PROBLEM AS STATED BY REQUESTOR:
Calle Barcelona, Calle Posada and Calle San Felipe each need
a speed limit sign posted.
DATA:
This request was brought to the Traffic Safety Commission
on October 7, 19B5 and denied by a 4 - 0 vote (see attached
minutes). Merritt Property Management, the management
company for the Homeowner' s Association, is requesting the
Commission to again consider this item.
Calle Barcelona currently is a short collector street and
both Calle Posada and Calle San Felipe are residential
streets. Traffic on these streets are primarily local with
no traffic accidents having been reported. Traffic volumes
are light. A speed survey was conducted on Calle Barcelona.
The critical speed was 38 M.P.H. and the pace speed 26 to 36
M.P.H. (see attached survey).
Calle Posada and Calle San Felipa being residential streets,
would have a prima facie speed of 25 M. P.H. per Section
22352 of the Uniform Vehicle Code (attached).
RECOMMENDATION:
Recommendation is to deny the request. Local residents
should be encouraged through the Homeowner's Association to
observe the speed limit. Staff and the Police Department
will continue to monitor this area.

COMMISSIONERS
Conmissioner Erwin di~tribut~ typed' corments that he
then read for the Conmission. He felt that it was rot
right to take this traffic from a .rai-residential area
into a residential area. He cited his source for the
numbers en the third page.of his report and stated he
was against closing Rancho Santa Fe Road.
Conrnissioner Erwin made a notion to recomnend to City
Council that Rancho Santa Fe Road be left cpen while th
construction goes en. ~tion died due to the lack of a
second.
Traffic Safety oonmission recomnended to City oouncil
their a,wroval of the closure of Rancho Santa Fe Road
subject to the following conditions: the developer
reintiurse the City any additional cost that it may
incur, that Levant~ be posted to prohibit truck traffic
• and signage to disClOUrage thru traffic, also to include
disadvantage signal phasing en Levante and El Camino,
with green tine to the El Camino advantage. • Also,
investigate whether tenp,rarily there could be the
prohibition of trucks en La Costa and look at truck
traffic dlring the closure to tenp,rarily prohibit or
disClOUrage them.
Amended to consider placing stop signs-en Levante at
• different three-way stop sign locations to tenp,rarily
disClOUrage throuqht traffic.
The rec:armendation was m,de that this situation should
be 11'Cni tored and they ClOUld add nore stop signs if they
felt they were necessary.

made to mke plans for the students en the North side o
La Costa Avenue and how those students will be able to

Levante.
