PROBLEM AS STATED BY REQUESTOR:

Chestnut Avenue is a collector street providing access to
homes east of El Camino Real. It intersects Sierra Morena
and then is offset south~rly several hundred feet where it
then extends easterly approximately 0.35 miles to Pontiac
Drive. Westbound traffic is controlled by a stop sign at the
''tee" intersection of Chestnut and Sierra Morena.
Between Sierra Morena and Pontiac Drive, Chestnut Avenue
qualifies as a "residence district" per Section 515 of the
California Vehicle Code and would have a prima facie speed
limit of 25 miles per hour. No accidents have been reported
on this portion of Chestnut for more than a year. Continued
police enforcement is necessary to monitor speeding
violations.
When proceeding westerly on Chestnut Avenue towards Sierra
Morena the roadway curves southwesterly, resulting in the
intersection and existing stop sign being obscurred from the
drivers view until rounding the curve. "Stop ahead" advanced
warning would alert the driver to the stop condition being
approached. A double yellow line painted on the centerline
would help delineate the curvature of the roadway.

RECOMMENDATION:
ITEM NO.D-4
The Police should continue to enforce the prima facie speed
limit and a W17A and W178 warning sign and "Stop Ahead"
painted on the street be placed in advance of the stop sign
with a double yellow line painted on the centerline of the
roadway from Sierra Morena to Pontiac.
NECESSARY COUNCIL ACTION:
No Council action is required.

I have now lived on Chestnut Avenue, corner of Sierra Morena and Chestnut
heading East, for one year. Last July I spoke to the Sargent of the Traffic
Divsion of Carlsbad Police about my husband's and my concern as to the excessive
speed of traffic going past our home. He suggested I address my concern's to
this committee.
Specifically, we are concerned as to the·velocity of speed that is built up by
vehicles heading up the hill toward Sierra Morena. The speeds at which people
are driving create a few hazards, namely; 1) great difficulty in safely ascertaining
when to back out of the drive way, 2) the frequent spin out of tires as people
''peel'' out of their rolling high speed stops, 3) screeching tires and skidding
due to the corner being taken too fast, 4) unsafe for any pedestrian traffic
such as guests parking on the other side of the street trying to get to their
cars. I would estimate that by the time most of the speeding vehicles get to
the top of Chestnut and Sierra Morena they have reached speeds of 40 to 45 mph.
We have polled our neighbors in this section of the neighborhood(after the
canyon area,) and all agree it is becoming increasingly unsafe and worrisome as
this area grows. They would be willing to sign a petition as to their concerns
if your committee deems this necessary.
We have moved to this area from a busy beach street in Encinitas hoping for more
safety and quiet. We at least in that area had the benefit of the Highway Patrol
trying to monitor the speeding, Any attention this area could be given by the
City of Carlsbad would be most appreciated, even a preliminary study of the
problem, A response from your committee would be most appreciated.
