This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that residential construction comply with Title 24 and the following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994 UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95). The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1994 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy} where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. LIST NO. 1, GENERAL SINGLE FAMILY DWELLINGS AND DUPLEXES WITHOUT SUPPLEMENTS (1994 UBC) r3forw.dot Carlsbad 97-3767 12/19/97 1. Please make all corrections on the original tracings, as requested in the correction list. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009, (619) 438-1161. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619) 560- 1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete. 2 . Attach the Minimum Construction Standards to the plans. 3. All sheets of plans must be signed by the person responsible for their preparation. (California Business and Professions Code). 4. Provide a statement on the Title Sheet of the plans that this project shall comply with Title 24 and the 1994 UBC, UMC and UPC and the 1993 NEC. 5. Dimension the new addition floor plan to show addition size as well as the adjacent bedrooms. 6 . Provide a roof framing plan, and a floor framing plan for new addition showing all structural members size and spacing. 7. Provide a cross section through new addition. Show required insulation values. 8. Show locations of permanently wired smoke detectors with battery backup: Inside each bedroom. • Centrally located in corridor or area giving access to sleeping rooms. • On each story. • When sleeping rooms are upstairs, at the upper level in close proximity to the stair. • NOTE: Detectors shall sound an alarm audible in fill sleeping areas of the unit. Section 310.9.1. 9. When the valuation of a room addition or repair exceeds $1 ,000, or when sleeping rooms are created, smoke detectors shall be provided per the above, except that smoke detectors added at existing construction need only be battery powered. Section 310.9.1.2. Make note on plans that smoke detectors will be installed in all existing bedrooms and hallways leading to the bedrooms. • Carlsbad 97-3767 12/19/97 10. Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 (see exceptions): 11 . Fixed and sliding panels of sliding door assemblies and panels in swinging doors other than wardrobe doors. ROOFING 12. Specify on the plans the following information for the roof materials, per Section 106.3.3: For new addition roof and new deck covering. • Manufacturer's name. • Product name/number. • ICBO approval number, or equal. 13. Show slope of deck. GARAGE 14. Garage requires one-hour fire protection on the garage side of walls and ceiling common to the dwelling. Table 3-B, Section 302.4. 15. All elements supporting floor above garage, including walls supporting floor joists, must have one-hour fire-resistive protection on the garage side. Section 302.2. FOUNDATION REQUIREMENTS 16. As per the City of Carlsbad request, all new residential buildings, including additions, require a soils report. Please submit two copies. Exception: If a room addition is limited to one story and 1000 sq. ft. in area, then a soils report is not required. 17. On cross section as required above show existing footing sizes that support new addition. FRAMING 18. Show stud size and spacing. 19. Specify truss identification numbers on the plans 20. Show clearance between top plate of interior partitions and bottom chord of trusses. (To ensure nonbearing condition between supports as designed). Carlsbad 97-3767 12/19/97 21 . Per UBC Section 2343.6, provide the following note on the plans if trusses are used: "Each truss shall be legibly branded, marked or otherwise have permanently affixed thereto the following information located within 2 feet of the center of the span on the face of the bottom chord: • Identity of the company manufacturing the truss. • The design load. • The spacing of the trusses." 22. Show wall bracing. Every exterior wood stud wall and main cross-stud partition shall be braced at each end at least every 25 feet of length. Section 2326.11 .3 and Table 23-I-W. 23. Specify plywood and/or particle board thickness, grade and panel span rating. Table 23-I-S-1 . Show on plans at roof and floor. 24. Note on the plans that "all weather-exposed surfaces shall have a weather-resistive barrier to protect the interior wall covering and that exterior openings shall be flashed in such a manner as to make them weatherproof'. Section 1402. MECHANICAL (UNIFORM MECHANICAL CODE) 25. Show on plans how new room addition is to be heated i.e. extend ducts. ENERGY CONSERVATION 26. Provide plans, calculations and worksheets to show compliance with current energy standards. 27. The regulations require a properly completed and properly signed Form CF-IR to be either imprinted on the plans, taped to the plans or "sticky backed" on the plans, to allow the building inspector to readily compare the actual construction with the requirements of the approved energy design. 28. All energy items shown on the plans must be in agreement with the information shown on the properly completed Form CF-IR. 29. Specify on the building plans all of the mandatory energy conservation requirements as listed on the enclosure titled, "Mandatory Measures Checklist". 30. Show the make, model, type and efficiency of the space heating (or cooling) system. 31. For room additions, show compliance with the energy standards. See attached. 32. Provide fluorescent general lighting (40 lumens per watt minimum) in kitchen(s) and bathrooms. Carlsbad 97-3767 12/19/97 33. '· .. • MINIMUM CONSTRUCTION SPECIFICATIONS These are minimum specifications established by the Uniform Building Code. These specifications apply in the absence of more restrictive specifications in the approved plans. Code sections listed refer lo the 1994 edition of the UOC I. FOUNDATION AND UNDERFLOOR I. Concrete Strength. Concrete .for footings -must. have a minimum compressive strength of 2500 psi at 28 days and composed of: l part cemen~ 2 1/2 parts sand, 3 1/2 parts of 3/4" maximum size rock with not more than 7 gallons of water per sack of cement. 2. Wood and Earth Separation. Foundations supporting wood must extend at least 6" above the adjacent finish grade. [UBC Section 1806.1] Provide 18" clearance under wood joists and 12" clearance under wood girders which are not pressure treated. [UBC Section 2317.3] 3. Concrete Slabs. Slabs on grade must be at least 3 1/2" thick. [UBC Section 1924] 4. Treated Wood. All foundation plates or sills and sleepers on concrete or masonry which is in direct contact with earth must be pressure-treated wood or foundation grade redwood. Wood joists closer than 18", or wood girders or supports closer than 12" to the ground, must be pressure treated. [UBC Section 2317.4] 5. Anchor Bolts and Footing Sills. All sills must have full bearing on the footing wall or slab and must be bolted to the foundation with 1/2" nominal diameter steel bolts embedded at least 7" into the concrete or reinforced masonry or 15" into unreinforced grouted masonry. Bolts must be spaced not to exceed 6' on center. There must be 2 bolts per piece with bolts not over 12" from cut end of sills. [UBC Section 1806.6] 6. Underfloor Vents. Underfloor areas mus_t b~ ventilated by openings in foundation walls. Wall openings must have a net area of not less than 1 sq. ft. for each 150 sq\ ft. of underfloor area. Openings must be arranged to provide cross ventilation and must be covered with corrosion- resistant wire mesh with openings of 1/4-inch in dimension. [UBC Section 2317.7]. 7. Underfloor Access. Underfloor areas must be provided with an unobstructed crawl hole not less than 18" x 24". Openings must be effectively screened or covered. [UBC Section2317.3]. II. WOOD FRAJ\flNG 1. Lumber. All joist, rafters, beams, and posts 2" to 4" thick must be No. 2 Grade Douglas Fir-Larch or better. All posts and beams 5" and thicker must be No. I Grade Douglas Fir- Larch or better. (See item 13 in this section for lumber grading requirements for studs.) 2. Wall bracing. Every exterior wood stud wall and main cross partitions must be braced at each end and at least at every 25 feet of length with J. x 4 diagonal let-in braces or equivalent. GENERAL l\.1A TERIAL SPECIFICATIONS. I. Mortar l\lix. Mortar to be used for construction of masonry walls, foundation walls and retaining walls must be 1800 psi minimum and may consist of: l part Portland cement, 3 1/2 parts sand, and 1/4 part hydrated lime or lime putty. Plastic cement may be used with 1 part· plastic cement to 2 1/4 to 3 parts sand. [UBC Table 21-A, UBC Standard 21-15] 2. Grout Mix. The mix for the grout may be: 1 part Portland cement, 3 parts sand, 1/10 part hydrated lime or lime putty, l to 2 parts pea gravel (3/8" maximum). Water added to pouring consistency without segregation of grout constituents. [UBC Table 21-B] The use of plastic cement is not allowed for grout. [USC Section 2103.5) 3. Masonry. The masonry units must comply with ASTM Spec. C90-75, Grade N for hollow unit concrete blocks. [UBC Standard 21-4) 4. Structural Steel. Steel used as structural shapes such as wide flange sections, channels, plates and angles must comply with ASTM Spec. A-36. Pipe columns must comply with ASTM Spec. A-53. [USC Standard 22-1). IV. ROOFING AND WEATHERPROOFING. I. Wood Siding. All wood siding must be placed over an approved, weather-resistive barrier. [USC Section 1402.1) 2. Flashing Around Openings. Every opening in any exterior wall must be flashed with sheet metal or waterproof building paper. [UBC Section 1402.2. Building Newsletter 17-2) 3. Roof Covering. Mineral-surfaced, built-up roofing must not be installed on roof having a pitch greater than 3 inches to 12 inches.
