PROBLEM AS STATED BY REQUESTOR:
The crosswalk in front of the school needs a pedestrian
controlled crosswalk stoplight installed.
DATA:
Signing and striping in front of the school is shown on the
attached sketch. Last year, flashing yellow warning lights
were installed to alert northbound and southbound motorists
of the school crosswalk. The crosswalk is used by the
students to reach the athletic fields located on the east
side of Carlsbad Boulevard.
It is generally presumed that a traffic signal, when obeyed
by drivers and pedestrians, can be expected to eliminate or
reduce accidents between moving vehicles and crossing
pedestrians. However, research has not shown that the
installation of a signal has improved pedestrian safety.
Installing a pedestrian stoplight unfortunately gives a
false sense of security to the pedestrian.
A pedestrian controlled stoplight is generally installed
when there are significant numbers of pedestrians waiting to
cross a very heavily congested street with few gaps in
traffic. This is not the case at the Army and Navy Academy
location.
Although students use the crosswalk at various times of the
day and evening, there are not significant numbers of
students waiting to cross. A signal at the Grand Avenue and
Carlsbad Boulevard intersection provides gaps in the
northbound traffic. A traffic count taken in 1985 showed a
two-way A.D.T. of 16,963.

A pedestrian overpass should be investigated by the Army and
Navy Academy for installation across Carlsbad Boulevard from
the school to the athletic field. This would separate the
pedestrians and vehicular traffic. In the interim, a school
crossing guard could be used at this location during times
of peak pedestrian activity by the Army and Navy Academy.
RECOMMENDATION:
Due to the low pedestrian volumes and the potential for
accidents if a pedestrian controlled signal is installed,
staff recommends denial of the request at this time.
Students should be made aware by school administrators of
the need for extreme caution when using the crosswalk. An
additional safety measure would be for the students to wear
reflective markings on their clothing when walking at night.
NECESSARY COUNCIL ACTION:
None required if the request is denied.
