TRAFFIC SAFETY COMMISSION
COMMISSION REPORT OF.: September B, 1986 ITEM NO.D-5
LOCATION: Palisades
Avenue
Drive, northwesterly of Tamarack
INITIATED BY: Rob Donath, Property Manager, Carlsbad Palisades
Homeowners Association.
PROBLEM AS STATED BY REQUESTOR:
Palisades Drive from Tamarack Avenue to Driftwood Circle is
an older city street 32 feet wide, curb to curb.
Northwesterly of Driftwood Circle Palisades Drive widens to
40 feet, curb to curb, as it enters Palisades Point
subdivision. At the present time residents park on both
sides of the street, limiting the width of the driving
portion of the street between the two rows of parked cars.
BACKGROUND:
City of Carlsbad design criteria requires parking on one side
only for a 32 foot wide street. This is consist ant with
requirements for PUD' s and condominium developments. The
City does not approve any more public streets that are 32
feet wide. Emergency vehicles would be restricted in their
operations on a 32 foot street with parking on both sides.
RECOMMENDATION:
Parking should be restricted to one side
should be designated on the northerly side
from Tamarack Avenue to approximately
Driftwood Circle.
NECESSARY COUNCIL ACTION:
only. No parking
of Palisades Drive
50 feet west of
An ordinance will be required for Council action to restrict
parking on one side of the street within designated limits.

Re: Palisades Drive, Carlsbad Palisades H.O.A.,
North of Tamarack Street
Gentlemen:
The Board of Directors of the Carlsbad Palisades Home-
owners' Association have asked me as their Property
Manager, to ask for assistance in resolving what they
consider to be a major parking problem on Palisades
Drive, north of Tamarack Street.
At any given time of the day, vehicles are parked on
both sides of the street. Included are trucks, motor
homes and autos. From six p.m. to six or seven a.m.
both sides of the street, from the.corner of Tamarack
all the way north on Palisades Drive, both sides of
the street are parked solid with vehicles.
Driving south on
Coralwood Circle
ardous venture.
ing traffic from
Palisades Drice or pulling out of
or Driftwood Circle has become a haz-
It is almost impossible to see oncom-
the exit point of both these streets.
If there was a major fire in one of the homes on lower
Palisades Drive, the Fire Department would have a dif-
ficult time with their vehicles and equipment.
I propose a relatively simple solution. Permit park-
ing on only one side of the street, preferably the•
west side, and only one hundred feet north of Tamarack
up to the point where Palisades Drive widens enough
to permit parking on both sides. The homeowners who
live on Coralwood and Driftwood Circles are vey con-
cerned about this situation.
