TRAFFIC SAFETY COMMISSION
COMMISSION REPORT OF: November 3, 1986 ITEM NO.D-5
LOCATION: Southwest corner of Redwood Street and Carlsbad
Boulevard
INITIATED BY: Charles B. Ledgerwood, 3862 Carlsbad Boulevard,
Carlsbad, CA
BACKGROUND:
In order to provide parking along his street frontage, Mr.
Ledgerwood illegally painted approximately 50 feet of green
curb on Redwood Street. He is requesting the illegal green
curb remain.
DATA:
Mr. Ledgerwood painted green curb on approximately 50 feet of
curb located along his Redwood Street frontage. His previous
request for yellow curb was denied two (2) years ago (see
attached letter). His business is located upon a residential
street where there has been no green curb in the past.
Section 10.40.090 of the Carlsbad Municipal Code authorizes
the City Traffic Engineer to place curb markings to indicate
parking regulations. Green curb indicates no standing or
parking for longer than twenty minutes at any time between
seven A.M. and six P.M. of any day, except Sundays and
holidays.
Green curb is painted in business districts to increase the
turnover and availability of parking in high use areas.
Carlsbad Municipal Code allows 72 hours consecutive parking
on the street unless posted otherwise. The Committee was of
the opinion that the lack of parking would create a traffic
safety problem by having delivery trucks double park on
Redwood Street.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the
request for green curb be approved.
NECESSARY COUNCIL ACTION:
None required.

Mr. Mike Shirey, of your dept. suggested I write to
you explaining our problem of parking for our business on the
corner of Redwood St. & Carlsbad Blvd.
This business, Carlsbad's second oldest, after Bauer Lumber Co.,
was established to serve the farmers and orchardists of the South
Coast area when Carlsbad was a very prosperous winter vegetable
and flower growing area. Traffic and parking was no problem and
off street parking for businesses was not required. We still
continue active after the farms are gone as a home garden supply
center, and are the only one of it's kind left in all Southern
California. Both commercial growers and local gardeners from
all over Southern California come to us for our seed service not
available in any other source south of the Tehachepi mountains.
Our buildings were included in the latest Tour of the CARLSBAD
HISTORICAL SOCIETY, as one of Carlsbad's oldest businesses.
Since the City removed parking on Carlsbad Blvd. which is our
commercial frontage, we made application about 2 years ago for a
50 ft. yellow loading zone fronting our store on Redwood St. This
appeal was denied on the basis that Redwood St. in a residential
street. Our appartment house neighbors, (who rent on the "Buddy
System" during the holiday s~asenl often occupy every available
parking space in the neighborhood,, leaving us NO space for our
customers parking. On one occasion we counted 20 cars parked on
the street for their 8 apartment units.
We often receive truck deliveries of 5 to 8 tons of rr-erchandise
which Must be unloaded at our Redwood St. entrance. In desperation
we painted the curb green in an effort to save our very existence
here as a busines, since we MUST have parking for our customers and
to receive deliveries. All we request is about 50 ft. of our 190
ft. frontage, and the neighbors can use all the rest.
Anything you can do for us will be greatly appreciated, and
thanks to Mr. Shirey for his courteous consideration.
