David, Drive, Carlsbad, CA PROBLEM AS STATED BY REQUE~TOR: Dyna Industries, 92008 ITEM NO._L 6200 Yarrow A crosswalk needs to be installed at 6200 Yarrow Drive and a speed limit sign needs to be posted on Yarrow Drive between Palomar Airport Road and Camino Vida Roble. DATA: Dyha Industries has their main building at 6200 Yarrow Drive and warehouse across the street at 6221 Yarrow Drive. Employees of Dyna Industries walk between the two buildings, crossing Yarrow Drive in the process. On June 5, 1986 a traffic study was performed. Traffic volumes and pedestrian activity were observed to be low with many long gaps available for pedestrians. Yarrow Drive is approximately one-half mile long and has a curb to curb width of 52 feet. NCTD sends two (2) buses an hour al9ng this route. A traffic count made in August, 1984 showed an A.D.T. of 3,400 on Yarrow Drive. In the past two (2) years, there have been four (4) accidents along Yarrow Drive. Crosswalks define and concentrate pedestrian walking areas within an intersection or at other points within the roadway. Their purpose is to alert the motorists of the possible presence of pedestrians crossing the street. At the present time, traffic engineering research is divided as to whether crosswalks accomplish this purpose and make the motorists more cautious .or if the crosswalk gives the pedestrian a false sense of security because they expect the drivers to be more aware of their presence. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: July 7, 1986 Continued ITEM N0._1_ There are no accepted warrants for painting crosswalks, but they should be based upon: 1. Pedestrian volume crossing the street; 2. Vehicular volume, speed and turning movements; 3. Accident frequency at intersections; and 4. Width and shape of inter~ections. Based upon the above findings and criteria, a crosswalk at th1s location cannot be recommended. A speed survey was taken that found the critical speed to be 46 M.P.H. (see attached). This indicates 85% of the drivers perceive this to be a reasonable and prudent speed. Posting a lower speed will not cause the drivers to slow down. None of the accidents within the last two (2) years were associated with excessive speed. Yarrow Drive is a short industrial street within a 62-foot right-of-way. It has a maximum grade of 4.201, from Palomar Airport Road down to Camino Vida Roble. Sight distance is good. Speed limit signs, when posted, are placed at one-half mile intervals in the City of Carlsbad. One side street is located at approximately the middle of Yarrow Drive. CONCLUSION: Based upoon the existing roadway conditions, low traffic volumes, low accident history and the results of the speed survey, a speed limit sign cannot be recommended. RECOMMENDATION: Staff recommends denial of the request for a crosswalk and speed limit sign. Staff will continue to monitor this area in the future to determine if either is necessary.
