Ms. McKeel called about vehicles parking on Madison Street that make it difficult for trash trucks to pick up trash containers placed along the curb. Ms. Huston complained about cars being parked on Roosevelt Street for long periods of time without being moved and limiting the ability of street sweepers to sweep the street. BACKGROUND: Title 10 of the Carlsbad Municipal Code restricts parking for 72 or more consecutive hours on a public street, otherwise the Police Department can have the vehicle removed. Therefor, parking for a period less than 72 consecutive hours is legal on Madison and Roosevelt Street, unless designated otherwise by signs. The Carlsbad Redevelopment Agency has commissioned an Economic, Circulation and Design Study report of the Carlsbad Redevelopment area. Madison and Roosevelt Streets are located within Zone 1 of the parking study. The draft report indicates that, in general, there is an adequate supply of existing parking to meet existing demand. Two-hour parking zones are utilized to ensure a large turnover in available parking spaces to meet heavy demands. They would be applicable in commercial areas or other high use areas. The locations of the three complaints are in areas of residential development. On difficult indicated pickup due occasion, cars parked on the street do make it to sweep the street. Coast Waste Management has that parked cars do not significantly affect trash to their early hours of operation. Staff believes a two-hour limit on parking in the residential areas would cause a hardship to those living in the area and present more problems than it would solve. Provided that no cars are parked more than 72 consecutive hours, staff believes additional parking regulations are not needed at this time. The Police Department has a parking enforcement officer in the budget for Fiscal Year 1986-87, which will help with parking enforcement. RECOMMENDATION: The Police Department should continue to monitor the area for violations of the City ordinance regarding cars parked on the street. Staff will continue to monitor the area to see if conditions change in the future that would require additional parking restrictions. NECESSARY COUNCIL ACTION: An ordinance will be required for Council action if "No Parking" signs are recommended.
