Background The Barrio Traffic Circles Project will provide traffic circles at five intersections and crosswalk striping improvements at an existing 4-way stop in the Barrio neighborhood. The Barrio Lighting Project will provide energy-efficient light-emitting diode (LED) pedestrian lighting along sidewalks within city right-of-way in the Barrio neighborhood. Attachment A provides additional background information on both projects. Discussion Barrio Traffic Circles Project This is a federally funded project through a grant from the Community Project Funding/Congressionally Directed Spending (CPFCDS). As described in Attachment A, staff have moved forward with splitting this project into two phases. Phase 1 and Phase 2 of the project include the following improvements: Phase 1 Improvements: • Oak Avenue and Roosevelt Street -crosswalk striping improvements at the existing 4-way stop • Oak Avenue and Jefferson Street -traffic circle • Pine Avenue and Madison Street -traffic circle • Pine Avenue and Harding Street -traffic circle with public art • Chestnut Avenue and Roosevelt Street -traffic circle • Chestnut Avenue and Madison Street -traffic circle Phase 2 Improvements: • Palm Avenue and Harding Street -curb extensions • Magnolia Avenue and Madison Street -curb extensions Public Works Branch Transportation Department 1635 Faraday Avenue I Carlsbad, CA 92008 I 442-339-2730 t Council Memo -Barrio Traffic Circles and Barrio Lighting Projects Update (District 1) January 23, 2025 Page 2 Design of Phase 1 is complete, and on December 26, 2024, the California Department of Transportation (Caltrans) authorized advertisement for construction bids. Phase 2 of the project is in the design phase. Staff plan to present the final design to the Traffic Safety & Mobility Commission (TS&MC) in fall 2025. Public Art for the Barrio Traffic Circles Project The permanent public art will be located at the traffic circle at the Pine Avenue and Harding Street intersection. A Call for Artists was issued on April 26, 2024, informed by community input gathered in December 2023. A Public Art Advisory Subcommittee comprised of two Arts Commissioners, two community members and a professional artist met on November 13, 2024, to review nine qualified artist proposals. The subcommittee selected three artists to make presentations, and on December 19, 2024, Mario Torero was selected as the artist for the project. After the design contract with the artist has been executed, additional community engagement will occur to ensure the artwork reflects the values, aspirations and character of the neighborhood. In accordance with the Art in Public Places program, the final design will be brought to the Arts Commission for review and then the City Council for approval. Barrio Lighting Project Phase 1 of the Barrio Lighting Project is complete. All 13 new energy-efficient LED streetlights have been installed and energized. Phase 2 of this project is in the final stages of design and will provide energy-efficient LED pedestrian lighting along sidewalks within city right-of-way in the Barrio neighborhood. The consultant team finished their pre-construction level design, which includes the proposed locations of approximately 130 pedestrian lights. Staff have re-submitted the design to San Diego Gas & Electric (SDGE) for their final review following field verification with SDGE representatives. Staff have been working closely with the Communication & Engagement Department and sent out mailers to the residents and business owners to solicit feedback from the community prior to the TS&MC meeting on February 3, 2025. Next Steps Barrio Traffic Circles Project For Phase 1 of the project, staff expect to bring this project to the City Council in early 2025, with a recommendation to approve the plans, specifications and contract documents and request authorization to advertise for construction bids. Staff will evaluate the bids received and identify the lowest responsive and responsible bidder and return to the City Council with a request to award a contract in mid-2025. Estimated construction completion of Phase 1 is mid-2026. Council Memo -Barrio Traffic Circles and Barrio Lighting Projects Update (District 1) January 23, 2025 Page 3 For Phase 2 of the project, staff plan to return to the TS&MC to request support of staff's recommendation for the City Council's approval of the plans, specifications and contract documents. Staff expect to bring the item to the City Council in late 2025, to approve the plans, specifications and contract documents and authorize advertisement for construction bids. Estimated construction completion of Phase 2 is late 2026. Barrio Lighting Project Phase 2 of the Barrio Lighting Project is funded in part from a CPFCDS grant, which is administered by Caltrans. Staff have recently received right-of-way (ROW) certification from Caltrans and are completing the design, bid documents and submittal to Caltrans for the construction phase of this project. Staff will present the project plans to the TS&MC on February 3, 2025, to receive public feedback and request a recommendation to the City Council for approval of the plans, specifications and contract documents. Following the TS&MC meeting, staff plan to bring the item to the City Council for approval of the plans, specifications and contract documents and authorization to bid in mid-2025. Estimated construction completion of Phase 2 is mid-2026. Attachment: A. Background Attachment A provides background information on both projects. City staff worked with U.S. Representative Mike Levin in 2021 to secure $5 million in federal grant funding for these two projects through the Community Project Funding/Congressionally Directed Spending (CPFCDS} program. The federal grant was earmarked in the federal fiscal year 2022. Utilization of the funds requires authorization from the Federal Highway Association (FHWA) in coordination with the California Department of Transportation (Caltrans), and obligation of funds is required by September 30, 2025. Of the $5 million grant, $4 million has been set aside for the Barrio Traffic Circles Project and $1 million for the Barrio Lighting Project to help offset construction costs. Discussion Barrio Traffic Circles Project The latest staff report on the Barrio Traffic Circles project was provided to the City Council on January 9, 2024. Attachment B provides the minutes for the January 9, 2024, City Council meeting, which includes an update to this project. Prior to requesting approval of plans, specifications and contract documents and authorization to bid from the City Council, the federal funding requires staff to receive authorization to construct from Caltrans and FHWA. Staff have requested the necessary authorization from Caltrans; however, staff expect that it would be early 2025 before the city would receive the authorization to construct. Staff expect to bring this project to the City Council in early spring 2025 for approval of the plans, specifications and contract documents and authorization to advertise for construction bids. Once the construction contract has been awarded, which is expected to be in early summer 2025, the grant funding will be obligated prior to the September 30, 2025, deadline. If the bids come in higher than expected, staff can request that more of the grant funding be utilized for this project. Phase 2 Status For Phase 2 of this project, which is not federally funded, staff plan to return to the Traffic Safety & Mobility Commission (TS&MC) in summer 2025 for design review comments. Staff plan to request City Council approval of the plans, specifications and contract documents, authorization to bid and appropriation of construction funds in late 2025. Public Art for the Barrio Traffic Circles Proiect The permanent public art will be located at the traffic circle at the Pine Avenue and Harding Street intersection. A Call for Artists was issued on April 26, 2024, informed by community input gathered in December 2023. A Public Art Advisory Subcommittee comprised of two Arts Commissioners, two community members and a professional artist met on November 13, 2024, to review nine qualified artist proposals. Barrio Lighting Project Phase 1 of the Barrio Lighting Project has been completed. All 13 new energy-efficient light- emitting diode (LED) streetlights have been installed and energized. The 90%-level design includes the proposed locations of approximately 170 pedestrian lights. Staff have submitted the design to San Diego Gas & Electric (SDGE) for their review and are coordinating with SDGE to address outstanding issues. Staff will continue to work with SDGE on finalizing the design, which is targeted to be presented to the TS&MC in early 2025 as part of a community outreach component of the project. Staff plan to request City Council approval of the plans, specifications and contract documents and authorization to bid in late spring 2025 with a projected construction award in late summer 2025. This project also requires obligation of the $1 million grant funds prior to September 30, 2025. Staff will work closely with SDGE and Caltrans to ensure the timelines are met for obligating grant funds. The grant deadline is firm and cannot be extended. Next Steps Barrio Traffic Circles Project Staff will continue to work with Caltrans on the authorization to proceed with the construction phase of Phase 1 of this project to ensure the September 30, 2025, obligation deadline is met. For the public art at the Pine Avenue and Harding Street intersection, the Public Art Advisory Subcommittee will receive presentations from three artists on December 19, 2024, and select the artist for the project. Barrio Lighting Project Staff will continue to work with SDGE on finalizing the design and with Caltrans on the authorization to proceed with the construction phase of this project to ensure the September 30, 2025, obligation deadline is met. Discussion Village and Barrio Traffic Circles Project Staff continue to work with the California Department of Transportation (Caltrans) on the Community Project Funding/Congressionally Directed Spending (CPFCDS) program to finalize the grant funding process for both projects. Staff are preparing an application for the right-of-way (ROW) certification for the Village and Barrio Traffic Circles Project to submit to Caltrans. Upon completion of the ROW certification, staff will proceed with submitting the draft CPFCDS application and the Request for Authorization (RFA) and the Authorization to Proceed, also known as an E-76 form, to unlock the $4 million of grant funding programmed for the construction phase. Additionally, staff have reviewed and commented on the 100%-complete engineering plans and specifications. Staff are now working with a consultant to prepare the final design submittal for the project. Public Art for the Village and Barrio Traffic Circles Project The permanent public art will be sited at the traffic circle located at Pine Avenue and Harding Street. Cultural Arts staff have developed the limited Call for Artists Qualifications document, which is aligned to the city's Art in Public Places Program and provides background on the Arts & Culture and Village & Barrio Master Plans initiatives. Public Works staff have finalized the specific site parameters, including the project timeline and site schematics, which are essential elements within the limited Call for Artists Qualifications, and will be released by the end of August. All 13 new streetlights have been energized. Phase 2 of the project is in its design phase and will provide pedestrian lighting on the sidewalks within the Barrio neighborhood. Most recently the design consultant provided a Photometric Study, which illustrates the proposed illumination of approximately 170 pedestrian lights as it relates to the existing light level conditions. Staff are reviewing the Photometric Study and plan to have it finalized by fall 2023 to progress the design beyond its concept phase. Next Steps Village and Barrio Traffic Circles Project Staff completed review of the 100%-complete engineering plans and specifications and the consultant team will address city comments in the final plans. Final engineering plans and specifications are expected to be completed in late 2023. Staff plan to present an item to the Traffic & Mobility Commission this fall to get the commission's support for a staff recommendation to the City Council to approve the project plans. Staff will then present an item to the City Council for approval of the plans, specifications and contract documents and authorization to advertise for construction bids in late 2023. As the plans are being finalized, staff will complete the ROW certification and submit the draft CPFCDS application to Caltrans headquarters. Once Caltrans approves the application, the next step is to submit the RFA and E-76 form to unlock the $4 million of grant funding programmed for the construction phase. Barrio Lighting Project For Phase 2 of the Barrio Lighting Project, staff are currently working with the consultant and San Diego Gas & Electric (SDGE) regarding approximately 170 proposed pedestrian light locations throughout the Barrio area. Staff also plan to concurrently field check each location to optimize the layout based on any potential field constraints to finalize the Photometric Study and concept design. Staff are currently negotiating with a design consultant on an appropriate scope and fee to progress the concept level design to an engineering design phase, to create final plans and specifications by early 2024. Discussion Village and Barrio Traffic Circles Project Staff amended the 2023 Carlsbad TransNet Local Street Improvement Program of Projects to reallocate $600,000 offederal grant funding from the preliminary engineering phase to the construction phase. The amendment was approved by the San Diego Association of Governments (SAN DAG) Chief Executive Officer as part of an administrative modification to the 2023 Regional Transportation Improvement Program (RTIP), in April 2023. The city will now receive $4 million of federal grant funding to support construction of the Village and Barrio Traffic Circles Project. The same grant program will also provide $1 million of federal funding to support construction of the Barrio Lighting Project. To use the federal funds, staff were required to work with the California Department of Transportation (Caltrans) on the National Environmental Policy Act (NEPA) process to complete environmental review for both projects. Environmental review under NEPA is required because federal funds are being used. Caltrans required additional studies to complete the NEPA analysis, which have now been completed and approved by Caltrans. Caltrans provided a determination that the project was subject to a NEPA Categorical Exclusion (CATEX) on May 5, 2023. The project was previously analyzed for compliance with the California Environmental Quality Act (CEQA) with a Determination of Exemption provided on November 7, 2022. Public Art for the Village and Barrio Traffic Circles Project The Cultural Arts Division staff have adjusted the timing for a release of a limited "Call for Artists" to align with the revised construction schedule. Once Public Works staff have finalized the specific site parameters including the project timeline and site schematics, which are essential elements of the limited Call to Artists, Cultural Arts staff will initiate the public art process. Barrio Lighting Project As a result of continued coordination with the San Diego Gas & Electric (SDGE) on Phase 1 of the Barrio Lighting Project, all 13 new streetlights have been energized and are on during the evening hours. Phase 2 of the project, which is currently in the design phase, will provide pedestrian lighting in the Barrio neighborhood. An illumination study on the existing light level conditions has been completed. The study evaluated the lighting needs and appropriate locations for approximately 170 pedestrian lights throughout the Barrio Area. This preliminary layout was shared with SDGE in February 2022, for their review and conflict check, 1 and staff received their feedback this month. Staff are currently reviewing the comments received from SDGE, and staff are also pursuing a design contract with a consultant to further develop the design. Next Steps Village and Barrio Traffic Circles Project Staff are now preparing the final engineering review, and the consultant will provide 100% complete engineering plans for staff review this month. Final engineering plans and specifications are estimated to be completed in July. Staff plan to go to the Traffic & Mobility Commission later this year to get the commission's support to approve the project plans. Staff will seek City Council approval of the plans, specifications and contract documents and authorization to advertise for construction bids in late 2023. As the plans are being finalized, staff will start the process to release funding from the Community Project Funding/Congressionally Directed Spending (CPFCDS) program that has been allocated for construction costs. This process includes submitting a draft CPFCDS application to Caltrans. Village and Barrio Traffic Circles Project Staff have received appro~al of federal grant funding for this project, as well as the Barrio Lighting project. The grant funding, which is under the Community Project Funding/Congressionally Directed Spending (CPFCOS) program, will be overseen by the California Department ofTransportatlon (Caltrans). Staff submitted the draft CPFCDS application to Caltrans Headquarters In January 2023. Once Caltrans approves the application, the next step is to submit the Request for Authorization (RFA) and the Authorization to Proceed, also known as an E-76, which will release the programmed funds for preliminary engineering. Staff have submitted drafts of both documents to the Caltrans District Local Assistance Engineer for their Initial review. However, staff recently learned from Caltrans that the previously programmed $600,000 of grant.funding for the. preliminary engineering phase cannot be used on the Village and Barrio Traffic Circles and Barrio Lighting projects since the federal procurement requirements for the consultant selection process were not followed. This is because the projects were already In the design phase and the consultants had been selected before award of the grant. Staff will amend the Regional Transportation Improvement Program (RTIP), to reallocate the $600,000 preliminary engineering funding to the construction phase for the projects. The next timeframe for updates to the RTIP is February 2023, with the San Diego Association of Governments (SANDAG) Chief Executive Officer's approval expected by April 2023. Once SAN DAG approves the RTIP amendment, staff will go through the process noted above to release Public Works Branch . Staff are als·o working with Caltrans on the National Environmental Policy Act (NEPA) process to obtain environmental clearance for both projects, NEPA clearance is required due to federal funds being applied to the projects. Concurrent with the process to receive the funding, staff submitted the Preliminary Environmental Study (PES) form to Caltrans. Caltrans reviewed and approved the PES form. The approved PES requires additional environmental studies to be completed for the projects. Staff have prepared agreements for two addition al consultants to complete these technical studies for NEPA. Public Art for the VIiiage and Barrio Traffic Circles Project As stated in the Council Memorandum dated Oct. 13, 2022, Cultural _Arts staff have adjusted the timing for a release of a limited Call for Artists to align with the revised construction and funding allocation timelines, which are expected to be available in March 2023. Meetings between Public Works staff and Cultural Arts staff include an ongoing dialogue to review the infrastructure requirements related to the traffic circle located at Pine Avenue and Harding Street. Once Public Works staff have finalized the specific site parameters including the project timellne and site schematics, which are essential elements within the limited Call to Artists, Cultural Arts staff will initiate the public art process. Barrio Lighting Project Upon continued coordination with San Diego Gas & Electric (SDGE) for Phase 1, it was determined that SDGE cannot service two streetlights pro·posed on Pine Avenue and on Tyler Street due to SDGE's current overhead load capacity, despite SDGE's prior approval for all locations. Staff have coordinated with SDGE to instead install a new streetlight at the south corner of Pine Avenue and Tyler Street. This results in 13 total new streetlights as part of Phase 1. Currently, 12 of the 13 streetlights have been energized and are working. The remaining light at the corner of Pine Avenue and Tyler Street is currently under construction with an estimated completion date of April 2023. • Phase 2 of the Barrio Lighting Project, which Is currently in the design phase, will provide pedestrian lighting in the Barrio neighborhood. An illumination study on the existing light level conditions was recently completed to evaluate lighting needs and a_ppropriate locations for new pedestrian lights. Based on preliminary layouts, an initial layout proposed a total of 170+ pedestrian lights could be placed throughout the Barrio area. This information has been recently shared with SDGE to start their review and conflict-check of these lights to determine feasibility. NeKtSteps Village and Barrio Traffic Circles Project As stated above, staff will continue coordination with Caltrans regarding NEPA and release of the federal funding for construction. Staff anticipate it will take six months to complete and receive NEPA clearance. Once NEPA approval is obtained, staff wll_l finalize the project design and request the City Council's approval of the plans and specifications and authorization to advertise for construction bids. As the design is being finalized, staff will start the process as noted above to release funding that has been allocated for the construction portion of the process. This includes submitting another application for the RFA and E-76 forms to unlock the $5 million of the grant funding programmed for the construction phase of both projects. It will take approximately three to six months to complete the release of funding process. Upon release of funding, the city plans to award the construction contract and issue a notice to proceed, which is expected to be in May 2024. Barrio Lighting Project e«;:mstruction is almost complete on the last remaining streetlight in Phase 1. Once the trenching and electrical work is complete, staff will coordinate with SDGE to energize the streetlight located at the corner of Pine Avenue and Tyler Street. The remaining streetlight is expected to be energized by the end of February 2023. For Phase 2, staff are curr~ntly working with SDGE to review and perform a conflict check ofthe 170+ proposed pedestrian light locations throughout the Barrio area. Staff also plan to concurrently field check each location to optimize the layout based on any potential field constraints. Once SDGE is complete with its conflict check, staff plan to progress the concept level design to an engineering design phase to create finalized plans, specifications anti contract documents by late 2023. In response to an inquiry from Mayor Blackburn, Human Resources Director von Kalinowski explained that the salary increase for all bargaining groups was 4 percent. Council Member Burkholder explained that she is against a compensation increase for Council Members, but not for the City Clerk and City Treasurer due to uncertain economic times. Council Member Luna stated that she would support 2A and 3A. Mayor Blackburn explained that he asked about the percentage increase because he believes that Council should be a good example and not give themselves a higher increase than the employees. Mayor Blackburn proposed a 4 percent increase for Elected Officials. Council Member Luna seconded Mayor Blackburn's motion. Council Member Acosta expressed support for the motion. Motion by Mayor Blackburn, seconded by Council Member Luna, to revise the City Council Members, City Clerk and City Treasurer compensation by 4 percent instead of by the percentage increase in the San Diego Regional Consumer Price Index for 2023. Jackie McGee spoke in support of the Barrio Traffic Circles Project. William Zettner spoke in support of curb extensions instead of medians. In response to an inquiry from Council Member Acosta, Transportation Director Frank explained that the project was initiated in 2013 and various options to manage speed were explored. Director Frank further explained that the traffic calming options were included in the Village and Barrio Master Plan which was approved by Council. Council Member Burkholder stated she is in support of curb extensions. Council Member Acosta stated she is in support of curb extensions. Mayor Pro Tern Bhat-Patel stated she is in support of curb extensions and traffic circles. Mayor Blackburn stated he is in support of curb extensions. In response to an inquiry from Council Member Luna, Transportation Director Frank explained that there are many ways to slow speeds and there are pros and cons to both options. In response to an inquiry from Council Member Burkholder, Transportation Director Frank explained that there is no police data available at the moment, but that traffic circles are designed to accommodate the commercial vehicles.
