking for Stagecoach Community Park was available across the street at La
Costa Canyon High School, so shuttle service was not offered at that location. For the second
consecutive season, the San Diego Bike Coalition offered a bike valet service at all nine
concerts. More than 350 residents used the free service in 2024.
Pilot sponsorship program
At the direction of the City Council, city staff developed a pilot sponsorship program for the
2024 season. The goal of the pilot program was to generate revenue to offset the cost of the
concerts. The program offered two sponsorship tiers: Event Sponsor at $5,000 and Title
Sponsor at $10,000. In exchange for their sponsorship, local businesses were offered a variety
of forms of recognition, such as signs at the events, mentions in city social media posts and an
opportunity to address the crowd.
Staff promoted the opportunity through business email lists, news releases, social media and
the city’s website. Some businesses expressed interest in exchanging goods to give away at the
concerts for promotional recognition, but this did not meet the goals of offsetting costs.
City staff secured two title sponsors, the Carlsbad Charitable Foundation and Rincon Homes,
bringing in a total of $20,000 in sponsorship revenue. Sponsor recap reports, which detail the
promotional benefits agreed to in the contracts with the two title sponsors, are provided as
Exhibit 1.
Staff spent 186 hours and $2,219 in hard costs to develop and implement the pilot program.
This included:
• Developing the promotional materials
• Holding follow up conversations with potential sponsors
• Developing and reviewing sponsorship agreements
• Coordinating sponsor recognition at each event
• Compiling a sponsorship report documenting event attendance and promotional
activities completed
One of the two sponsors has indicated interest in participating again and other businesses have
inquired. Staff will continue to follow up on sponsorship inquiries and provide information to
the public about available sponsorship opportunities for the 2025 season. Reports on
sponsorship results will be compiled in a report at the conclusion of the season and shared with
city leadership and the City Council so that the program may continue to be evaluated.
Planning for future seasons
Typically, staff have planned the TGIF concerts season on a year-by-year basis. Establishing the
schedule of concert dates for the next three years will help staff plan for more efficient
operations and avoid scheduling conflicts with other programs, activities and maintenance
needs. It also allows the city more time to secure necessary contracts, identify and pursue
potential cost savings and make operational adjustments based on evaluative data.

The length and schedule of the concert season is determined by several factors:
• Audience engagement
A large portion of the concerts’ audience is made up of families with school-aged
children. Starting the series in late June has proven ideal because it aligns with the end
of the school year and the start of summer activities. Similarly, extending the series
beyond the third week of August could significantly reduce attendance because it would
overlap with the start of school activities such as football games competing for the
audience’s attention.
• Parking availability
Overflow parking at the Sage Creek and La Costa Canyon high schools is only available
outside the school year and the districts’ planned usage.
• Venue scheduling
Use of all the park locations for TGIF concerts is in heavy demand throughout the
summer with parks and recreation programs such as summer camps and special events,
youth and adult sports groups and rentals and parks maintenance activities, requiring
careful planning to avoid scheduling conflicts.
• Concert crew staffing
Because the TGIF concerts crew is largely staffed by college and high school students,
maintaining adequate staffing levels for the concerts can be challenging. Many students
are not available until mid-June and then must return to school as early as the first week
of August, often leaving the area entirely.
An important consideration for the next two years is the Independence Day holiday. In 2025,
July 4 falls on a Friday. In 2026, the date will fall on a Saturday, but Friday, July 3 will be the
observed city holiday.
The holiday weekend is one of the year’s busiest for both Police and Fire Departments because
they must deploy more personnel to handle more calls for service than on a normal weekend,
provide traffic control for events, and inspect and monitor the city’s largest annual fireworks
displays at Legoland California and the Park Hyatt Aviara Resort. Hosting a TGIF concert during
these holiday weekends will limit the resources available to the community for other public
safety needs. Private security, traffic control and portable toilets and the concerts’ hourly crews
and other non-safety staff will also cost more on a holiday weekend, impacting the budget.
Staff are therefore recommending there be no TGIF concert on the Independence Day weekend
in 2025 and 2026 and the concert seasons be extended by one additional week. The 2027
schedule will include Friday, July 2; the city’s public safety staff are less impacted that day,
because the large events they typically staff will be on the Sunday, making that Friday less
impactful.

In consideration of these factors, staff recommend the following three-year concert schedule:

Staff will also explore options for re-introducing pop-up arts activities for children. Families
attending the concerts repeatedly said they missed them and would like them to return. The
cost for pop-up arts activities is estimated at $4,500 and can be absorbed in the existing
budget.
Fiscal Analysis
The total costs to present the 2024 TGIF season were $402,839, which was approximately 8%
less than was budgeted. The budget includes $25,000 in annual support from the Carlsbad
Friends of the Arts. The table below summarizes the actual costs for the 2024 season and the
projected costs for 2025. as projected costs for 2025.

The proposed extended schedule may require staff to explore alternative staffing solutions,
such as contracted labor and expanding the use of trained volunteers. Any associated budget
increases necessary for fiscal year 2025-26 will be incorporated into the preliminary operating
budget for fiscal year 2025-26 for the City Council’s consideration.
Next Steps
Staff will proceed with all the necessary actions to produce the 2025 season, in keeping with
the City Council’s direction, and expect to announce the concert line up in May.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.
If the City Council provides funding and direction to increase the number of concerts, that
action will be evaluated subsequently.
