PROBLEM AS STATED BY REQUESTOR:
A crossing light is needed to provide safe public access to
the beach (see letter of April 15, 1986, Exhibit 1).

decision prior to the completion of the study using current
data, The Community Development Director has requested that
the Commission review Mr. Canepa's request (Exhibit 2).
Because it is still prior to the summer season, the Tamarack
Beach Resort is not yet occupied and the completion of the
bridge is a month away, it remains staffs' opinion that no
valid evaluation can be made, As stated in the attached memo
from Marty Bouman (Exhibit 3), Traffic Engineering Consult~nt
to the City, it is anticipated that a traffic signal at this
loca-tion would create more potential for accidents than
currently exists.
An alternative, suggested by Mr, Bouman, is to construct a
pedestrian ov.ercrossing, This could provide for complete
separation of pedestrians and vehicles thus protecting the
pedestrians without interfering with vehicles, The primary
draw back is the cost. A preliminary estimate for a
pedestrian overcrossing is $400,000,

In light of the delay in opening the bridge south of Tamarack Avenue, we
must request that the matter of a pedestrian crossing at the intersection
of Carlsbad Blvd. and Pine Avenue be brought back to the Traffic Safety
Commission using whatever traffic studies currently exist. We do not be-
lieve traffic conditions will change substantially after opening the bridge
from what existed prior to its closure.
A crossing light at this crossing is important to provide safe public access
to the beach. A petition in our possession, signed by over 300 neighborhood
residents, is evidence of this fact. This issue needs to be brought before
the Traffic Safety Commission and then on to the City Council in as timely a
fashion as possible.

TAMARACK BEACH RESORT PEDESTRIAN CROSSING
We have received another communication from the Tamarack Beach Resort,
backed by a petition from the other residents of the area, requesting an
investigation of the possibility of traffic control devices at Pine and Carlsbad
Boulevard. Attached are copies of those letters addressed to Mrs. Kulchin
and a memo from Marty Bowman suggesting a pedestrian overpass as an
alternative solution.
We have researched the cost of an overpass and have received estimates
of approximately $400,000 for the required span of 120 feet, with a width
of 8-10 feet and using double switch-back ramps.
We would like the Traffic Safety Committee to consider the alternatives
for this intersection in the near future.

TAMARACK BEACH RESORT CROSSING
It's a terrible place to cross the boulevard, but an equally terrible place
to put a traffic signal--too many moves, too many turns, poor sight distance,
too close to Elm.
The real answer here is a pedestrian overcrossing. They can be purchased
prefab, with ramps rather than stairs. Not cheap, but a positive way of
separating pedestrians from autos.
Perhaps Redevelopment can help. I've no idea what the accident history may
be, but I think a traffic signal could kill somebody for sure.
Perhaps Mr. Canepa should be asked how much Tamarack Beach Resort would put
into the kitty.
Someone in Engineering should look into the cost of a pedestrian overcrossing.
