Adams, 7042 Alicante Road, Carlsbad, CA 92008 ' PROBLEM AS STATED BY REQUEST0R: 25 m.p.h. speed limit signs need to be posted and an 8-foot parking lane needs to be striped on the west side of Alicante Road. BACKGROUND: At the May, 1986 Traffic Safety Commission, the request for through street designation, 25 m.p.h. speed limit and striping of the road(s) were discussed. The Commission approved the designation of Alicante Road from Alga Road to Corte De La Vista and El Fuerte from Corte De La Vista to Alga Road as a Through Road. The City Council approved the through street designation on July 22, 1986 which allows stop signs to be installed on minor streets intersecting Alicante Road and El Fuerte Street. The Commission decided to wait until the striping of the center dual left turn was completed and then have staff conduct a traffic and engineering study before making a recommendation on a speed limit. This report discusses Alicante Road from Alga Road to Corte De La Vista and El Fuerte Street from Corte De La Vista northeasterly to Alga Road. DATA: Alicante Road and El Fuerte Street are each designated as a Secondary Arterial in the Circulation Element of the General Plan, resulting in a design speed of 40 miles per hour for each. However, there is not a uniform width of the roadways. From Alga Road to Corte De La Vista, Alicante Road has a curb to curb width of 64-feet. El Fuerte Street varies from 48-feet curb to curb between Corte De La Vista and Bolero Street to 64-feet curb to curb between Bolero and Corintia TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: August 4, 1986 Continued ITEM NO.D-2 Street and has 33-feet of one-half street improvements from Corintia to Alga Road. Alicante Road has an A.D.T. of approximately 1,500 vehicles and El Fuerte Street has an A .D. T. of approximately 500. From May, 1984 to April, 1986 the two roadways had an accident rate of 3. 62 accidents per million vehicle miles. Road grades vary from steep downgrades to relatively flat areas. Single family homes, condominiums and one (1) elementary school, together with many vacant lots, represent roadside conditions. Both P.C.C. and A.C. sidewalks are located on one or both sides of the road along most of the entire route. Striping of the center dual left turn lane was completed by City forces in the later part of June, 1986. A speed survey was conducted on July 10, 1986 at the same locations as a speed survey conducted on April 23, 1986 (see attached speed surveys) with the following results: LOCATION CRITICAL SPEED PACE Alicante s/o Pomplona Way 42 (04/13/86) 30-40 (04/13/86) Alicante s/o Pomplona Way 42 (07/10/86) 32-42 (07/10/86) Alicante s/o Altisma Way 48 (04/23/86) 40-50 (04/23/86) Alicante s/o Altisma Way 47 (07/10/86) 38-48 (07/10/86) Alicante s/o Marmol Court 40 (04/23/86) 30-40 (04/13/B6) Alicante s/o Marmol Court 40 (07/10/86) 32-42 (07/10/86) Results of the speed survey are essentially the same for each day the data was obtained, with the 85th percentile ranging from 40 to 48 miles per hour. The overall roadway length would not qualify as a residence district per Section 515 of the California Vehicle Code. Based upon the Secondary Arterial roadway classification and its width, low traffic volumes and low accident rate, and the results of the speed survey, a 40 m.p.h. speed limit can be recommended for Alicante Road and El Fuerte Street within the limits designated for this study. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: August 4, 1986 Continued ' ITEM NO.D-2 Striping was completed as discussed at the May, 1986 Traffic Safety Commission Meeting in accordance with the attached sketch (see Exhibit 1). An 8-'foot parking lane was not painted on the west side of Alicante Road, although this was recommended by the Commission. A 64-foot curb to curb Secondary Arterial roadway is generally striped as shown on Exhibit 2. Th1s provides four (4) travel lanes, two (2) four-foot bike lanes and a 10-foot center dual left turn lane. ·"No Parking" signs are placed along the roadway. At this time the white skip lines designating the two travel lanes in each direction are not painted, therefore motorists have the ability to park on Alicante Road. Painting an 8-foot parking lane would preclude the future striping of four lanes should it ever be necessary on this Secondary Arterial roadway. A painted parking· lane would not be recognized as such, with potentiai conflicts occurring between parking vehicles and-bicyclists. CONCLUSION,: Alicante Road and El Fuerte Street are Secondary Arterial roadways within the City of Carlsbad with low traffic volumes and a low accident rate. Speed limit posting and striping should be in accordance with the engineering and traffic study. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that a 40 m.p.h. speed limit be posted on Alicante "Road/El Fuerte Street within the limits discussed in this report. Further- more, the Commit tee recommends to the Commission that no additional striping to designate a parking lane be performed at this time. INITIATED BY: Susan Haupert, 4904 Park Drive, Carlsbad, CA 92008 PROBLEM AS STATED BY REQUESTOR: Additional stop signs are needed at this intersection. DATA: Kelly Drive intersects Park Drive creating a "T" intersec- tion. A stop sign is located on Kelly Drive. On the immediate northwest corner of this intersection is Kelly Park, with Kelly Element ary··-5-chool immediat e.ly north of the park. East of Kelly Drive, Park Drive curves northeasterly to a residential area. During the school year, children cross Kelly Drive with the assistance of school crossing guards (see attached letter from Kent Sears). To improve sight distance, hedges along Park Drive east of Kelly Drive were recently trimmed. Advanced warning signs have recently been installed on Park Drive advising motorists of the school crossing. There have been no reported accidents in the past eighteen (18) months (see attached accident diagram). The primary function of a stop sign is to assign right-of-way to crossing streams of pedestrians, bicyclists and motor vehicles to share the same intersection. Installation of a stop sign at locations where they are unexpected should generally be avoided, as the stop sign may lead to an increase in accidents. Stop signs should only be installed where traffic and roadway conditions are such that the signs are necessary. The basic criteria (policy) that establishes the need for stop signs is commonly referred to as Stop Sign Warrants. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: August 4, _1986 Continued ITEM NO.D-3 Stop Sign Warrants contained in that policy _are adopted from nationally accepted criteria and only those intersections that meet the minimum warrants should be considered for stop signs. Any of the following conditions may warrant a multi- way stop sign installation: 1. Where traffic signals are warranted and the need is urgent, the four-way stop is an interim measure that can be installed quickly to control traffic while arrange- ments are being made for the signal installation. 2. An accident problem, as indicated by five or more reported accidents of a type susceptible of correction by a four-way stop installation in a 12-month period. Types of accidents susceptible of correction include right angle and left turn collisions. 3. Minimum volume warrant: a. The total vehicular volume entering the intersec- tion from all approaches must average at least 500 vehicles per hour for any eight hours of an average day, and b. The combined vehicular and pedestrian volume from the minor street or highway must average at least 200 units per hour for the same eight hours with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour. c. When the 85-percentile approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrant is 70 percent nf the above requirements. CONCLUSION: None of the warrants for the installation of additional stop signs at the intersection of kelly Drive and Park Drive are met. TRAFFIC SAFETY COMMISSION COMMISSION REPORT OF: August 4, 1986 Continued RECOMMENDATION: ITEM NO.D-3 The Traffic Safety Coordinating Committee recommends that the request for additional stop signs at this location be denied. Staff will continue to monitor this intersection. NECESSARY COUNCIL ACTION: None required if the request is denied. An ordinance or resolution will be required for Council action if the stop signs are recommended by the Traffic Safety Commission. SAFETY AT THE INTERSECTION OF PARK DR. AND KELLY DR. The City Engineering Department was asked to ·1ook at the operation of the intersection of Park Dr. and Kelly Dr. in regard to school pedestrian safety. A suggestion was made to create a three way stop. Though I cannot recommend a three way stop there are measures which can enhance safety for the students. Our field investigation found that the hedge along Park east of Kelly restricted the view drivers had of the activity of the crosswalk area. These hedges will be removed. We will also be placing advance signing on Park to alert drivers of the school crosswalk area, The Student Safety Patrol, which you use at this intersection, is an excellent way to provide for the safety of students crossing Kelly. When properly trained I feel it is the best method. After observing your Student Safety Patrol, I have the following suggestions: 1. The patrol members with paddles should be placed on al I three legs of the intersection, simulating a three way stop during peak pedes- trian activity. 2. These same students should stand out of the travelled lane. They should stand in the parking lane or in the shoulder area. 3. Students should be crossed only after a reasonably large group has accumulated. 4. If vehicles are approaching, they should be allowed to stop completely before crossing the students. Not only does this ensure the vehicle stops, but it provides a buffer between the students and any other, approaching traffic.
